AND THAT I THINK IS ONE THING THAT, UH, IS AN ADVANTAGE OF SORT OF BEING THIS HOTEL AND LET THE HIGHER END HOTELS SERVICE THINGS LIKE POOLS AND CONCIERGE LEVELS AND SUCH AS IT RELATES TO THE FOOD AND BEVERAGE PIECE.

BEFORE I GET INTO THE COMMUNITY CONCERNS, I WANT TO DISCUSS THE HISTORY BEHIND THE THIS AREA.
BASED ON OUR RESEARCH IN 1971, THE WHOLE AREA WAS ORIGINALLY ZONED AS AGRICULTURE AND COMMERCIAL.
WHEN THIS AREA STARTED GETTING DEVELOPED IN THE LATE 1980S, THE ZONING WAS AMENDED IN AUGUST, 1990 TO A PLANNED DEVELOPMENT, WHICH MULTIPLE SPECIFIED USES IN THE SURROUNDING AREA, THE PARTICULAR LOT WHERE WEST ELEMENTARY SCHOOL, BAYLOR SCOTT AND WHITE CHILDCARE NETWORK AND THE SELF STORAGE FACILITY NOW SITS WAS DESIGNATED AS COMMERCIAL, WHICH SPECIFIED ALLOWED USES, ACTUALLY THE FIRST ALLOWED USE STATED IS FOR A HOTEL WITHIN THE ORDINANCE.
SINCE THEN, THE SURROUNDING HOUSING COMMUNITIES HAVE BEEN DEVELOPED ALONG WITH THE ELEMENTARY SCHOOL AND OTHER COMMERCIAL DEVELOPMENTS.
THROUGHOUT THIS, THE ALLOWED USE OF A HOTEL HAS NOT BEEN REMOVED DESPITE THE PD BEING AMENDED SINCE THE ORDINANCE WAS FIRST PASSED.
SO A HOTEL IN THIS AREA WAS ALWAYS A POSSIBILITY FOR THE LAST 35 YEARS AND IS ONE OF THE PERMISSIBLE USES FOR THE COMMUNITY.
NOW, GOING BACK TO THE CONCERNS WITH THE FIRST BEING THE PROXIMITY TO THE WEST ELEMENTARY SCHOOL, ONE OF OUR FIRST STEPS THAT WE TOOK BEFORE THINKING ABOUT GOING TOWARD OR FORWARD WITH THIS DEVELOPMENT WAS TO TAKE INTO CONSIDERATION THE NEARBY ELEMENTARY SCHOOL.
IN NO SITUATION DID WE WANT TO PURSUE A DEVELOPMENT IF WE DID NOT RECEIVE SOME KIND OF APPROVAL FROM ARLINGTON, ISD ALLOWING A HOTEL THERE.
SO BEFORE EVEN GOING UNDER CONTRACT TO PURCHASE THE LAND, WE REACHED OUT TO THE ISD AND PROVIDED DETAILS OF OUR PLANS.

CONVERSATIONS WITH THE ISD, WE RECEIVED A LETTER DATED DECEMBER 9TH FROM THE ASSISTANT SUPERINTENDENT OF FACILITY SERVICES, KELLY HORN, STATING THAT THERE WERE NO CONCERNS AND NO OBJECTIONS TO THE PROPOSAL AS PLANNED.THIS LATER, THIS LETTER GAVE US COMFORT IN MOVING FORWARD WITH OUR PLANS FOR A HOTEL.
ALSO AS AN ADDED MEASURE, WE'VE AGREED TO ADD FENCING AROUND THE PERIMETER OF THE SITE TO PREVENT WALKABILITY BETWEEN LOTS.
NEXT, REGARDING THE SAFETY FOR THE SURROUNDING NEIGHBORHOODS AND POTENTIAL CRIME, WE TOOK COMFORT KNOWING THAT WE ARE PAR PARTNERING WITH MARRIOTT ON THIS DEVELOPMENT AND WILL BE HELD TO A VERY HIGH STANDARD FOR OPERATIONS.
SOMETHING ELSE WE LOOKED AT WAS HOW THE OTHER MARRIOTT HOTELS IN GRAND PRAIRIE HAVE DONE IN THE SAME SITUATION.
FOR THIS, THE COURTYARD BY MARRIOTT, PART OF THE EPIC CENTRAL DEVELOPMENT IS A GREAT EXAMPLE.
THIS HOTEL IS NEXT TO DUBISKI CAREER HIGH SCHOOL AND ALSO ADJOINS THE HOUSING COMMUNITY BASED ON PUBLICLY AVAILABLE INFORMATION, WE WERE ABLE TO LOOK UP PRIOR INCIDENT REPORTS THAT HAVE BEEN FILED SINCE THE HOTEL OPENED IN 2019.
ALL OF THE REPORTS DO NOT HAVE COURTYARD SPECIFIED ADDRESS, BUT RATHER FOR THE WHOLE BLOCK.
SO SOME OF THESE REPORTS MAY BE RELATED TO OTHER BUSINESSES.
IN THE SPAN OF THE SIX YEARS, THERE HAVE BEEN 22 INCIDENT REPORTS.
MORE THAN HALF WERE VEHICLE RELATED INCIDENTS ON, OR AN AVERAGE OF FOUR INCIDENTS PER YEAR.
WE DID HAVE THE SAME EXERCISE FOR THE RESIDENCE INN LOCATED ACROSS HIGHWAY 1 61, WHICH HAS EIGHT INCIDENT REPORTS IN THE THREE YEARS SINCE IT WAS BUILT.
THE SELF STORAGE PROPERTY NEXT TO OUR PROPOSED HOTEL HAS HAD 13 INCIDENT REPORTS SINCE 2021 OR AN AVERAGE OF THREE INCIDENTS PER YEAR.
SO ANY CLAIMS OF ELEVATED CRIME RATES DUE TO MARRIOTT HOTELS ARE UNFOUNDED AS THE INCIDENT REPORT RATES ARE THE SAME.
FINALLY, TO ADDRESS THE QUALITY OF THE HOTEL WE ARE PROPOSING, I UNDERSTAND ANYONE'S CONCERNS OF A CHEAP MOTEL INTRODUCED IN THE COMMUNITY, BUT THAT IS NOT, THIS, MARRIOTT IS A GLOBALLY RENOWNED HOSPITALITY BRAND AND THERE ARE NOT MANY THAT CAN COMPETE WITH AVERAGE DAILY RATES BEING $120 WEEKLY BEING 800 900.

AND SO THE LAST 20 YEARS I HAVE BEEN TRYING, KINDA WAITING FOR A USE THAT I COULD PUT ON THAT PARCEL.
THE THE SCHOOLS NEVER APPROACHED ME TO DEVELOP.
UH, THERE'S NO BEING NO MEDICAL THAT'S GONE THERE.
AND I CONCLUDED FROM MY EXPERIENCE WITH THE RETAIL CENTER THAT THE PROBLEM IS, IS JUST THAT ACCESS AND IT'S A REALLY A DESTINATION LOCATION AND THERE.
AND SO IN TERMS OF THE HIGHEST BEST USE FOR GRAND PRAIRIE, I THINK IT'S GONNA GENERATE THE MOST, UH, IT MOST LIKELY WOULD GENERATE THE MOST TAX REVENUE FOR THE CITY OF GRAND PRAIRIE OF ANY USE THAT IS A TAX GENERATING USE THAT HAS THE RESTRICTIONS OF ACCESS THAT THIS SITE HAS.

A LOT OF THESE EXTENDED HOTEL THEY BRING IN CONSTRUCTION WORKERS FROM ALL OVER THE COUNTRY.
WE DON'T KNOW WHO'S IN THESE HOTELS.
SOME OF THE PROBLEMS THAT I EXPERIENCED GOING INTO THESE HOTEL ROOMS AS A POLICE OFFICER GOING IN THERE LOOKING AT THE PROSTITUTION, GOING IN THERE, LOOKING AT THE DRUGS OUTSIDE OF THE HOTEL, WHEN YOU SEE THE DRUG BAGS LEFT OUT THERE, THE PEOPLE THAT S SUPPORTS THIS HERE PROGRAM.
