OUR COUNCIL IS MORE KNOWLEDGEABLE ABOUT WHAT IS GOING ON WITHIN THE CITY AND, AND WILL BE ABLE TO UNDERSTAND AND HELP STAFF TO DIRECT OUR ATTENTION TO THOSE ITEMS IN WHICH THEY WANT US TO ACTUALLY GET THEM IN DEPTH INFORMATION ON.

THERE WILL BE THE WORK SESSIONS WILL ALSO HAVE A CITIZEN'S COMMENT PERIOD.

HOWEVER, THE ACTION TO BE TAKEN ON ITEMS WILL ONLY BE DONE IN THAT ONE MEETING A MONTH.

GOING FORWARD, MY PLAN IS TO IMPLEMENT THE RECENT CHANGES BY THE 89TH LEGISLATIVE SESSION WITHIN THE TEXAS PROPERTY TAX CODE, FOCUSING ON UNIFORM AND EQUAL APPRAISALS, UNIFORM AND EQUAL TREATMENT TO ALL TAXING ENTITIES AND THE TAXPAYER.

AND WHEN I SAID 89TH LEGISLATIVE SESSION, I AM TALKING ABOUT SB 9 73, COMMONLY KNOWN AS CHRIS TURNERS BILL THAT RELATING TO PERIODIC REAPPRAISAL OF THE PROPERTIES AND REDIRECTED ALL APPRAISAL DISTRICTS TO FOLLOW TAXES.

PROPERTY TAX CODE SECTION 23.01, WHICH STATES ALL TAXABLE PROPERTY IS APPRAISED AT ITS MARKET VALUE AS OF JANUARY 1ST.

AND IT IS MY VERY STRONG BELIEF THAT JANUARY 1ST COMES EVERY YEAR, UM, UH, FOR THE LAST YEAR'S ELECTION.

SO ON OCTOBER 15, I HAD A MEETING WITH CHIEF APPRAISER AND ASKED HIM A VERY SIMPLE QUESTION, WHY TARRAN COUNTY COLLEGE HAD SO MANY VOTES LAST YEAR THAN THIS YEAR BECAUSE, UH, THERE IS A PATTERN OF, UH, FOR 2 95 TO THREE 15 VOTES FOR TR COUNTY COLLEGE.

ALL OF A SUDDEN IN 2024 ELECTION, THEY GOT 505 VOTES.

THEN I DIG IN MORE FIGURED OUT IT WAS THE ERROR DONE BY THE APPRAISAL DISTRICT.

CHIEF APPRAIS KNEW IT SINCE HE SAID JUNE, BUT I WOULD SAY MARCH OF THIS YEAR.

HE DID NOT SAY ANYTHING TO THE BOARD OR ANYONE OR ANY TEXTING ENTITY.

AND IT'S THE MISTAKE DONE BY CHIEF APPRAISER'S OFFICE.

THEN VERY NEXT DAY THERE WAS A, A MEETING AT TRENT COUNTY COLLEGE.

I TALKED TO DR.

ENGLIN, WHO IS A CFO AT TRENT COUNTY COLLEGE, AND SHE SAID YES, SHE KNEW IT.

SHE CONTACTED LAST YEAR AND THIS YEAR SEVERAL TIMES.

BUT THE JUNIOR STAFF SAID, GO CHECK YOUR NUMBERS.

OUR NUMBERS ARE SPOT ON.

AND SHE SAID THAT WE NEVER LEVY $559 MILLION AS A PROPERTY TAX.

OUR TAX DOLLAR WAS $323 MILLION FOR THE YEAR 2023.

I HAVE PERSONALLY SEEN THE ABUSES IN THESE HOMES.

AND THE NEWS MEDIA DID A GOOD JOB LAST YEAR WHEN THAT THAT LADY STOLE THAT OTHER WOMAN'S MONEY.

SO THERE'S, I'M AGAINST THIS BECAUSE RESIDENTIAL NEIGHBORHOODS, I NEED THAT HOME OCCUPIED BY A YOUNG FAMILY WOULD HAVE KIDS THAT ARE GOING TO SCHOOL.

WE DESPERATELY NEED MORE AFFORDABLE HOUSING FOR FIRST TIME HOME BUYERS, SECOND TIME HOME BUYERS.

WE DON'T NEED A BUSINESS.

AND I REALIZE WITH THE AMERICANS WITH DISABILITY ACT, THERE'S SOME, A LOT OF THE COURTS HAVE RULED ON THIS, BUT SOMEBODY'S MAKING MONEY ON THIS.

AND A LOT OF THESE GROUP HOMES, YOU LOOK BY AND IT LOOKS LIKE NIGHT OF THE LIVING DEAD.

THEY'RE OUT THERE IN THE BACKYARD WANDERING AROUND WHO'S GONNA FIX THE FOOD.

UM, LAST WEEK I SENT AN EMAIL TO THE COUNCIL EXPRESSING HOW STRONGLY SOUTH GRAND PRAIRIE RESIDENTS WOULD SUPPORT THE COUNCIL'S GOAL TO QUOTE, FUND AND BUILD A PICKLEBALL COMPLEX.

BUT SPECIFICALLY ON THE PLOT OF LAND AT THE CORNER OF ENGLAND AND LAKE RIDGE PARKWAY, ONE OF THE PEOPLE WHO PROOFREAD MY EMAIL ASKED IF IT WAS AI WHO WROTE IT.

SO I FELT THE NEED TO COME HERE IN PERSON TO CONVEY TO THE COUNCIL AND THE CITIZENS HERE HOW VEHEMENTLY REAL PEOPLE WOULD SUPPORT THIS PROJECT.

UH, MANY OF US HAVE BENEFITED ENORMOUSLY FROM THE OPPORTUNITIES TO PLAY PICKLEBALL FOR FREE OR AT A REDUCED RATE AS GRAND PRAIRIE RESIDENTS AT THE EPIC AND CHICKEN AND PICKLE.

BUT A BIG DRAWBACK FOR THE MI LAGOS AREA RESIDENTS IS THE DISTANCE BETWEEN OUR HOMES AND THE EPIC CENTRAL, WHERE BOTH THE GYM AND CHICKEN AND PICKLE ARE LOCATED.

THOSE TWO ARE ABOUT EIGHT MILES AWAY FROM US.

AND FRIENDSHIP PARK IS A LITTLE BIT FARTHER THAN THAT.

AND I SAW THAT THERE WAS ONE PLAN FOR WILDLIFE PARKWAY, WHICH IS A DISCOURAGING 13 MILES AWAY.

UM, WE KNOW HOW POPULAR THE CITY'S COURTS ARE AT CHICKEN PICKLE, AS MANY OF US HAVE BEEN TRYING TO REACH JORDAN AND VERONICA LONG BEFORE THE ONLINE RESERVATIONS WERE POSSIBLE.

AND NOW IT'S JUST NEARLY IMPOSSIBLE TO GET A COURT OUTSIDE OF SCHOOL PICKUP TIME.

AND I THINK HAVING ANOTHER FACILITY, ESPECIALLY DOWN SOUTH, WOULD ALLEVIATE THE DEMAND AND THE WEAR ON TEAR ON THE EXISTING COURTS.

UM, WE KNOW THAT THEY ARE GOING TO BE USED BY THE WILDLY SUCCESSFUL REOPENING OF FRIENDSHIP PARK.

UM, AND I KNOW THAT A FEW YEARS AGO, MANY OF OUR RESIDENTS DOWN SOUTH, INCLUDING MYSELF, TURNED DOWN THE BUILDING OF A RECREATION CENTER IN THE SURVEY CONDUCTED BY THE CITY.

UM, BUT SO MUCH HAS CHANGED SINCE THAT TIME, NOT THE LEAST OF WHICH IS THE EXPLOSION OF PICKLEBALL AS A RECREATIONAL SPORT FOR ALL PEOPLE, PEOPLE OF ALL AGES, AND THE BUILDING OF SENIOR COMMUNITIES AND APARTMENT COMPLEXES AND NEW TOWN HOMES ALL UP AND DOWN LAKE RIDGE PARKWAY, WHICH HAS BROUGHT IN AN INFLUX OF NEW RESIDENTS WHO MIGHT FEEL VERY DIFFERENTLY IF ANOTHER SURVEY WERE TO BE CONDUCTED.

BUT DEFINITELY GIVEN THE CHOICE BETWEEN A PICKLEBALL COMPLEX AND A COMMERCIAL PROJECT, I'M CERTAIN THE MAJORITY OF OUR RESIDENTS WOULD PREFER THE FORMER.

UM, WE ALREADY SEE THAT THERE'S A CONVENIENCE STORE THAT'S GONNA BE BUILT ACROSS THE STREET FROM THERE, AND IT WOULD VERY MUCH HELP OUT THE BUSINESSES THAT ARE ALREADY THERE, INCLUDING OUR NEW MEDITERRANEAN MARKET.

OUR COMMUNITY'S HOPE IS NOT JUST TO HAVE AN ENCLOSED PICKLEBALL COMPLEX CLOSE BY, BUT ALSO FOR THAT PLOT OF LAND TO SERVE AS A RECREATIONAL AREA WITH ROOMS FOR EVENTS, POSSIBLY A SMALL LIBRARY, A NEARBY PLAYGROUND WITH A PAVILION, MAYBE A DOG PARK, AND OTHER LITTLE FUN THINGS LIKE THAT.

UM, IF YOUR MIND NEEDS TO BE CONVINCED OF WHAT YOUR BODY ALREADY KNOWS ABOUT THE BENEFITS OF GREEN SPACES FOR PLAY AND CONNECTIONS, I'VE SENT YOU ALL LINKS TO HARVARD STUDIES, BUT MANY OF, UH, THE SUPPORTERS OF THIS PETITION HAVE ALREADY WALKED OR BIKED WITH THE MAYOR MANY TIMES TO BELIEVE THAT THIS ALIGNS WITH HIS COMMITMENT TO GET FIT, UH, WITH A PICKLEBALL COMPLEX CLOSER TO THE SOUTH, AND THE ATTENDANT FEATURES TO MAKE IT A MULTI-USE SPACE.

I KNOW DALLAS COUNTY COLLEGE, OTHER FACILITIES, BUT AS THE GOVERNMENT SHUTDOWN CONTINUES, WE HAVE A NUMBER OF PEOPLE WHO, YOU KNOW, WE, THOSE OF US THAT GREW UP IN THE EIGHTIES WITH RONALD REAGAN IN THE WELFARE CADILLAC FULL OF FOOD STAMPS, KNOW I'VE GOT A LOT OF ELDERLY PEOPLE OUT THERE, WOMEN WHO ONLY HAVE A SOCIAL SECURITY CHECK WHO DEPEND UPON THE SNAP BENEFITS.

I HAVE OTHER FOLKS WITH DISABILITIES.

IT'S NOT JUST A CUT AND DRIED ISSUE.

SO YOU'VE STEPPED UP BEFORE, THEY SAID DALLAS COUNTY GAVE A MI THE DALLAS COUNTY COMMISSIONER'S COURT, JUDGE CLAY JENKINS GAVE A MILLION DOLLARS TODAY THAT, THAT WHAT COULD WE GET FROM TOM THUMB? YOU KNOW, AND YOU HAVE TO GO TO TOM THUMB AND CHECK OUT YOUR OWN GROCERIES.

THEY'RE, THEY'RE MAKING A GOOD PROFIT FROM A MUNICIPAL GOVERNMENT STANDPOINT AS THIS GOVERNMENT SHUTDOWN CONTINUES OF THE BOTTLED WATER LIKE YOU DID WHEN WE HAD THE WATER ISSUE A COUPLE YEARS AGO WITH THE PHONE STUFF.

BUT, BUT, UM, AT THE SUMMIT WHERE THE SENIOR CITIZENS ARE WITH THE NUTRITION, WITH THE COUNTY NUTRITION CENTER, IN OTHER WORDS, THERE'S JUST AN ISSUE HERE THAT YOU DON'T WANNA SEE PEOPLE GOING HUNGRY AND BY NO FAULT OF THEIR OWN.

AND PEOPLE THAT ARE UTILIZING THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM, THEY'RE NOT DRIVING THAT BRAND NEW CADILLAC.

IT'S, PEOPLE ARE REALLY STRUGGLING RIGHT NOW, AND FOLKS IN THEIR EIGHTIES, NINETIES, JUST OTHER PEOPLE, PEOPLE HAVE KIDS THAT THE FATHERS HOOKED THEM.

YOU DON'T WANNA SEE A KID GOING HUNGRY.
