THIS IS A AMENDMENT TO THE 2018 COMPREHENSIVE PLAN, UPDATING THE MASTER THOROUGHFARE PLAN.UH, THE PURPOSE OF THIS IS TO REMOVE A COLLECTOR, UH, TWO LANE DIVIDED ROADWAY AS PART OF A PLANNED COMMERCIAL DEVELOPMENT.
THE LOCATION OF THIS ROADWAY IS JUST SOUTH OF THE I 20 EASTBOUND FRONTAGE ROAD AND WEST OF FM 1382 BELTLINE ROAD.
THE SUBJECT PROPERTY, WHICH IS IDENTIFIED IN RED ON THE MAP, UH, IS BEING BISECTED BY THIS COLLECTOR ROADWAY.
YOU CAN SEE OUTLINED IN YELLOW.
UH, THIS COLLECTOR'S INTENDED AS A RELIEF ROUTE FOR BELTLINE AND I 20, AS WELL AS THE FUTURE WESTCHESTER PARKWAY EXTENSION.
YOU CAN SEE THE CONNECTION THERE, UH, TO THAT EAST TO WEST.
THAT'S THE BLUE LINE, IS A PROPOSED PLANNED PRINCIPAL MATERIAL RUNNING FROM WESTCHESTER PARKWAY ALL THE WAY EAST TO BELTLINE ROAD.
SO AS PART OF THIS, UH, REQUEST FROM THE DEVELOPER, A TRAFFIC IMPACT ANALYSIS WAS REQUIRED BY STAFF.
AND WHAT THIS TIA DID WAS FORECAST TRAFFIC VOLUMES AND MEASURE EXPECTED DELAY.
UH, SO THE ANALYSIS USED IN NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS 2045 REGIONAL TRAFFIC DEMAND MODEL AS BASELINE AND ANALYSIS ASSUMED THE REMOVAL OF THE SUBJECT ROADWAY AS, AND THEN TRAFFIC WAS REDISTRIBUTED, UH, REDISTRIBUTED, UH, TO THE OTHER ADJACENT ROADWAYS AND LEVEL OF SERVICE WAS IDENTIFIED.
UH, THE RESULTS OF ANALYSIS SHOW THAT THE REMOVAL OF THIS ROADWAY LINK DOES NOT POSE ANY SIGNIFICANT CHANGES TO DAILY TRAFFIC CAPACITY.
ALONG I, UM, INTERSTATE 20 EASTBOUND FRONTAGE ROAD AND BELTLINE ROAD, UH, THE NO BUILD SCENARIO.
SO THE SCENARIO LOOKING AT IF WE TOOK THAT ROAD OUT OF THE EQUATION, UM, PUSHED ABOUT THREE TO 7% TRAFFIC INCREASES ON THE ADJACENT ROADWAYS.
UM, AND THE ANALYSIS ALSO INDICATED THAT, UM, THE PROPOSED DEVELOPMENT WOULD HAVE AN INTERNAL ACCESS DRIVE THAT WOULD SERVE TO THEN HELP PULL THAT TRAFFIC BACK ONTO THE SITE AND HAVE ADDITIONAL CIRCULATION IN THE AREA.
SO THE RECOMMENDATION IS A PROPOSED SUP SITE PLAN FOR AN ELECTRIC VEHICLE.
SALES SERVICE AND DELIVERY CENTER PROJECT HAS BEEN DESIGNED SO THE REMOVAL OF THE ROAD IS REQUESTED.
WHILE STAFF BELIEVES THAT THE AREA WOULD BE BETTER WITH THE ROAD, THE TRAFFIC IMPACT ANALYSIS STATES THAT THE REMOVAL OF THIS PROPOSED MASTER THOROUGHFARE PLAN ROAD FROM THE PLAN WOULD NOT NE NEGATIVELY IMPACT THE AREA.
UH, THIS IS A COMPANION ITEM TO THE NEXT ITEM.

THE APPLICANT'S PROPOSAL MEETS OR EXCEEDS DENSITY AND DIMENSIONAL REQUIREMENTS OF THE UDC EXCEPT FOR THE PROPOSED HEIGHT.
A TWO FOOT VARIANCE IN HEIGHT IS REQUESTED TO ACCOMMODATE PROPOSED PARAPET WALLS.
