THEY ARE NON-CONTIGUOUS.

WE ALSO EXTENDED THE TERM FOR THE ORIGINAL BOUNDARIES IN THE NEW SEVEN AZS TO DECEMBER 31ST, 2041.

IN 2023, WE ADDED THREE NEW AD ZS AD Z NINE 10 AND 11.

AND THERE IS A DEVELOPMENT AGREEMENT THAT WILL BE BROUGHT FORWARD AT THE FOLLOWING, UM, CITY COUNCIL MEETING.

DISCUSSING THE DETAILS OF THE DEVELOPMENT AGREEMENT TRACKS ONE, FOUR AND FIVE WILL ALSO BE ADDED TO THE TURS VIA A BOUNDARY ALIGNMENT WITH THE CITY OF MIDLOTHIAN FOR 17.2 ACRES.

THE PROVIDENT DEVELOPMENT WILL EXPIRE DECEMBER 31ST, 2084.

AS I MENTIONED, THERE IS AN EXHIBIT TO THE AMENDMENT TO THE CREATION ORDINANCE THAT INCLUDES THE PRELIMINARY AMENDED PROJECT AND FINANCING PLAN THAT SERVES AS KIND OF THE GUIDING TOOL FOR THE TURS BOARD AND CITY COUNCIL TO APPROVE DEVELOPMENT AGREEMENTS UNDER THAT PROJECT AND FINANCING PLAN.

WE TOOK THIS OPPORTUNITY TO UPDATE THE DEVELOPMENT PROJECTIONS FOR ADCS ONE THROUGH EIGHT TO REFLECT THE LATEST KNOWN DEVELOPMENT PLANS.

WE ALSO WERE IN COMMUNICATION WITH PROVIDENCE TO MAKE SURE THAT WE HAVE THE LATEST AND GREATEST FOR THEIR DEVELOPMENT.

AND THEN, UM, WHAT REALLY WAS THE CATALYST FOR THIS PARTICULAR AMENDMENT? WE WANTED TO INCLUDE THE A BZ 11, A DEVELOPMENT PROJECTIONS BASED ON THE DEVELOPER'S INPUT FROM HFFI.

IT DOES ALSO INCLUDE THE A DZ 11 TERM, WHICH AGAIN EXPIRES 2063.

IT'S IMPORTANT TO NOTE THAT EVERYTHING THAT IS IN A BZ 11 A, AGAIN, THAT 719 ACRES, UM, HAS A BASE YEAR OF 2025.

SO ANY FUTURE INCREMENT WILL BE MEASURED ABOVE AND BEYOND WHAT THE CITY IS CURRENTLY RECEIVING FROM THOSE PROPERTIES, WHICH IS ZERO BECAUSE IT'S NOT CURRENTLY IN THE CITY LIMITS.

SO IT'S ALL UPSIDE BASED ON ALL THE, UM, DEVELOPMENT PROJECTIONS MENTIONED ON THE PREVIOUS SLIDE.

AGAIN, ALL THE DIFFERENT ADCS, THE TIFF COULD POTENTIALLY THROUGH THE LIFE OF THE TURS, UNDERSTANDING THAT PARTICULAR AREAS OF THE TURS WILL FALL OFF BEFORE THE ULTIMATE, UM, TERM OF A DZ NINE, NINE A AND 10.

WE'RE ANTICIPATING THAT THERE COULD BE $6 BILLION INTS REVENUE.

UM, AGAIN, THAT'S UM, ASSUMING THE CITY PARTICIPATION RATE OF 75% OF EVERY NEW DOLLAR GOES INTO THE TS.

THAT IS NOT, UM, OBLIGATED FUNDS.

THOSE ARE NOT DOLLARS THAT HAVE BEEN PLEDGED TO ANY PARTICULAR DEVELOPER.

THAT'S MONEY THAT GOES INTO THET FUND.

OFTENTIMES FROM SUNRISE ALL THE WAY TO MIDNIGHT.

ALL, ALL SIX COURTS, TWO OF WHICH WE KIND OF TAPED DOWN INTO THE MIDDLE BECAUSE THE DEMAND WAS SO HIGH.

UM, WERE COMPLETELY FULL.

AND TRUST ME, MANY WOULD STAY LONGER THAN MIDNIGHT IF THEY COULD, RIGHT? BECAUSE THE DEMAND IS SO HIGH.

UH, THE DEMAND IS SO IMMENSE THAT PLAYERS BRING THEIR OWN PICKLEBALL NETS, TAKE OVER THEIR TENNIS COURT SPACE ANYWAYS, RIGHT? THE COMMUNITY ITSELF HAD TO DEVELOP A QUEUING SYSTEM JUST TO MANAGE THE OVERFLOW.

FRIENDSHIP PARK IS UNOFFICIALLY KNOWN AS PICKLEBALL PARK, RIGHT? PEOPLE ALL ACROSS DFW, THEY KNOW ABOUT IT.

SO HERE WE ARE.

UM, THE PROPOSAL FOR, UH, THE MULTI-USE TENNIS COURT ISN'T JUST ABOUT A SUBPAR PLAYING EXPERIENCE.

IT'S AN INEFFICIENT USE OF TALK OF TAXPAYER DOLLARS, RIGHT? THE PLAN REQUIRES PURCHASING EXPENSIVE REMOVABLE NETS COSTING UPWARDS OF $2,000 EACH.

UH, PICKLEBALL EQUIPMENT'S EXPENSIVE.

PICKLEBALL PLAYERS LIKE TO SPEND A LOT OF MONEY , UH, THAT DOESN'T HAVE THE LIFESPAN OF PERMANENT POSTS.

WE WILL BE SPENDING SIGNIFICANT MONEY ON TEMPORARY EQUIPMENT FOR A TENNIS COURT THAT'S RARELY USED FOR TENNIS.

WHEN A ONE TIME INVESTMENT IN PERMANENT DEDICATED PICKLEBALL COURTS IS FAR MORE COST EFFECTIVE.

UM, AS CITIZENS, WE WANT TO SEE OUR TAXPAYER MONEY SPENT WISELY TO MEET A CLEAR AND PROVEN DEMAND, RIGHT? SO WE ARE RESPECTFULLY ASKING THE COUNCIL TO AMEND THE PLAN AND INVEST IN EIGHT DEDICATED PURPOSE.

IT ALLOWS FOR OPEN PLAY BEYOND OUR LESSONS AND LOCAL TOURNAMENTS TO HAPPEN ALL AT ONCE AND HAS THE BENEFITS TO EXTEND BEYOND COURT LINES.

FRIENDSHIP PARK HAS BECOME AN ICON DRUNK PLAYERS ACROSS DFW METROPLEX THAT THEN SPEND MONEY IN OUR LOCAL GAS STATIONS, RESTAURANTS, BUSINESSES.

MOST IMPORTANTLY, THIS PROJECT IS ALSO A PUBLIC SAFETY INITIATIVE.

THE CONSTANT POSITIVE ACTIVITY IN THE HIGH TRAFFIC FAMILIES.

AN UN PERMANENTED DETACHED ACCESSORY DWELLING UNIT OR THE A DU, IT WAS CONSTRUCTED BEHIND THE HOME, AGAIN WITHOUT A PERMIT, A GARAGE TO BEDROOM CONVERSION DONE WITHOUT AN INSPECTION PERMIT, PAVING OF THE YARD WITH A ONE BY ONE PAVERS TO CREATE EXTRA PARKING WITHOUT CITY APPROVAL.

FAILURE TO NOTIFY NEIGHBORS AS REQUIRED BY STR ORDINANCES.

AT THE TIME, MULTIPLE UNRELATED ADULTS OCCUPYING THE PROPERTY, SUGGESTING ROOM BY ROOM RENTAL, AS WELL AS A STRUCTURE THAT WAS DESIGNED TO HOLD MAYBE FOUR CARS HOLDING UP 10 TO 15 AT ANY BO GIVEN POINT.

SO NONE OF THE ISSUES WERE CORRECTED AT THE TIME.

AND NOW THAT CURRENT, THE, IT HAS A NEW OWNER AS OF FEBRUARY AND THEY'RE RECTOR RETROACTIVELY APPLYING FOR PERMITS.

AND I'M BASICALLY FEEL LIKE I'M BEING TOLD TO MOVE ON THAT IT DOESN'T MATTER AT THIS POINT BECAUSE THEY HAVE RIGHTS, WHICH IS FAIR ENOUGH AND I CAN EVEN UNDERSTAND THAT TO A CERTAIN DEGREE.

BUT AT THE END OF THE DAY, THAT SHOULD BE BETWEEN THEM AND THE PREVIOUS OWNER.

THEY, THEY BOUGHT A STRUCTURE THAT SHOULD HAVE BEEN INSPECTED, SHOULD HAVE HAD ALL THE PERMITS UP AND OPERATING, AND IT DIDN'T GO AFTER THAT OLD OWNER.

DON'T GO AFTER THE CITY, DON'T GO AFTER WHATEVER, FIX IT.

AND I KNOW THIS HOME DOES NOT MEET THE SDR CODES ANYMORE.

IT'S NOW AN EXTENDED STAY, WHICH MEANS THAT THEY CAN STAY.

AND I FEEL THAT IT CREATES A, THE ABILITY FOR CARS TO REACH EXCESSIVE SPEEDS.

AND I WANTED TO KNOW IF THERE'S ANY WAY WE COULD RECTIFY THAT.

I DID SOME RESEARCH AND THE INITIAL PLAN FOR THE COMMUNITY INCLUDED A ROUNDABOUT ABOUT HALF A MILE INTO THE COMMUNITY AND THAT WAS REMOVED AT THE FINAL DECISION AND THAT CREATES THAT LONG STRIP.

AND, UM, IT IS VERY DANGEROUS.

I PERSONALLY WITNESSED A LOT OF VEHICLES SPEEDING AND IT'S DANGEROUS TO CROSS THE STREET OVER THERE AND I JUST WANTED TO LET THAT BE KNOWN.
