UM, DOWNTOWN IS MOVING INTO A VERY EXCITING YEAR WHERE WE'LL HAVE TWO THINGS HAPPENING AT ONCE.

ONE IS VISIBLE PROGRESS AND THE START OF REAL DISRUPTION.

OUR SUCCESS WILL BE DEFINED MORE OR LESS BY WHERE, NOT BY WHETHER WE BUILD PROJECTS AND MORE BY WHETHER WE KEEP BUSINESS STABILITY, PUBLIC CONFIDENCE, AND LONG-TERM IDENTITY INTACT WHILE WE DO IT.

SO RATHER THAN BRINGING YOU ONE BIG DOWNTOWN CONVERSATION, WE'RE BRINGING YOU A SEQUENCE PLAN, CLEAR DECISION POINTS IN THE RIGHT ORDER WITH ENOUGH RUNWAY FOR THE MARKET AND THE COMMUNITY TO STAY ENGAGED.

THE FIRST MAJOR CHECKPOINT IS TENTATIVELY SET FOR JANUARY THE 20TH.

THIS IS THE AGENDA.

YOU WANT DOWNTOWN TO BE THE PLACE TO BE A TOP DFW DESTINATION.

WE DID IT WITH EPIC CENTRAL.

WE ARE NOW ONE OF THE TOP DESTINATIONS IN DFW.

WE'RE GONNA DO THAT WITH DOWNTOWN.

WELL, ONE OF THE THINGS THAT YOU'RE GONNA SEE IS THAT WE ARE, WE HAVE HIRED A FIRM CALLED MY O2.

THEY WERE GONNA BE INTERVIEWING EACH ONE OF YOU.

THIS IS GONNA BE A VERY SPECIAL PROGRAM IN THE SENSE THAT WE'RE REALLY GONNA, WE WANT TO MAKE SURE THAT ANY CUSTOMERS THAT COME DOWNTOWN WHO ARE VERY SPECIAL, WE'RE GONNA MAKE WAYFINDING.

WE'RE GOING TO CREATE A VERY UNIQUE EXPERIENCE THAT WE ALL CONSTRUCTION'S GOING ON.

THEY'RE GONNA WANT TO GO BEHIND THE AREAS TO VISIT THOSE CUSTOMIZED CENTERS THAT ARE HERE DURING CONSTRUCTION.

SO THAT IS THE UPDATE AND THE SUMMER STARTS TO HEAT UP, SO WILL OUR STAGE CONSTRUCTION PROJECT.

SO WE WILL BE GIVING YOU A KIND OF A MID MIDPOINT UPDATE AS TO HOW, UM, CONSTRUCTION IS GOING.

WE ALSO PLAN ON COMING UP WITH A, A PLAN ON HOW WE'RE GOING TO PROGRAM IT, BECAUSE WHENEVER WE HAVE A SHINY NEW TOY, EVERYBODY WANTS TO PLAY WITH THAT SHINY NEW TOY.

AND SO WE NEED TO COME UP WITH A, A PROCESS FOR HOW WE WILL BE DOING RESERVATIONS FOR THE STAGE, WHAT WE PLAN TO DO AS CITY STAFF FOR PROGRAMMING.

SO WE'LL BE DOING THAT PRESENTATION IN THE SUMMER.

LASTLY, WE HAVE ALSO HEARD YOU VERY STRONGLY THAT OUR DOWNTOWN BUSINESSES ARE CRITICAL TO OUR SUCCESS.

WELL, YOU LOOK AT THE SIGN AND IT DOES SAY HISTORIC DOWNTOWN.

HOWEVER, IT COULD HAVE SAID DOWNTOWN AND I WOULD'VE WENT THE SAME WAY.

UM, FOR MOST PEOPLE THAT COME INTO OUR CITY, THE EPIC AREA IS WHAT THEY CONSIDER DOWNTOWN GRAND PRAIRIE.

SO, UM, AS WE'RE DOING THE RECONSTRUCTION AND REDEVELOPMENT OF DOWNTOWN GIVING IT, THAT, THAT HIGHLIGHTING IT WITH THAT NAME, THE HISTORIC DOWNTOWN OF GRAND PRAIRIE, I THINK WILL BRING EVEN MORE TOURISM AS WE TRY TO PROMOTE IT.

SO I THINK IT'S A GOOD IDEA.

COUNCIL MEMBER HEADON, I WANTED TO SAY A BIT ABOUT MYCO TOO.

UM, TONY AND I MET WITH THEM IN JANUARY AND THEY SPECIALIZE IN KIND OF TWO SPECIALTIES, BUT ONE IS EXPERIENTIAL EVENT ACTIVATIONS.

SO WHEN YOU SEE THE NETFLIX HOUSE, THEY'VE DONE THAT IN PHILADELPHIA.

UM, LEGO ACTIVATIONS, GAME OF THRONE ACTIVATIONS, LIKE THINK ABOUT DIFFERENT MOVIE AND KIND OF THESE THINGS THAT ARE REALLY BIG WITH WHETHER YOUNG PEOPLE OR ADULTS THAT THEY CAN TAKE THAT SHOW, MOVIE CONCEPT, WHATEVER, AND THEN MAKE A PAID EXPERIENTIAL, UM, ACTIVATION.

UH, THIS MEETING IS ALSO AN OPPORTUNITY FOR COUNCIL AND THE PUBLIC TO PROVIDE ANY ADDITIONAL INPUT AS WE MOVE TOWARDS THE MAY ELECTION.

SO THE AGENDA, ONCE AGAIN, JUST HIGH LEVEL, WE'LL MOVE QUICKLY THROUGH IT AS A CALENDAR OF THE PROPOSED PROJECT CATEGORIES, THE TAX RATE IMPACT, AND THEN NEXT STEPS.

UH, THERE ARE THREE PRIMARY CATEGORIES, STREETS, PUBLIC SAFETY, COMMUNITY BASED PROJECTS.

UH, ONCE AGAIN, THE EVERY, UH, THE TOTAL UH, WILL BE 335 MILLION.

THE TAX RATE IMPACT AS PROPOSED FOR EACH CATEGORY TOTAL IS 3.99 CENTS.

THE FIRST CATEGORY WILL BE THE STREETS PROJECTS.

THERE ARE A TOTAL OF 12 PROJECTS, 209 MILLION WITH A 2.50 CENT TAX IMPACT.

AND HERE'S A CONTINUATION OF THE 12 PROJECTS.

THE NEXT CATEGORY IS THE PUBLIC SAFETY PROJECTS.

TOTAL, UH, IMPACT WILL BE 86.5 MILLION WITH A LITTLE OVER 1 CENT TAX IMPACT.

AND THE FINAL CATEGORY IS THE COMMUNITY BASED PROJECT.

UH, BASED ON THE FEEDBACK WE RECEIVED FROM THE LAST MEETING, WE, UM, SPLIT THE CATEGORIES BACK INTO THREE INDIVIDUAL ONES.

TOTAL PROJECT COST IS APPROXIMATELY 39 MILLION WITH A LITTLE UNDER 50, UH, HALF PERCENT, UH, TAX IMPACT.

SO ONCE AGAIN, THE NEXT STEPS WILL BE BRINGING, UH, A RESOLUTION, UH, TO THE NEXT COUNCIL MEETING FOR YOUR APPROVAL OF THE PROJECT LISTING.

BASED ON THE FEEDBACK TODAY, UH, WE'LL BE BRINGING AN ORDINANCE TO CALL THE ELECTION ON FEBRUARY 3RD.

AND THEN WE WILL BEGIN AN OUTREACH AND EDUCATION, UH, BETWEEN FEBRUARY AND MAY.

AND THEN THE ELECTION WILL BE ON MAY 2ND, UM, AVAILABLE FOR ANY DISCUSSION DIRECTORS OR ANY QUESTIONS YOU MAY HAVE.

SO AT THAT, AND ALSO IT, WE'RE USING VERY CONSERVATIVE ASSUMPTIONS FOR POTENTIAL GROWTH.
