BUT IN GRAND PRAIRIE, THE AMBULANCE SERVICES CONTRACTED THROUGH DALLAS FORT WORTH MEDICAL CENTER.

BUT RECENTLY, TWO PEOPLE DIED WHILE WAITING FOR AMBULANCES AND RESIDENTS LIKE HAROLD WILLIS SAY, IT'S TIME TO INCREASE SERVICE, NOT JUST PAYMENT.

ANY TYPE OF LIFE THREATENING EMERGENCY MEDICAL SITUATION THAT WAS NOT HERE.

IT'S TOO LIGHT.

THAT SCARES ME.

IN 1999, UNDER THE LEADERSHIP OF CITY MANAGER TOM HART AND SUPPORTED UNANIMOUSLY BY THE CITY COUNCIL AND MAYOR ENGLAND, THE GRAND PRAIRIE FIRE DEPARTMENT LED BY FIRE CHIEF CLIFF NELSON STARTED THE PROCESS TO TAKE OVER ALL MEDICAL AMBULANCE TRANSPORTS IN THE CITY OF GRAND PRAIRIE.

THE DEPARTMENT HIRED 42 FIREFIGHTERS AND PURCHASED SEVEN AMBULANCES WITHIN A YEAR OF THE DEPARTMENT TAKING OVER EMS, THE ONLY HOSPITAL IN THE CITY OF GRAND PRAIRIE, DFW MEDICAL CENTER CLOSED THEIR DOORS.

FAST FORWARD TO TODAY, YOUR FIRE DEPARTMENT HAS OVER 250 PARAMEDICS AND SUCCESSFULLY HANDLES OVER 23,000 EMERGENCY CALLS FOR SERVICE.

THE MEN AND WOMEN OF THIS DEPARTMENT ARE MAKING A DIFFERENCE IN OUR CITIZENS' LIFE.

EVERY HOUR OF EVERY DAY.

WE ARE VERY THANKFUL TO OUR CITY MANAGER AND OUR CITY COUNCIL FOR THEIR SUPPORT.

CONGRATULATIONS TO THE GRAND PRAIRIE FIRE DEPARTMENT ON OUR 25TH ANNIVERSARY OF EMS.

A LOT DIFFERENT.

UH, I DON'T KNOW HOW THEY GOT BY WITH HER AMBULANCES BACK THEN.

UH, THEY WERE BUSY, BUT WE ARE FOUR OR FIVE TIMES BUSY NOW WITH THE AMOUNT OF TECHNOLOGY AND TRAINING.

SERIOUSLY, THANK YOU.

I KNOW IN 99 WHEN WE WERE ALMOST FORCED TO TAKE OVER THE AMBULANCE SERVICE, MAYOR ENGLAND, UH, CREATED A, UH, AN EMS ADVISORY COUNCIL.

AND I, I LOOKED THROUGH ALL THE MINUTES AND THERE WERE ABOUT SIX OR SEVEN KEY PEOPLE THAT ARE A LOT IN THIS ROOM TODAY, AND SOME EVEN UP AT THE DAIS NOW, WHO HAD A ROLE IN THIS.

UH, ANNA DAHL WAS OUR DEPUTY CITY MANAGER, TONY SHOTWELL.

YOU WERE ON THAT COMMITTEE.

TERRY JACKSON, RICHARD FRIGO, OUR BELOVED HAROLD WILLIS.

YOU'RE ON THAT COMMITTEE, UH, WITH WILLIAM ANDERSON.

AND OF COURSE, IT COULDN'T HAVE BEEN DONE WITHOUT MAYOR ENGLAND, CLIFF NELSON AND TOM HART.

AND SO I THINK, TOM, WILL YOU COME ON UP AND GIVE US YOUR GREAT WORDS OF WISDOM THAT YOU ALWAYS HAVE? YEAH.

UM, WHEN, UM, I WAS, UH, RECRUITED IN, BACK IN 1999, THE CITY COUNCIL AT THAT TIME, OF WHICH TONY SHOTWELL AND CHARLIE ENGLAND SAT ON THE COUNCIL.

THEY GAVE ME THREE MISSIONS.

ONE WAS ECONOMIC DEVELOPMENT, ONE WAS PARKS AND RECREATION, AND ONE WAS EMS. NO PRIORITY ON THOSE.

THAT WAS JUST THE THREE GOALS.

SO WE SET OUT TO DO THAT.

WELL, FORTUNATELY, GRAND PRAIRIE HAS BEEN LUCKY OVER THE LAST 25 YEARS TO HAVE TWO OF, I THINK THE BEST CHIEFS ANYWHERE IN THE STATE OF TEXAS, CLIFF NELSON AND CHIEF ROBERT FIGHT.

WELL, CHIEF NELSON DID AN UNBELIEVABLE JOB.

AND CHARLIE, YOU WOULD ENDORSE THIS, OF PUTTING TOGETHER A PROGRAM THAT DELIVERED SERVICE TO A CITY OF OUR SIZE.

AS TIME WENT FORWARD.

UH, YOU KNOW, I WAS OUT SPEAKING A LOT IN THE CITY, AND THERE WAS A LOT TO TALK ABOUT GOOD IN OUR CITY, BUT THE ONE THING I ALWAYS BRAGGED ABOUT WAS OUR EMS PROGRAM.

I DON'T THINK PEOPLE REALIZED IF YOU LIVED IN GRAND PRAIRIE, IT WASN'T JUST THOSE AMBULANCES.

WHAT WE HAD HERE WAS WE HAD PARAMEDICS ON EVERY PIECE OF EQUIPMENT IN THE CITY, FIRETRUCK, LADDER, TRUCKS, AMBULANCES.

SO IT DIDN'T MATTER WHICH PIECE OF EQUIPMENT GOT TO YOU, YOU WERE GETTING LIFESAVING MEASURES FROM THAT MOMENT ON.

SO I LOVE TO BE OUT IN THE COMMUNITY AND BRAG ABOUT IT.

WELL, I ALWAYS WOULD KINDA USE A LITTLE JOKE TO MAKE THE POINT.

I SAID, IN FACT, LET ME TELL YOU FOLKS, IF YOU'RE GONNA HAVE A HEART ATTACK, YOU OUGHT TO COME TO GRAND PRAIRIE TO DO IT.

YOU DID WELL, ALMOST, ALMOST MESSED UP OUR RECORD.

YOU KNOW, BE CAREFUL WHAT YOU JOKE ABOUT, BECAUSE I ENDED UP GETTING, UH, TO USE THE AMBULANCE SERVICE.

NOW, THIS HAS NOTHING TO DO WITH OUR EMS. IT'S ALL ABOUT OUR FIREFIGHTERS AND PUTTING OUT A FIRE.

AND YOU IN THIS CITY SINCE 2014, WE'VE BEEN IN ISO ONE, WHICH IS THE BEST POSSIBLE YOU CAN DO.

UH, AND IT IS THE GOLD STANDARD.

SO, UH, I'M PROUD OF IT, BUT IT'S WHERE WE SHOULD BE.

UH, THE SECOND ONE IS THE AMERICAN HEART, UH, GOLD PLUS AWARD.

FOR 11 YEARS IN A ROW, WE'VE BEEN ACKNOWLEDGED BY AMERICAN HEART AND THEY'VE ADDED A STROKE ELEMENT TO IT.

IT USED TO BE PURELY HEART ATTACK.

NOW IT'S A STROKE ELEMENT.

AND BASICALLY, IN SUMMARY, IF SOMEONE HERE TONIGHT WAS HAVING CHEST PAIN, THE CLOCK, THE CLOCK STARTS, AND WE HAVE, UH, 90 MINUTES, ACTUALLY 70 MINUTES, I'M SORRY, TO GET THEM FROM THIS ROOM TO THE HOSPITAL THROUGH THE EMERGENCY ROOM, TO THE CATH LAB, AND THE CATHETER HAS TO BE IN PLACE.

AND WE HAVE TO DO THAT 90% OF THE TIME.

AND SO WE HAVE AVERAGED FOR 11 YEARS.

WE HAVE DONE THAT A HUNDRED PERCENT OF THE TIME.

AND WHAT'S SO FASCINATING, UH, IN OUR CITY IS WE DON'T HAVE A HEART CENTER.

EVERYBODY GOES TO MCA, METHODIST, MANSFIELD, BAYLOR IRVING.

THEY GO OUT OF OUR CITY.

BUT YET YOUR MEN AND WOMEN BEHIND ME CONTINUE TO DO A GREAT SERVICE.

AND FOR 11 YEARS IN A ROW, WE'RE THE ONLY CITY IN THE STATE OF TEXAS THAT CAN SAY THAT 11 YEARS IN A ROW, WE'VE BEEN HONORED BY THAT.

SO, UM, THE STATE LAW CHANGED WHERE THEY REQUIRED POLICE OFFICER OR SOMEONE WITH A FIREARM TO BE IN EVERY SCHOOL IN THE STATE OF TEXAS.

SURE.

WHEN THEY DID THAT, UH, THE SCHOOL DISTRICT REIMBURSED OUR OFFICERS, US FOR OFFICERS IN THE SCHOOL AT 80, 50%.

OKAY.

THE CHALLENGE THAT I HAD WITH THAT IS, UH, BECAUSE WE'RE REQUIRED TO STAY THERE AND I CAN'T PULL THEM OUT FOR OTHER NEEDS IN THE CITY.

RIGHT.

THEY'RE IN THE SCHOOL 70% OF THE TIME.

SO, UH, UNDER THE LEADERSHIP OF CHIEF SLIVA, HE WENT TO THE SCHOOL DISTRICT AND SAID, LOOK, YOU, YOU GUYS ARE GONNA HAVE TO COVER 70% OF THE COST VERSUS 50% OF THE COST.

SO THAT WAS A BIG PART OF IT.

THE OTHER PART OF IT WAS, UH, OVERTIME REIMBURSEMENT, WHICH, UH, SOME OF THESE EVENTS HAPPEN OFF CAMPUS.

UH, WE WERE, UH, SHARING THOSE COSTS.

THE SCHOOL DISTRICT PICKED UP A HUNDRED PERCENT OF THOSE COSTS.

SO IT'S, IT'S OVERTIME REIMBURSEMENT.

AND IT'S A REIMBURSEMENT FOR, UH, A TIME THAT'S COMMENSURATE WITH THE AMOUNT OF TIME WE SPEND IN THE SCHOOLS.

BUT IS ANY OF THIS FUNDING FROM THE STATE OR THE 2.9 MILLION, IS ANY OF THAT REIMBURSED FROM STATE FUNDS? BECAUSE I, IT COMES FROM G-P-I-S-D, NOT FROM US GOING TO THE STATE.

THEY GET THE FUNDS FROM THE STATE 'CAUSE NEARLY ALL THEIR FUNDING'S FROM THE STATE.

DURING A PEACEFUL SHOWING ON NORTH CARRIER PARKWAY, I BECAME THE VICTIM OF AN UNPROVOKED AND VIOLENT ASSAULT BY A SITTING COUNCIL MEMBER, MIKE DELBOSQUE, BO BOSQUE.

HE DROVE BY HIS PROPERTY AS HE PURSUED ME IN HIS VEHICLE.

AND JUST SO YOU KNOW, I'M I ABLE TO PUT AN AERIAL PHOTO OF HIS PROPERTY RIGHT HERE, RIGHT HERE.

AND THE X, THE RED X IS WHERE THE ATTACK HAD OCCURRED.

ANYONE WANTS TO SEE IT.

IT'S ABOUT FOUR PARCELS, I GUESS, NORTHEAST OF, UH, WHERE HIS PROPERTY IS.

SO AS HE DROVE BY HIS PROPERTY, HE PURSUED ME IN HIS VEHICLE.

HE DROVE ON THE WRONG SIDE OF THE ROAD AND PHYSICALLY ASSAULTED ME IN THE PARKING LOT OF A VETERINARY HOSPITAL THAT HE DID NOT OWN.

HE NEARLY TOOK MY WALLET BECAUSE HE SAW MY ID AND HE WAS PROBABLY GOING TO DO SOMETHING WITH IT.

AND THEN MY WIFE, SHE WAS, UH, AT THE, UH, PARKING LOT WAITING AT, UH, COUNCIL MEMBER'S, UH, DEL BOSQUES PROPERTY.

SHE WAS FRANTICALLY CALLING 9 1 1 BECAUSE SHE WAS ON THE PHONE WITH ME WHEN THE ATTACK HAD OCCURRED.

HE CAME UP TO HER, VERBALLY HARASSED HER, AND THIS WAS ALL CAPTURED ON 9 1 1 VIDEO AUDIO, RIGHT? SO THIS ISN'T, THIS IS, THIS IS NOT A ONE TIME MISTAKE.

HIS BEHAVIOR REFLECTS SOMETHING DEEPER.

AN ABUSIVE AND VOLATILE PERSONALITY THAT CANNOT BE IGNORED BY THE CITY COUNCIL.

THIS IS NOT ANOTHER, OH, THAT'S JUST MIKE MOMENT.

ELECTED OFFICIALS MUST BE HELD TO THE HIGHEST STANDARDS, ESPECIALLY WHEN THE PUBLIC TRUST IS AT STAKE.

NO CITIZEN SHOULD BE HUNTED DOWN AND HURT BY SOMEONE SWORN TO SERVE THEIR COMMUNITY.

AND YET THERE'S BEEN NO MEANINGFUL RESPONSE FROM THE, THE, UH, FROM THIS BODY, WHICH THE SILENCE IS STRIKING.

WHAT MESSAGE THAT DOES THAT SEND TO OTHER VICTIMS, OTHER COUNCIL MEMBERS, AND TO THE PEOPLE OF GRAND PRAIRIE? YOU HAVE ACCESS TO THE POLICE FILES AND THE INVESTIGATION FILES.

YOU ALSO HAVE ACCESS TO THE VIDEO AND THE 9 1 1, UH, AUDIO CALL.

AND THAT WOULD HAPPEN FOUR MONTHS AGO.

BUT YOU GUYS DID NOTHING, WHICH SURPRISED ME.

AS MANY AS YOU'RE AWARE, FAR SOUTH GRAND PRAIRIE IS EXPERIENCED IN UNPRECEDENTED SURGE IN IN DEVELOPMENT.

THIS HAS RESULTED IN THOUSANDS OF ADDITIONAL VEHICLES BURNING AN ALREADY OVERWHELMED STRETCH OF HIGHWAY 2 87.

AND IT STARTS REALLY AT 360 WHERE IT GOES TO A SINGLE LANE AND THEN ALL THE WAY TO 67 TO MID LITHIUM, MULTIPLE LARGE SCALE RESIDENTIAL COMMUNITIES ARE ALREADY UNDER CONSTRUCTION, AS YOU GUYS ARE AWARE, INCLUDING GOODLAND LAKE VIEWPOINT, HERITAGE TOWN, GREENWAY TRAILS, SOMERSET, AND SOUTH POINT.

THERE ARE ALSO NUMEROUS APARTMENT COMPLEXES THAT HAVE GONE UP WITHIN THE LAST FEW YEARS NOW WITH THE INTRODUCTION OF THE MASSIVE HUFFINES DEVELOPMENT LAKE SONG AS, AS WELL AS WITH THE NEW MANSFIELD PROFESSIONAL SOCCER STADIUM, WHICH WILL HOLD ABOUT 5,000 PEOPLE.

WE ARE POISED TO SEE THOUSANDS OF MORE VEHICLES ENTERING AN ALREADY SATURATED ROADWAY.

WHILE SOME MAY ARGUE THAT DEVELOPMENTS ARE BUILT IN PHASES IN TRAFFIC INCREASES GRADUALLY THE SHEER NUMBER OF, UH, THERE, UH, THE SHEER NUMBER OF PROJECTS HAPPENING AT ONCE IS COMPOUNDING THE PROBLEM.

THE RESULT IS NOT GRADUAL BY ANY MEANS.

IT'S IMMEDIATE AND OVERWHELMING.

WE AS RESIDENTS ARE ALREADY SEEING THE NEGATIVE IMPACT ON GETTING IN AND OUT OF THE AREA.

FOR EXAMPLE, COUNTY ROAD 6 6 1, WHICH IS THE ONE THAT WAS JUST DISCUSSED, THAT THAT ROAD IS OFF LIMITS FOR MY FAMILY.

UM, YOU KNOW, THAT HAS NOT REALLY HELPED EITHER 'CAUSE NOBODY'S FROM MICHIGAN THAT LIVES HERE.

INNOCENT PEOPLE WERE RECEIVING A GROSSLY INAPPROPRIATE LEVEL OF HEALTHCARE.

DALLAS FORT WORTH MEDICAL CENTER CALLED ITSELF THE SOUTHWEST TRAUMA CENTER.

THEY WERE NOT A TRAUMA CENTER.

NO WAY, NO SHAPE, NO FORM.

BUT PATIENTS WERE BEING TAKEN OUT THERE.

AND THAT'S WHAT THE BELL FOLD BIOPSY OF 60 MINUTES, YOU KNOW, BACKED EVERYTHING UP ON WHAT I WAS TALKING ABOUT.

SO JUST, YOU KNOW, THAT'S ALL IN THE PAST, BUT WE'RE AT IN THE FUTURE RIGHT NOW.
