GOOD AFTERNOON, MAYOR CITY COUNCIL RAY, SERVICE DIRECTOR, PARKS ARTS AND RECREATION, DANA WOODS, OUR SENIOR PROJECT MANAGER'S, WORKING WITH OUR CONSULTANTS, HAVE AND ASSOCIATES ON THE UPDATE TO THE PARKS RECREATION OPEN AND MASTER PLAN. THIS IS AN 18 MONTH PROJECT THAT BEGAN IN JANUARY OF THIS YEAR, AND WE'D LIKE TO PROVIDE YOU WITH AN UPDATE ON ITS PROGRESS. AND NOW I'D LIKE TO TAKE THIS OPPORTUNITY TO INTRODUCE KENDALL HOWARD WITH HALF AN ASSOCIATES WHO IS SERVING AS THE PROJECT MANAGER FOR THIS EFFORT. SHE'LL BE GOING OVER A POWERPOINT PRESENTATION, AND THEN AFTERWARDS, WE'LL BE ONE AND A HALF TO TAKE ANY COMMENTS AND QUESTIONS THAT YOU MAY HAVE. ALL RIGHT. GOOD AFTERNOON, MAYOR COUNCIL STAFF. THANK YOU FOR THE OPPORTUNITY TO BE HERE THIS AFTERNOON. SO, AS RAY MENTIONED, WE HAVE, UM, DONE A LOT, UM, OF WORK SO FAR ON THE GRAND VISION MASTER PLAN. SO WE WANTED TO PROVIDE A MIDPOINT BRIEFING FOR YOU ALL, UH, TO GIVE YOU AN UPDATE ON WHERE, UH, WHERE WE'VE BEEN AND, AND WHERE WE'RE GOING. SO JUST TO RECAP, THIS IS A COMPREHENSIVE LOOK AT THE, UM, EXISTING AND FUTURE NEEDS FOR PARKS, ART AND RECREATION OPEN SPACE IN GRAND PRAIRIE. SO THE, UM, FINAL PLAN WILL SERVE AS A BLUEPRINT TO HELP GUIDE, UH, FUTURE, UM, UH, RECOMMENDATIONS AND INVESTMENTS FOR THE FUTURE OF THE PARK SYSTEM. THE LAST PLAN WAS ADOPTED IN 2017. SO IT'S BEEN ABOUT 10 YEARS, UH, SINCE THAT LAST PLAN UPDATE. UM, AND WE ARE ANTICIPATING THIS PROJECT TO RUN UNTIL, UH, THE MARCH TIMEFRAME OF 2026. SO HERE'S A LOOK AT OUR OVERALL PLAN PROCESS IN THE SCHEDULE. WE'VE, UH, COMPLETED OUR DISCOVER PHASE. WE'VE DONE QUITE A BIT OF ENGAGEMENT, WHICH I'LL, I'LL TALK A LITTLE BIT ABOUT. UM, WE'RE WRAPPING UP OUR ASSESSMENT PHASE TO REALLY TAKING A DEEP DIVE INTO WHAT ARE THE EXISTING CONDITIONS AND NEEDS, UM, OF THE PARKS AND RECREATION SYSTEM IN THE COMMUNITY TODAY. SOME FUTURE PHASES THAT WE ARE, ARE JUST GETTING INTO, UM, IS A TREE CANOPY STUDY. SO LOOKING AT DEVELOPING A, UM, A MODEL OF WHAT THE, THE TREE CANOPY WITHIN GRAND PRAIRIE IS TODAY. AND THEN RUNNING SOME, UM, ANALYSIS TO DETERMINE WHAT ARE SOME OF THE BENEFITS THAT THE TREE CANOPY BRINGS TO THE COMMUNITY, UM, IN TERMS OF, UH, ENVIRONMENTAL AND, AND, UH, ECONOMIC BENEFITS. WE'RE ALSO GONNA BE DOING A HEALTH ASSESSMENT, UM, WORKING WITH THE, THE UNIVERSITY OF NORTH TEXAS TO LOOK AT SOME HEALTH METRICS IN, UM, IN SOME STUDY AREA NEIGHBORHOODS. AND THEN IN THE FALL TIMEFRAME, WE WILL SHIFT TO DRAFTING RECOMMENDATIONS, UM, COMPILING THE FINAL BLUEPRINT, MASTER PLAN, AND THEN LOOKING AT, UH, IMPLEMENTATION AND ADOPTION BEGINNING IN THE, UH, EARLY PART OF 2026. SO WHAT'S BEEN COMPLETED, I MENTIONED WE'VE, WE'VE DONE A LOT OF OUR DISCOVERY AND ANALYSIS AND ASSESSMENT. UM, JUST A FEW THINGS I'LL HIGHLIGHT HERE. UM, WE'VE DONE MANY TOURS. UH, STAFF HAS BEEN VERY GRACIOUS TO HOST US, UH, TO VISIT, UM, LOTS OF THE PARKS, RECREATION FACILITIES, AQUATIC FACILITIES AND TRAILS. SO WE'VE GOTTEN VERY GOOD ON THE GROUND ASSESSMENT OF WHAT THE CONDITIONS AND, UH, SOME OF THE NEEDS AND OPPORTUNITIES ARE IN THE SYSTEM TODAY. UM, WE'VE ALSO WORKED ON, UM, DEVELOPING A SYSTEM INVENTORY AND ALSO DOING QUITE A BIT OF ENGAGEMENT. SO BOTH STAKEHOLDER ENGAGEMENT WITH KEY STAKEHOLDERS, AND THEN ALSO REACHING OUT TO THE BROADER PUBLIC THROUGH PUBLIC MEETINGS. AND, UM, SOME COMMUNITY SURVEYS. UM, WE, WE'VE ALSO DONE QUITE A BIT OF ASSESSMENTS OF THE EXISTING SYSTEM AS WELL. SO I MENTIONED COMMUNITY ENGAGEMENT OPPORTUNITIES. IN FEBRUARY OF THIS YEAR. WE HAD OUR FIRST PUBLIC MEETING SERIES THAT CONSISTED OF, UH, THREE MEETINGS, UH, IN DIFFERENT GEOGRAPHIC LOCATIONS OF THE COMMUNITY. WE HAD, UH, SOME REALLY GOOD TURNOUT AT THESE MEETINGS, HAD A LOT OF PEOPLE GET INVOLVED AND PROVIDE REALLY GREAT FEEDBACK ABOUT WHAT THEIR VISION IS FOR THE FUTURE OF PARKS AND RECREATION IN GRAND PRAIRIE. UM, WE ALSO HAD A BOOTH AT THE TEXAS COUNTRY REPORTER FESTIVAL. SO WE WERE ABLE TO, UM, UH, CHAT WITH FOLKS AS THEY WERE PASSING BY ABOUT, UM, AGAIN, ABOUT THEIR, THEIR VISION [00:05:01] FOR THE FUTURE OF PARKS AND RECREATION. AND THAT WAS ALSO AN OPPORTUNITY TO DIRECT PEOPLE TO, UH, TAKE THE SURVEY THAT WAS STILL LIVE AT THAT TIME. AND THEN SPEAKING OF SURVEY, WE'VE HAD TWO MAIN, UM, OPTIONS FOR PEOPLE TO, UH, TAKE A SURVEY. ONE WAS A STATI STATISTICALLY VALID SURVEY, WHICH I'LL SHARE SOME DETAILS ON THAT IN JUST A MOMENT. AND THEN WE ALSO HAD AN ONLINE COMMUNITY SURVEY THAT ANYONE IN THE COMMUNITY WAS ABLE TO, UH, RESPOND TO. SO SOME OF THE KEY THEMES FROM ALL OF THESE VISIONING EFFORTS, UM, UH, THINGS THAT WE HEARD, WE HEARD A LOT ABOUT, UH, MORE TRAILS, WHICH IS, UH, A PRETTY COMMON THING THAT WE HEAR. UM, FROM, FROM MY EXPERIENCE WORKING WITH A LOT OF COMMUNITIES, TRAILS IS TYPICALLY ONE OF THE, UM, THE TOP DESIRED AMENITIES IN A PARKS AND RECREATION SYSTEM. UM, BUT THERE'S ALSO SOME, SOME COMMENTS THAT WE'VE HEARD A LOT ABOUT, UM, WANTING TO BE ABLE TO ATTRACT SOME REGIONAL SPORTS TOURNAMENTS. SO LOOKING AT IMPROVING, UM, THE EXISTING SPORTS COMPLEXES. UM, MORE COMMUNITY AND MEETING SPACES WAS ALSO SOMETHING THAT CAME UP POTENTIALLY AT, UH, RECREATION FACILITIES. UM, REALLY GOING BACK TO THE BASICS AND, AND FOCUSING ON WHAT THE, WHAT THE PRO, UH, DEPARTMENT CURRENTLY DOES WELL. UM, AND THEN THERE'S ALSO LOTS OF DISCUSSION ABOUT REALLY CAPITALIZING ON WHAT MAKES GRAND PRAIRIE UNIQUE, SUCH AS, UM, SUCH AS THE LAKE PARKS, UM, AND REALLY CAPITALIZING ON THAT 'CAUSE, UM, IT'S REALLY A HIDDEN GEM WITHIN THE METROPLEX. I MENTIONED THE STATISTICALLY VALID SURVEY. SO THIS WAS, UH, ADMINISTERED IN THE, UM, EARLY PART OF 2025. SO, UH, THE SURVEY WAS MAILED TO A RANDOM SAMPLING OF HOUSEHOLDS IN THE CITY, UH, BOTH IN ENGLISH AND SPANISH. AND, UM, THE TARGET NUMBER OF RESPONSES THAT WE WERE SEEKING TO, UH, REACH STATISTICAL VALIDITY, VALIDITY WAS 600. UH, WE EXCEEDED THAT WITH 622 COMPLETED SURVEYS. UM, BUT THE NUMBER OF, OF SURVEYS THAT WERE ACTUALLY MAILED OUT TO REACH THAT TARGET NUMBER, UM, WAS CLOSER TO ABOUT, UH, 3000 SURVEYS THAT WERE MAILED OUT. UM, SO WITH, WITH OVER 600 RESPONSES, THAT RESULTS IN, UM, A MARGIN OF ERROR IN PLUS OR MINUS 4%. SO WHAT WHAT THAT MEANS IS, UM, WHEN YOU LOOK AT THE RESULTS, UM, FOR ANY GIVEN NUMBER, UH, WE'RE CONFIDENT THAT, UM, IT'S REPRESENTATIVE OF THE COMMUNITY WITHIN THAT 4% MARGIN OF ERROR. MAY I, A QUESTION? YES, SIR. THE 622 COMPLETED SURVEYS, WERE THE DEMOGRAPHICS, BOTH WHEN YOU LOOK AT GENDER, RACE, UM, FINANCIAL, ALL THAT SIMILAR TO THE 3000 THAT Y'ALL SENT OUT, DID IT KIND OF MATCH UP? SO THE WAY THAT, UH, SO WE WORKED WITH ETC INSTITUTE, WHO IS A NATIONWIDE EXPERT IN, IN THIS TYPE OF SURVEY ADMINISTRATION. AND THE METHODOLOGY THAT THEY USE, UM, WAS FIRST TO DO JUST A RANDOM SAMPLE OF MAILING. SO THAT WAS, YOU KNOW, REGARDLESS OF, UM, OF ANY SORT OF DEMOGRAPHICS. BUT THEN AS THEY WERE GETTING RESULTS IN, IN ORDER TO REACH THAT 600 NUMBER, UM, THEY TARGETED THEIR FOLLOW-UP EFFORTS TO TRY TO, UH, BEST MATCH THE DEMOGRAPHIC COMPOSITION OF THE, OF THE COMMUNITY. THANK YOU. SO SOME OF THE KEY FINDINGS FROM THIS SURVEY, UM, YOU'LL SEE A, A FEW NUMBERS THERE. UM, 89% OF RESIDENTS VISITS AT, UH, A PARK IN GRAND PRAIRIE IN A TYPICAL YEAR, WHICH, UM, IS, IS GREAT. THAT'S HIGHER THAN WHAT WE SEE NATIONALLY, WHICH IS CLOSER TO 80%. UM, WE'VE ALSO BROKEN THIS DOWN BY COUNCIL DISTRICT. SO, UH, WE HAVE ALL THIS INFORMATION FROM THE SURVEY, BOTH AT A CITY LEVEL AND THEN, UH, BROKEN DOWN BY DISTRICT AS WELL, JUST FOR SOME ADDITIONAL, UH, DETAIL. UM, AND THEN IN TERMS OF PARTICIPATING IN PROGRAMS AND EVENTS THAT, UH, THAT THE CITY PUTS ON, UM, ABOUT 34% OF SURVEY RESPONDENTS SAID THAT THEY'VE PARTICIPATED IN A CITY PROGRAM AND, UH, IN THE TYPICAL YEAR, UH, WHICH AT FACE VALUE SEEMS A LITTLE BIT LOW, BUT THAT IS PRETTY CLOSE TO WHAT THE NATIONWIDE AVERAGE IS AT 36, UH, PERCENT. AND THEN WHEN YOU GET DOWN TO THE INDIVIDUAL DISTRICT LEVEL, THAT'S PRETTY, UH, CONSISTENT AS WELL. AND THEN OTHER KEY FINDINGS FROM THE SURVEY, UM, WE ASKED A LOT OF QUESTIONS ABOUT WHAT ARE YOUR PRIORITIES FOR UPGRADES AND IMPROVEMENTS, UM, AND SOME CONSISTENT THEMES THAT WE SAW WHERE FOLKS WANTED TO SEE IMPROVEMENTS TO EXISTING PARKS AND PLAYGROUNDS, UH, SPORTS COMPLEXES AND, UH, PICNIC AREAS FOR SOME OF THOSE TOP RATED, UM, OR TOP SUPPORTED IMPROVEMENTS, UH, ELEMENTS. WE HAVE DONE, UH, A NUMBER OF NEEDS ASSESSMENTS. UM, SO FOR SAKE OF BREVITY, I'M GONNA GIVE A VERY BRIEF [00:10:01] OVERVIEW OF SOME OF THE KEY FINDINGS FROM OUR NEEDS ASSESSMENT. UM, THE FIRST THING WE'VE LOOKED AT IS CALLED PARKLAND LEVEL OF SERVICE. SO IT'S ESSENTIALLY ESTABLISHING A RATIO OF, UM, COMPARING THE AMOUNT OF PARKLAND ACREAGE THAT A COMMUNITY HAS TO ITS POPULATION. UM, SO THERE ARE NATIONWIDE METRICS THAT WE CAN LOOK AT TO COMPARE. UM, SO NATIONWIDE, UM, UH, LOOKING AT COMMUNITIES ACROSS THE COUNTRY, UH, THE TYPICAL AGENCY PROVIDES 10.6 ACRES OF PARKLAND FOR EVERY THOUSAND RESIDENTS. UM, AND THEN WHEN YOU GET DOWN TO COMMUNITIES OF SIMILAR SIZE AND POPULATION TO GRAND PRAIRIE, THAT DECREASES TO SEVEN ACRES PER THOUSAND. UM, SO THOSE ARE THOSE TOP TWO FIGURES THERE. AND THEN THE, THE BOTTOM TWO FIGURES, THAT'S WHERE GRAND PRAIRIE, UM, IS TODAY. SO, UH, GRAND PRAIRIE HAS OVER 5,000 ACRES OF, OF PARKLAND TODAY WHEN YOU INCORPORATE OR INCLUDE THE PARKLAND AROUND THE LAKE PARKS. UH, SO CONSIDERING ALL THAT PARKLAND, THAT LEVEL OF SERVICE IS 25 ACRES PER THOUSAND. SO THAT FAR EXCEEDS THAT NATIONWIDE METRIC, UM, OF EITHER 10 OR SEVEN ACRES PER THOUSAND. UM, SO THAT, THAT'S A POSITIVE. UM, BUT WE ALSO WANNA LOOK AT, UM, YOU KNOW, A LOT OF THE PARKLAND THAT IS SURROUNDING, UM, THE, THE, THE CORE, UH, THE LAKE, UM, IS, IS NOT DEVELOPED. SO IF WE WERE TO TAKE OUT THAT, UM, ARMY CORPS OF ENGINEER PARKLAND, UM, THAT LEVEL OF SERVICE DOES DECREASE TO ABOUT 8.5 ACRES PER THOUSAND. BUT THAT STILL IS, UH, TRENDING ABOVE, UM, PEER COMMUNITIES OF A SIMILAR SIZE. SO, SO WHAT THIS IS TELLING US IS, UM, JUST LOOKING AT PURELY A COMPARISON OF ACREAGE TO POPULATION. GRAND PRAIRIE DOES RANK CONSIDERABLY HIGHER THAN OTHER COMMUNITIES, UM, IN, IN THE, IN THE NATION. UM, ONE MORE POINT I'LL MAKE ABOUT THIS. UH, THIS IS JUST LOOKING PURELY AT, UM, AVAILABILITY OF ACREAGE. IT DOESN'T TAKE INTO ACCOUNT, YOU KNOW, THE QUALITY OR CONDITION OF AMENITIES WITHIN THESE PARKS. AND THAT'S FACTORED INTO OTHER ASSESSMENTS THAT WE DO AS PART OF THIS, UM, SYSTEM-WIDE PLAN. SOME OTHER KEY FINDINGS I'LL BRIEFLY TOUCH ON, UH, WE ALSO LOOK AT PARK ACCESS. SO HOW EASY IS IT FOR PEOPLE TO BE ABLE TO ACCESS, UM, PARKS AND FACILITIES? SO ONE METRIC THAT WE LOOK AT IS WHAT PERCENTAGE OF RESIDENTS ARE WITHIN A 10 MINUTE WALK TO A PARK. UM, SO THAT ROUGHLY CORRESPONDS TO A HALF MILE. SO GENERALLY THE AMOUNT OF TIME PEOPLE MIGHT FEEL COMFORTABLE WALKING TO, TO A PARK. UM, AND SO, UH, WHEN YOU LOOK AT THE CITY AS A WHOLE, UM, ABOUT 53% OF RESIDENTS LIVE WITHIN A 10 MINUTE WALK TO A PARK. UM, NOW THERE'S SOME CONSIDERATIONS THERE. THE GEOGRAPHY OF GRAND PRAIRIE, UM, IS VERY LINEAR. SO, UM, YOU KNOW, EVEN WHEN YOU'RE DRIVING IN YOUR CAR, YOU HAVE TO DRIVE LONG DISTANCES TO GET TO CERTAIN PLACES. SO I THINK THAT'S DEFINITELY, UM, A COMPONENT THAT THAT'S PLAYING INTO THAT PERCENTAGE. UM, AND ALSO ONE THING THAT'S A LITTLE BIT UNIQUE ABOUT GRAND PRAIRIE, UM, IS THAT THERE ARE A LOT OF HOA AND PID PARKS, UM, PARTICULARLY SOUTH OF I 20. SO THAT 53% NUMBER, THAT'S JUST TAKING INTO ACCOUNT PUBLIC PARKS. UM, SO WE'RE WORKING ON FURTHER REFINING THIS ANALYSIS, AND I THINK WHAT WE'LL FIND IS IF WE, UM, YOU KNOW, LOOK AT INCLUDING THOSE, UM, HOA AND PIT PARKS TO THE SOUTH OF I 20, THAT OVERALL PERCENTAGE OF RESIDENTS THAT LIVE WITHIN A 10 MINUTE WALK TO A PARK WILL WILL INCREASE. UM, IN TERMS OF INDOOR RECREATION AND AQUATICS, UM, WE'VE, WE'VE DONE AN INITIAL ASSESSMENT OF THE EXISTING FACILITIES, AND BASED ON OUR ASSESSMENT AND A LOT OF THE FEEDBACK THAT WE'VE HEARD, UM, THERE IS A NEED FOR SOME ADDITIONAL GYM AND FITNESS SPACES AS WELL AS, UM, PROGRAM SPACES AT EXISTING FACILITIES. UM, AND THEN, UH, WHEN LOOKING AT PEER COMMUNITIES, GRAND PRAIRIE IS, IS LACKING SOME UPDATED OUTDOOR, UM, LEISURE AQUATIC FACILITIES. THERE'S SOME, SOME VERY OLDER POOLS THAT MAYBE ARE PAST THEIR LIFETIMES. SO THAT'S SOMETHING THAT WE'LL BE LOOKING AT AS PART OF THIS PLAN. AND THEN FINALLY, IN TERMS OF RECREATIONAL TRAILS, UM, WE ARE LOOKING AT, UH, MOSTLY TRAILS WITHIN PARKS AND THEN CONNECTING TO, TO DIFFERENT PARKS AND FACILITIES. AND WITHIN GRAND PRAIRIE, THERE'S ABOUT 25 MILES OF PAVED TRAILS TODAY, UH, WHICH IS A BIT LESS THAN THE PIER COMMUNITIES IN DFW. UM, SO THERE'S DEFINITELY OPPORTUNITIES TO PROVIDE MORE OFF STREET CONNECTIONS. UM, AND WE ARE ALSO WORKING WITH THE, UM, UH, THE TRANSPORTATION DEPARTMENT AND, UM, THE, THE FIRM THAT THEY'RE WORKING WITH ON THE BICYCLE MASTER PLAN. UM, SO, UM, WRAPPING UP HERE, WE DO HAVE SOME DRAFT PLAN GOALS [00:15:01] THAT WE HAVE DEVELOPED BASED ON ALL THE FEEDBACK AND ASSESSMENTS TO DATE. UM, I WON'T READ THROUGH ALL THESE. I'LL JUST TOUCH ON THE HIGH POINTS. UH, THE FIRST GOAL IS FOCUSED ON ENHANCING, UM, THE EXISTING SYSTEM, SO FOCUSING ON IMPROVING WHAT'S THERE TODAY. THE SECOND IS ACCESS TO HEALTHY LIFESTYLES. SO, UM, TRYING TO IMPROVE OVERALL ACCESS, UH, SO PEOPLE HAVE OPPORTUNITIES TO LIVE THAT HEALTHY LIFESTYLE, OPERATIONAL EXCELLENCE, UH, STRENGTHENING, UH, EFFICIENCIES AND THE, THE MAINTENANCE AND OPERATIONS OF, OF THE DEPARTMENT. AND THEN THE, UH, SECOND PAGE OF GOALS, NATURE AS A FOCAL POINT. UH, SO AGAIN, HIGHLIGHTING THOSE UNIQUE ASSETS, UH, THAT GRAND PRAIRIE HAS. UM, AND, AND LEVERAGING THAT FOR, FOR RECREATIONAL OPPORTUNITIES, CONTINUE A LEGACY. SO CONTINUING THE LEGACY OF BEING, UM, REALLY A FORWARD THINKING AND AWARD-WINNING, UH, PARKS AND RECREATION DEPARTMENTS. AND THEN THE FINAL GOAL IS LEVERAGE KEY PARTNERSHIPS. SO LOOKING AT PARTNERSHIPS BETWEEN DIFFERENT, UH, PARTNERS, AGENCY PARTNERS AND COMMUNITY GROUPS TO FURTHER, UM, FURTHER THE, THE PARKS AND RECREATION OFFERINGS. SO OUR NEXT STEPS, UM, WE'RE WORKING ON FINALIZING THE GOALS AND NEEDS ASSESSMENT. UM, REALLY DURING THE SUMMERTIME OUR FOCUS IS GONNA BE ON THE TREE CANOPY STUDY AND THE COMMUNITY HEALTH ASSESSMENT, UM, IN THE FALL TIMEFRAME WILL COME BACK FOR ADDITIONAL STAKEHOLDER AND PUBLIC MEETINGS. UM, THERE WILL BE, UH, AN ADDITIONAL SERIES OF PUBLIC MEETINGS TO REVIEW DRAFT RECOMMENDATIONS, UM, AND THEN THE FALL TIMEFRAME WILL BE FOCUSED ON COMPILING THE DRAFT REPORT FOR REVIEW IN THE EARLY PART OF 2026.
