THE RESOLUTION IS ASKING THE COUNCIL TO APPROVE A, UH, PILOT WHERE WE WOULD RECEIVE 35% OF THE GROUND LEASE.
SO WE, WE DON'T HAVE ANY OWNERSHIP IN IT, BUT I THINK WHAT YOU'RE GETTING AT I'D LIKE BILL TO ADDRESS.
THERE WAS A TRANSFER OF OWNERSHIP.
AND I THINK THAT'S WHERE YOU'RE HEADING AND I THINK THAT'S WHAT COUNCILMAN JOHNSON IS CONCERNED ABOUT.

AS YOU KNOW, APARTMENT COMPLEXES IN THE CITY HAVE BEEN BEING REMOVED FROM THE TAX ROLLS BY VIRTUE OF WHAT IS CALLED WORKFORCE HOUSING.
AND UNDER THAT WORKFORCE HOUSING, 51% OF OWNERSHIP DOES GO TO THE HFC.
NOW, 51% MEANS THAT IT CAN BE TAKEN, REMOVED FROM THE TAX ROLLS.
WHAT HAPPENS IS, WHO IS THE CURRENT OWNER OR WHO'S OPERATING IT AT THIS CURRENT TIME, CONTINUES TO OWN AND OPERATE THE OWN, OPERATE THE PROPERTY UNDER A CONTRACT TO THE HFC ALONG WITH WHAT THEY HAVE THERE.
THEY HAVE A GROUND LEASE WITH THE HFC WITH AN ANNUAL PAYMENT.
WHAT THIS DOES IS GIVES 35% OF THAT ANNUAL PAYMENT TO THE CITY OF GRAND PRAIRIE BECAUSE OF THE FACT THAT WE WILL NOT BE COLLECTING ANY TAXES ON THAT PROPERTY.
WE'VE HAD SIMILAR ARRANGEMENTS THAT OUR HFC BOUGHT AND PAID TAX PAID THIS IN LIEU OF TAXES.
'CAUSE THE TAXES HAVE GONE AWAY.
NOW THE GOOD NEWS IS THE STATE AS I'M, THIS HAS OPENED UP THAT TALKING ABOUT HFCS, THAT I'LL NOT ADDRESS IT.
THE COUNCIL KNOWS WHAT THE STATE DEBT I TRUST MM-HMM
TO HELP PREVENT THIS FROM HAPPENING IN THE FUTURE.
AND THIS ONE IN PARTICULAR, OUR CITY'S HFC IS THE ONE THAT BOUGHT IT.
NOT AN OUTSIDE ENTITY? NO, NO, THIS WAS NOT A TRAVELING HFC.
