THE MEETING, THIS MEETING OF THE PLANNING AND ZONING COMMISSION IS HEREBY CALLED BACK TO ORDER AT 6:30 PM THE PLANNING AND ZONING COMMISSION MEETS THE SECOND AND FOURTH MONDAY OF EACH MONTH.

THIS IS FOR POLY AMERICA BUILDING.
SO THIS IS A REQUEST FOR A NEW INDUSTRIAL BUILDING FOR EXISTING POLY AMERICA CAMPUS.
THEY ARE PLANNING ON REMOVING ONE OF THEIR EXISTING BUILDING AND USING THE, UM, SITE AREA HAS SHOWN TO CONSTRUCT A NEW MANUFACTURING BUILDING FOR THEIR OPERATION.
SO THEY ARE GENERALLY MEETING THE DENSITY AND DIMENSIONAL REQUIREMENT WITH EXCEPTION FOR A VARIANCE FOR THE MAXIMUM BUILDING HEIGHT.
THEY ARE GENERALLY COMPLYING WITH OTHER REGULATIONS, HOWEVER, THEY ARE REQUESTING THEIR MAXIMUM PARKING ALLOWED TO BE INCREASED AS A VARIANCE LANDSCAPE PLAN.
THEY ARE PROVIDING SOME, UH, NEW LANDSCAPING WITH THIS PROPOSAL.
HOWEVER, DUE TO EXISTING CONDITIONS, THEY ARE ASKING FOR TWO VARIANCES.
THE FIRST ONE IS TO BE ABLE TO KEEP THE EXISTING LANDSCAPE BUFFER AS IS.
IT GOES FROM FIVE AND A HALF FEET TO 236 FEET.
THE AREA PROVIDED WILL ACTUALLY BE MORE THAN DOUBLE OF WHAT WOULD'VE BEEN PROVIDED IF THEY HAD THE 30 FOOT LANDSCAPE BUFFER.
ALSO, THEY ARE TRYING TO MAINTAIN ALL THE TREES AND THE APPLICANT ACTUALLY SHARED WITH ME AFTER THE BRIEFING THAT THESE TREES ARE USUALLY 30 YEARS OLD PLUS OLD.
UM, THEY'RE FULLY MATURE, SO THEY WANTED TO MAINTAIN THE EXISTING TREES AS MUCH AS POSSIBLE, BUT ARE PLANTING THE TREES WHEREVER POSSIBLE.
HOWEVER, THEY'LL BE, UH, PLANTING LESS THAN WHAT THEIR REQUIREMENTS ARE BECAUSE THE REQUIREMENT IS BASED ON THE LOT AREA, WHICH IS PRETTY BIG, NOT BECAUSE THEY'RE TRYING TO NOT PLANT THE TREES THAT ARE REQUIRED.
THEY TRULY, UM, DON'T HAVE A LOT OF, OR THEY ARE MEETING ALSO THE OPEN SPACE REQUIREMENT.
THEY'RE PROVIDING A OPEN SPACE OVER A ACRE, AND THEY'RE PROVIDING THE WALKING PATH SO THAT THE EMPLOYEES CAN WALK AROUND THE BUILDING AND THEY ARE PROVIDING THE REQUIRED SITTING AREA WITH AN ACTIVE WATER FEATURE AND A GARDEN.
HERE'S THE BUILDING ELEVATIONS.
THE BUILDING OVERALL IS ABOUT 40 FOOT TALL.
WHERE THEY ARE, HAVE THE DOUBLE WINDOWS ARE THE AREA.
WELL, THEY'LL HAVE TWO STORIES OF OFFICES.
REST OF THE FLOOR AREA WILL BE USED FOR THEIR MANUFACTURING AREA.
THEY DO HAVE SOME EQUIPMENT SILOS THAT ARE AT 70 FEET TALL.
THEY WANT TO SCREEN PROVIDE SOME SCREENING AROUND THOSE THREE SIDES OF THE ELEVATION.
SO YOU CAN SEE THAT THEY'RE ACTUALLY AT A 70 FEET.
SO AGAIN, THE APPLICANT IS REQUESTING THE FOLLOWING VARIANCES.
ONE, THEY'RE REQUESTING A BUILDING HEIGHT TO ALLOW THE 70 FOOT EQUIPMENT SILO IN THIS AREA.
THEY'RE REQUESTING THE LANDSCAPE BUFFER REDUCTION ALSO, AS WELL AS THE NUMBER OF TREE REDUCTION TO MAINTAIN WHAT'S EXISTING AND PLANT THE TREES THAT THEY HAD PROPOSED.
THEY'RE REQUESTING A, UH, INCREASE TO THEIR PARKING MAXIMUM, UM, SINCE THIS IS A FAIRLY LARGE CAMPUS THAT DOES NOT HAVE ANY OBJECTION TO THAT, AND THEY ARE REQUESTING A VARIANCE FOR BUILDING ELEVATIONS.
SO THEY ARE USING, I BELIEVE, THE PRECAST CONCRETE.

THEY'RE TRYING TO MATCH SOME OF THEIR NICER BUILDINGS, WHICH IS THEIR MAIN ENTRY BUILDING AND THEIR GUARD AREA AND SO ON AND SO FORTH.AGAIN, THEIR CAMPUS SPINNING EXISTENCE FOR A LONG TIME.
A LOT OF BUILDINGS LOOK PRETTY FLAT.
THEY DID PROVIDE SOME WINDOW GLAZING WHEREVER THEY CAN, UM, ON THE OFFICE AREAS.
HOWEVER, THEY WOULD LIKE TO MATCH THE EXISTING BUILDING MATERIALS BY KEEPING IT CONCRETE TO WALL.
OKAY, SO THE STAFF IS RECOMMENDING APPROVAL WITH THE FOLLOWING FOUR CONDITIONS.
ONE, THEY ARE ACTUALLY, UH, DOING SOME SUBSTANTIAL INTERSECTION IMPROVEMENT, WHICH INCLUDES INSTALLATION OF THE NEW, UH, TRAFFIC LIGHT AND, UM, ADDING A TURN LANE.
WE RECOMMEND THAT THE AP IMPROVEMENTS BE APPROVED BY THE TRANSPORTATION AND MOBILITY SERVICES.
WE ARE ALSO RE UH, ASKING FOR A CONDITION THAT THE APPLICANT WILL BE RESPONSIBLE FOR ALL RIGHT OF WAY ACQUISITION NEEDED TO MAINTAIN THE SUFFICIENT PARKWAY WITH, AND THAT PROJECT SHALL PROVIDE A DETENTION TO MANAGE POST PROJECT STORMWATER RUNOFF TO LESS THAN OR EQUAL TO PRE, UH, PROJECT CON CONDITIONS.
