THIS MEETING OF THE PLANNING AND ZONING COMMISSION MEETING IS HEREBY CALL BACK TO ORDER AT 6:30 PM THE PLANNING AND ZONING COMMISSION MEETS THE SECOND AND FOURTH MONDAY OF EACH MONTH.

AS YOU KIND OF REMEMBER, THIS WHOLE AREA WAS DEVELOPED BY AND REFERENCED AS A CALERA.

RIGHT NOW WE HAVE NEW DEVELOPERS TRYING TO DEVELOP THE COMMERCIAL SIDE.

THEY HAVE CHOSEN THE NAME OF MIDTOWN AS THEIR NEW KIND OF A, UM, TERM TO AREA.

SO YOU MAY SEE THE MIXTURE OF BOTH JUST SO THAT, UM, YOU KNOW, THOSE WHO WERE FAMILIAR WITH CALERA KNOWS THAT THEY'RE TALKING ABOUT THE SAME AREA.

SO AS YOU CAN SEE, THE PROPOSAL IS LOCATED ON THE SOUTH, UH, THE CORNER OF FORUM AND 1 61, THE GREEN DOT KIND OF NOTATES, WHERE, WHERE YOU'VE SEEN THE BEAR, UH, THE BLACK BEAR DINER WITH MULTI-TENANT BUILDING WITH DERIVE THROUGH.

WE APPROVE THAT.

THEY ARE COMPLYING WITH OUR DENSITY AND DIMENSIONAL REQUIREMENT, AND THEY ARE MEETING OUR PARKING REQUIREMENT.

THEY'RE PROVIDING THE REQUIRED TREES ALL ALONG 1 61 AND FORUM DRIVE AS SHOWN.

I JUST WANTED TO HIGHLIGHT, UM, BECAUSE THIS PD AREA, UM, REQUIRED, SHOWED IN THEIR CONCEPT PLAN, SOME OPEN AREA THAT COULD BE USED FOR THE CUSTOMER, THEN SHARED BY THE MULTITENANT, UM, RESIDENTS.

THEY HAVE PROVIDED THIS WATER FEATURE AND SITTING AREA.

YOU CAN KIND OF SEE IT'S PROVIDED BETWEEN THE TWO BUILDINGS.

SO THEY ARE PROVIDING A, A, PROVIDING A FENCED PATIO AREA WITH THE OUTDOOR SEATING.

THEY'RE, UH, DECORATING THAT AREA WITH A PLANTING AREA WITH TREES AND WATER FEATURE THAT WILL BE ABOUT 18 INCHES RAISED FROM THE BOTTOM.

AND THEY ARE PROVIDING OTHER AMENITIES SUCH AS THE BENCH AND BIKE RACKS AND SOME ARTWORK ON THE WALL.

HERE ARE THE PROPOSED ELEVATIONS THAT ARE, OH, THANK YOU.

UM, THE ARCHITECT HAS APPROACHED ME SAYING THAT THEY MAY NOT NEED THE VARIANCE, BUT IN CASE THAT THEY DO, UM, THE LEGAL DURING THE BRIEFING ADVICE THAT WE INCLUDE THIS IN THE MOTION, THEY HAVE PROVIDED KIND OF A, A LONG WINDOWS TO MAKE SURE THAT THEY WOULD NOT NEED A VARIANCE.

BUT AGAIN, UM, THAT NEEDS TO BE VERIFIED BEFORE COUNSEL.

THEN WE WILL UPDATE THAT RECOMMENDATION ACCORDINGLY.

OVER IN GENERAL, THEY ARE PROVIDING THE OUTDOOR AREA, WHICH IS A DESIRABLE ELEMENT FOR THIS AREA, AND THEY ARE PROVIDING ENOUGH, UM, DESIGN ELEMENTS ON OTHER FACADE STAFF HAS NO OBJECTION TO THIS REQUEST.

THIS IS MORE OF A BREAKOUT OF WHERE THEY'RE TRULY LOCATING.

UM, THIS LARGE PARCEL, THEY'RE GONNA PARCEL OUT THIS PORTION, UM, NEXT TO THE EMERGENCY CENTER TO CONSTRUCT THEIR PROPOSED BANK.

HERE'S THE SITE PLAN.

THIS IS THE WEST CAMP WISDOM, AND THIS IS THE ER CENTER.

SO THEY'LL HAVE A BUILDING HERE.

THEY'LL HAVE SOME, UH, DRIVE THROUGH LANES FOR THEIR CUSTOMER TYPES.

THEY ARE MEETING THE DENSITY AND THE DIMENSIONAL REQUIREMENT.

THEY ARE REQUESTING TO PROVIDE MORE PARKING THAN THE MAXIMUM.

HOWEVER, THEY ARE PROVIDING THE REQUIRED, UH, COMPENSATORY MEASURES.

SO THEY ARE PROVIDING 10 COMPACT PARKING SPACES AS SHOWN IN THE RARE THEY ARE PROVIDING, UH, REQUIRED TREES.

WE ACTUALLY REQUIRE, ACCORDING TO APPENDIX F STANDARD, THAT THERE WILL BE, UH, NINE TREES PLANTED.

THEY ACTUALLY HAVE 30 FOOT OF GAS EASEMENT AND ABOUT 15 OR 20 FEET OF UTIL EASEMENT.

SO THEY HAVE VERY LIMITED ROOM ON WHERE THEY CAN PLANT THE TREES.

SO THEY ARE PLANTING AS MANY TREES THEY CAN FIT INTO THE FRONT YARD, BUT THEY'RE RELOCATING OTHER TREES ELSEWHERE ON THE SITE.

IN GENERAL, THEY ARE EITHER MEETING OR EXCEEDING THE LANDSCAPE REQUIREMENT.

HERE'S THE ELEVATION PROVIDED.

THEY WANTED TO DO A LOT OF, UM, HIGHLIGHTS ON THE FRONT.

SO THAT WILL BE VISIBLE FROM THE WEST CAMP WISDOM.

SO YOU SEE THEIR MAIN ENTRANCE AND THE TOWER LIKE FEATURE WITH SOME CLEAR STORY WINDOWS, AND THEY HAVE SUBSTANTIAL AMOUNT OF WINDOWS IN THE FRONT ON THE SIDE.

AND RARE, THEY DID PROVIDE SOME WINDOWS WHEREVER POSSIBLE.

HOWEVER, THEY ARE REQUESTING SOME VARIANCES ON THIS.

THEY ARE MEETING OUR APPENDIX F CHECKLIST, UM, REQUIREMENT BY PROVIDING 12 MENU ITEMS. SO HERE ARE THE SUMMARY OF THE VARIANCES THAT ARE, THEY ARE REQUESTING, THEY ARE REQUESTING A VARIANCE TO ALLOW PARKING SPACE TO EXCEED THE PARKING MAXIMUM.

THIS IS PRETTY COMMON IN A LOT OF OVERLAYS IF THERE ARE STANDALONE, ESPECIALLY FOR USES SUCH AS RESTAURANTS.

UM, WE HAVEN'T REALLY SEEN A LOT OF BANKS SO FAR, BUT I THINK LAST BANK WE APPROVE, THEY WERE IN THE AREA WHERE THEY'RE SHARING THE PARKING LOT WITH KOHL'S, SO MAYBE THEY DIDN'T NEED THAT.

BUT HERE, I THINK THEY JUST WANNA MAKE SURE THAT THEY CAN CONTAIN THEIR ALL PARKING SPACES AS THE REST OF THE LAND HAS NOT REALLY FULLY DEVELOPED.

UM, AND THEY ARE REQUESTING, UH, OVERALL WINDOW.

UM, THEY ARE MEETING SIX, 16% OF ALL FACADE AREAS.

AGAIN, THEY'RE PROVIDING SUBSTANTIAL ARCHITECTURAL DETAILS WITH THE CANOPIES AND TOWER LIKE ELEMENTS.

AND CLUSTER.

THREE WINDOWS STAFF DOES NOT REALLY OBJECT TO THIS REQUEST.

UM, THE THIRD IS THEY'RE REQUESTING A VARIANCE ON THE NUMBER OF STREET TREES.

AGAIN, THEY ARE REQUIRED TO PLANT NINE TREES.

HOWEVER, THEY HAVE SUBSTANTIAL, UH, AMOUNT OF EASEMENT ALONG WEST CAMP WISDOM.

THEY COULD NOT REALLY LOCATE IT TO AVOID A CONFLICT WITH EXISTING UTILITIES.
