WHAT AN EXCITING NIGHT THIS IS FOR, UH, ALL OF US AS WE CELEBRATE FOR THE VERY FIRST TIME, THE GRANDEST TREE IN GRAND PRAIRIE.

WE HAD A CONTEST THIS YEAR, AND THANK YOU SO MUCH TO CLAUDIA AND HER TEAM WHO WERE REALLY IN CHARGE OF GETTING ALL THE INFORMATION TOGETHER AND, UH, GETTING THE INFORMATION OUT TO THE PUBLIC.

WE APPRECIATE THAT SO MUCH.

AND WE HAD SOME ENTRIES.

OF COURSE, EVERYBODY THINKS THEIR TREE IS THE GRANDEST, UH, AND FOR DIFFERENT REASONS, BUT THIS YEAR I'LL TELL YOU JUST A LITTLE BIT ABOUT THE COMPETITION.

GRANDEST TREE COMPETITION CELEBRATES THE CITY'S INCREDIBLE TREES AND THE NATURAL BEAUTY THAT MAKES GRAND PRAIRIE A WONDERFUL PLACE TO LIVE.

THE COMPETITION INVITED RESIDENTS TO SUBMIT THEIR FAVORITE TREES IN A PANEL OF JUDGES FROM GRAND PRAIRIE PARKS DEPARTMENT DETERMINED THE WINNER.

TONIGHT, WE RECOGNIZE THE WINNING TREE SUBMITTED BY THE GRAND PRAIRIE WOMAN'S CLUB.

AND IF YOU KNOW, IF YOU'VE BEEN AROUND A WHILE, YOU KNOW THAT THE WOMAN'S CLUB IS LOCATED IN OUR WONDERFUL TURNER PARK HERE IN GRAND PRAIRIE, TEXAS.

AND WE APPRECIATE SO MUCH THE FACT THAT IT'S SO BEAUTIFUL AND IT HAS WONDERFUL TREES THERE.

AND IT WAS HARD TO CHOOSE THE GRANDEST.

THE TREE STOOD OUT TO THE JUDGES FOR ITS IMPRESSIVE HEIGHT, STRIKING FORM, AND HEALTHY APPEARANCE EARNING THE ORGANIZATION RECOGNITION FROM THE CITY.

AND THE GRANDEST TREE COMPETITION IS ABOUT MORE THAN JUST A SINGLE WINNER.

IT'S AN OPPORTUNITY FOR EVERYONE TO SHOWCASE THEIR FAVORITE TREES AND HIGHLIGHT THE CITY'S BEAUTIFUL URBAN FOREST.

FROM TOWERING OAKS TO UNIQUELY SHAPED PECANS AND RARE NEIGHBORHOOD SPECIES, EVERY TREE SUBMITTED REFLECTS THE CHARM AND DIVERSITY OF GRAND PRAIRIE'S GREENERY.

WE'RE SO EXCITED THAT THE GRAND PRIX WOMAN'S CLUB IS RECOGNIZED FOR THIS TONIGHT.

ACTUALLY, WHEN I, I BROUGHT THIS, UH, SUGGESTION TO CLAUDIA AND HER TEAM IN PARKS, AND THEY THOUGHT THAT WAS A GRAND IDEA AS WELL, AND THEY TOOK THE BALL AND JUST RAN WITH IT.

BUT ALONG THE WAY YOU HAVE TO, YOU KNOW, THE GROUNDWATER MOVES, SO THEY NEED TO INSTALL MORE WELLS AND, UH, THEY'RE GONNA PUT IN FOUR PERMANENT WELLS IN THE CITY RIGHT AWAY.

AND THEN

IT'S A FUNDING AGREEMENT WHERE YOU LAY OUT WHO'S GOING TO PAY FOR WHAT THROUGHOUT THE PROJECT.

OKAY.

UM, SO IS THIS MONEY GUARANTEED FROM TEXDOT? HOW MANY HOOPS DO WE HAVE TO JUMP THROUGH TO GET THIS FUNDING FROM T STOCK? WELL, THAT, THAT'S WHAT THIS IS LAYING OUT IN THE, IN THE LONG RUN.

RIGHT NOW WHAT WE'RE WORKING WITH THEM ON IS THE DIRECT COST FOR THEIR REVIEW OF THE PLANS.

THIS IS THE HIGHWAY SAFETY IMPROVEMENT PROGRAM.

SO WE SUBMIT LOCATIONS.

THESE ARE OFF SYSTEM, MEANING THEY'RE NOT STATE ROADS, BUT AS A HIGHWAY, UH, SAFETY OR THE HTIP PROGRAM YOU SUBMIT TO THEM.

THEY AGREE BASED ON ACCIDENT DATA THAT THESE IMPROVEMENTS NEED TO BE MADE.

WE DO THE ENGINEERING OF PROJECT AND THEN WE HAND IT OVER TO TEXDOT AND THEY DO THE FULL CONSTRUCTION AND PAY FOR IT.

IT'S A REALLY GOOD PROGRAM.

SO THIS LAYS OUT THE FUNDING AGREEMENT.

IT'S A HUNDRED PERCENT FEDERALLY FUNDED ON THE CONSTRUCTION.

SO AFTER WE'RE DONE WITH THE ENGINEERING, WHICH THIS IS LAYING OUT, THEN THEY WILL DO THE PROJECT.

SO TECH STOP WILL PUT TRAFFIC LIGHTS IN THE RED, THE CITY LIMITS OF GRAND.

IT'S ALREADY AN EXISTING TRAFFIC SIGNALED INTERSECTION.

THEY'RE DOING IMPROVEMENTS AND SAFETY PROGRAM TO IT.

UH, I KNOW WE WERE REALLY EXCITED A COUPLE YEARS AGO WHEN IT WAS BROUGHT UP AS AN IDEA.

UM, BUT I KNOW THAT IT FACED SOME RESISTANCE FROM RESIDENTS.

UH, SOME WHO WERE CONCERNED WITH TRAFFIC, SOME WHO WERE CONCERNED WITH, UH, PEOPLE COMING FROM OUTSIDE THE AREA TO COME THERE.

UM, AND THEN A LOT OF US, INCLUDING ME, WERE VERY EXCITED ABOUT HAVING A NEW PARK IN MY AREA.

UH, I'M SPEAKING IN FAVOR OF HAVING A PARK.

UH, ME PERSONALLY, I WOULD LIKE TO HAVE A PARK GREENHOUSE AREA.

UH, I MEAN A, A GREEN SPACE AREA WITH A MINI CHARLIE TAYLOR RECREATION CENTER, UH, INDOORS.

UH, I KNOW THERE WERE, WHEN WE TALKED ABOUT THIS A COUPLE YEARS AGO, THERE WAS A LOT OF OPTIONS, WHICH I THINK OVERWHELMED RESIDENTS.

UH, SOME OF THE OPTIONS WERE A CONCERT HALL.

UH, SOME OF THEM WERE AN OUTDOOR, UH, BASKETBALL COURT WITH LIGHTS, AND THEN SOME OF THEM WERE RECREATION CENTERS, LIBRARIES.

THERE'S PROBABLY A LOT TOO MANY IDEAS, WHICH I THINK OVERWHELM RESIDENTS.

SOME ARE IN FAVOR OF SOMETHING, SOME IN FAVOR OF OTHERS, WHICH ESSENTIALLY KILLED THAT.

I THINK, UH, OR AT LEAST POSTPONED ANY KIND OF FUTURE PLANS FOR THAT.

UH, I THINK WE, I THINK OVERALL PEOPLE WANT SOMETHING QUIET IN OUR NEIGHBORHOOD.

UH, THEY DON'T WANT TRAFFIC , UM, WHICH OF COURSE, EVERYBODY AND PROBABLY ALL OF THESE WANT.

UM, AND SO I THINK A GREEN SPACE WOULD PROBABLY ANSWER THAT CALL.

UH, I'M NOT, I GUESS WE EVENTUALLY, IF WE WERE TO DECIDE THAT AS THE PURPOSE FOR THAT AREA, THEN WE COULD TALK ABOUT WHAT EXACTLY TO PUT IN THAT SPACE.

UM, I PERSONALLY WOULD LIKE A INDOOR RECREATION CENTER, MULTIPURPOSE CENTER WHERE OUR RESIDENTS CAN HAVE EVENTS LIKE AT CHARLIE TAYLOR FOR KIDS.

UH, MAYBE HAVE SPORTING EVENTS LIKE PICKLEBALL, UH, MAYBE BE ABLE TO RENT IT OUT FOR GRAND PRAIRIE RESIDENTS WITH A PRIORITY BEING THAT IT BE FOR GRAND PRAIRIE RESIDENTS MOSTLY.

UM, AND SO THAT'S MY REQUEST THAT WE RE RE, UH, TALK ABOUT THAT AGAIN, AND THAT WE, UH, CONSIDER THAT AS AN ISSUE.

RESIDENTS WERE ASKED TO CHOOSE BETWEEN THE CREATION OF A GREEN SPACE OR RESIDENTIAL DEVELOPMENT THEDO.

THE RESULTS WERE OVERWHELMINGLY CLEAR.

95% OF PARTICIPANTS EXPRESSED THEIR PREFERENCE OF A GREEN SPACE BY ONLY 5% FAVORED RESIDENTIAL DEVELOPMENT.

THE RESIDENTS OF GRAND PRAIRIE AND MI LAGOS RESPECTFULLY ASK THAT THE CITY COUNCIL ENSURE THE VOICES OF THE COMMUNITY ARE HEARD AND MEANINGFULLY INCLUDED IN ALL FUTURE PLANNING AND DEVELOPMENT DECISIONS AFFECTING THE PENINSULA.

IT'S CLEAR FROM THE RECORDING OF THAT DISTRICT SIX HAS A REPUTATION AMONG THIS COUNCIL AS BEING RESISTANT TO CHANGE.

AND I'M HERE TO DISPEL THAT MYTH AGAIN BY ASSERTING OUR EARNEST INTEREST IN A MULTI-USE FACILITY AT THE CORNER OF LAKE RIDGE AND ENGLAND PARKWAY.

WHAT I CAN AGREE WITH DURING THAT MEETING IS THE IDEA OF COMBINING AS MANY OF THE COUNCIL'S RELATED GOALS IN ONE PLACE AS POSSIBLE.

THOSE GOALS BEING TO BUILD A PICKLEBALL COMPLEX AS WELL AS COUNCILMAN LOPEZ'S HISTORY AND HERITAGE CENTER.

PERHAPS EVEN A LIBRARY ALL UNDER ONE ROOF.

OUTSIDE THAT ONE ROOF, THERE'S STILL PLENTY OF GREEN SPACE FOR A PLAYGROUND AND DOG PARKS ACROSS THE BRIDGE.

PREMIER LAGOS IS CEDAR HILL'S HICKMAN LIBRARY THAT INCORPORATES ALL THESE THINGS.

THERE'S SPACE AND SEATING FOR PERFORMANCES IN THE LOWER LEVEL.

A HANDFUL OF OPEN AIR DECKS ON THE UPPER LEVELS RIGHT INSIDE THE LIBRARY'S MAIN ENTRANCE IS THE CEDAR HILL MUSEUM OF HISTORY, WHERE COMMUNITY EMBRACES HERITAGE AND NATURE.

THERE YOU CAN FIND OLD MAPS AND DINOSAUR BONES THAT WERE FOUND IN THE AREA.

ON THE MAP, YOU CAN SEE A BUNCH OF UNCOVERED COURTS, BUT JUST ACROSS THAT TINY LITTLE PARKING LOT IS THE SOUTH LAKE TENNIS CENTER THAT HAS TWO DIFFERENT BUILDINGS.

AND I CAN GIVE YOU THREE GUESSES AS TO WHAT'S INSIDE ONE OF THOSE BUILDINGS.

BUT I DOUBT YOU'LL NEED ALL THREE GUESSES.

THERE ARE TWO TENNIS COURTS IN THERE, WHICH WE KNOW FROM FRIENDSHIP PARK CAN HOLD EIGHT PICKLEBALL COURTS IN TOTAL.

THAT LITTLE BUILDING IS ALL THAT WE'RE ASKING FOR.

NOT ANY OF THE COOL STUFF THAT SURROUNDS IT.

STILL THE VOLUME OF COMPLAINTS AND THE NEED FOR REPAIR DIRECTLY CORRELATES WITH THE HIGH INTEREST AND HIGH USE OF RECREATIONAL SPACES.

THERE IS SO MUCH THAT WE CAN LEARN FROM OUR CURRENT PICKLEBALL EXPERIENCES THAT CAN BE APPLIED TO A NEW FACILITY IN THE SOUTH, WHICH IS WHERE DISTRICTS FOUR AND SIX ARE LOCATED, AND THE DIRECTION THAT GRAND PRAIRIE IS GROWING.

WITH ALL THE TALK OF ANNEXATION AND SIFTING BOUNDARIES THIS EVENING, EPIC CENTRAL IS FAST BECOMING JUST EPIC NORTH.

THEN A BUNCH OF US WENT TO THE GRAND VISION MEETING IN THE VERY HEART OF DISTRICT SIX TO WRITE IN OUR SUPPORT.

A FEW OF THEM ARE EVEN HERE TONIGHT, DESPITE HOW PROHIBITIVELY LONG AND LATE THESE MEETINGS ARE.

'CAUSE I THOUGHT I NEEDED MORE PROOF THAT I WASN'T A SINGLE VOICE
