UH, SO THIS, AGAIN, THIS REQUEST ADDS DATA CENTER AS A LAND USE AND IT'S DEFINED AS A FACILITY USED TO HOUSE A COLLECTION OF COMPUTER SERVICE SERVERS AND ASSOCIATED COMPONENTS FOR THE REMOTE STORAGE PROCESSING AND DISTRIBUTION OF LARGE AMOUNTS OF DATA FOR USE BY OFFSITE END USERS.

SO THIS IS THEIR PROPOSED CONCEPT PLAN, AND IT'S FOR A 4,001, UH, SQUARE FOOT, UH, TWO STORY DATA CENTER.

IT INCLUDES PARKING GENERATORS, UH, GUARD SHACK, AND THEN A FUTURE, UH, POSSIBLE FUTURE SUBSTATION.

I WILL NOTE THAT THIS REQUEST IS INTENDED TO ALLOW THEM THE FLEXIBILITY TO PURSUE THE DATA CENTER, BUT ALSO TO PURSUE A TRADITIONAL LIGHT INDUSTRIAL WAREHOUSE BUILDING, UH, WHICH THEY HAVE OBTAINED CITY COUNCIL APPROVAL OF A SITE PLAN PREVIOUSLY.

UH, THIS IS THE AREA ZOOMED IN.

AND DO WANNA NOTE, UH, THAT THEY ARE PROPOSING SOME SCREENING SHOWN IN YELLOW IS THE WING WALL AND A 25 FOOT, UH, CONCRETE WALL AROUND THE OUTSIDE GENERATORS.

UH, FOR EXAMPLE, THEY'RE PROPOSING ONE TREE PER 750 SQUARE FEET, UH, WHEN THE UDC REQUIRES EITHER ONE TREE PER 500 SQUARE FEET OR 200 SQUARE FEET, UH, AND THEN ONE SHRUB PER 100 SQUARE FEET.

WHEREAS THE UDC REQUIRES, UH, ONE SHRUB PER 50 SQUARE FEET ON JANUARY 27TH.

THE PLANNING AND ZONING COMMISSION RECOMMENDED APPROVAL WITH CONDITIONS BY A VOTE OF SEVEN TO ONE, AND THE DEVELOPMENT REVIEW COMMITTEE RECOMMENDS APPROVAL WITH THE FOLLOWING CONDITIONS.

UH, THE FIRST IS THAT CRYPTOCURRENCY MINING SHALL BE CONSIDERED A SEPARATE USE FROM DATA CENTER AND SHALL NOT BE ALLOWED WITHIN THE PRO PROPOSED PLAN DEVELOPMENT DISTRICT.

UH, AND WE ENDED UP COMING UP WITH A TEST FIT, UH, THAT WOULD REQUEST 72 MEGAWATTS FROM ENCORE TO POWER THIS FACILITY FOR A POTENTIAL END USER.

WE ARE STILL WAITING ON THAT POWER COMMITMENT FROM ENCORE.

AS A CAVEAT, UM, YOU KNOW, TO YOUR POINT, UH, THAT THERE IS COMMUNICATION WITH ERCOT, UM, ON AN APPROVAL OF POWER OF THIS REQUEST.

UH, IT'S NOT NEARLY THE MAGNITUDE OF POWER THAT YOU TYPICALLY READ ABOUT FOR THOSE DATA CENTERS IN SOUTH DALLAS, LANCASTER AREA THAT YOU, UH, THAT WE'VE SEEN, UH, DOMINATING THE HEADLINES.

UM, BUT IT IS ONE OF THE MOST CRITICAL STEPS, UH, TO MOVING FORWARD ON THIS PROPOSED DATA CENTER.

UH, WE DO BELIEVE THAT THERE WOULD BE SEVERAL ADVANTAGES TO HAVING A DATA CENTER AT THIS SITE BEYOND THE INCREASED TAX REVENUE, UH, THAT THIS FACILITY WOULD CREATE.

GOVERNOR ABBOTT EXPRESSED THE DESIRE TO HAVE DATA, UH, HAVE TEXAS AT THE, UH, AS A CENTRAL LOCATION FOR DATA CENTERS IN THE UNITED STATES.

DFW AND GRAND PRAIRIE IN PARTICULAR IS A PRIME LOCATION FOR SUCH DEVELOPMENT.

GRAND PRAIRIE IS IN AN IDEAL SITUATION WITH ITS OUTSTANDING TRANSPORTATION ACCESS AND ITS PROXIMITY TO THE DFW AIRPORT AND CENTRAL LOCATION.

THIS PARTICULAR DATA CENTER IS DESIGNED TO BE AN ASSET TO ITS SURROUNDINGS.

NOISE IS MINIMAL AND IS SCREENED AND BUFFERED AS EVIDENCED BY OUR SOUND STUDY THAT WE CONDUCTED FOR OUR SUBMISSION.

AND THE PROPERTY WILL BE ENTIRELY SECURED.

I JUST WANT TO REACH OUT AND THANKS THE CITY COUNCIL FOR, UM, PARTICIPATING IN, UH, BESSIE AND UH, MR. HILL FOR, UH, HELPING IN THE BLACK HISTORY MONTH.

I MEAN THE COUNCILS ALL CAME OUT AND EVERYBODY'S TURNED OUT.

WE'VE HAD A GOOD TIME ON ALL THE EVENTS WE DID AND UM, IT'S REALLY BEEN A GREAT EVENT AND THERE'S STILL SOME MORE GOING ON THAT WE NEED TO LOOK AT AND PARTICIPATE IN.

THE MAYOR ALWAYS SHOWS UP FOR THE FIRST ONE FOR THE MARGARITA DANCE AND ALL THAT.

AND OTHERS HAVE SHOWN UP.

MISS GEORGIA AND KURT DID THE NEWS, UH, HIS NEWSLETTER WITH UH, AND CAME OUT AND PARTICIPATED AND OTHER PEOPLE HAVE CAME OUT AND PARTICIPATED.

IT'S BEEN BEEN REALLY A WONDERFUL THING THAT WE'VE DONE.

AND JUST TO SAY THAT TO THE STAFF OF THE CITY WHO HELPED, UH, BESSIE AND ALL THE PEOPLE WHO HELPED BESSIE AND MR. HILL WITH THAT.

NOW YOU KNOW WHAT IT FEELS LIKE TO GET BESSIE HONEY DOS AND EVERYBODY HAS TO DO 'EM.

DOES ANYONE KNOW WHAT'S GOING ON WITH THE POWER OUTAGE NEAR MARSHALL AND 1 61? UH, LOOKED, I THINK IT'S RESOLVED NOW, BUT THAT'S, YOU KNOW, A BIG AREA WITH LOSING ELECTRICITY.

WHAT I WANTED TO BRING TO YOUR ATTENTION, AND I THINK I'VE SENT IT TO STAFF SUCCESSFULLY, I HOPE MY LETTER FROM THE PUC THAT ON THE ISSUE OF THE, UM, THE LIGHTS OUT ON CARRIER PARKWAY.

THE INITIAL LETTER I GOT FROM THIS GENTLEMAN FROM THE, FROM THE PCUC WAS IT APPEARS THE LIGHTS HAVE BEEN, UH, TURNED BACK ON.

AND I THOUGHT, HMM, THOSE OF US WHO REMEMBER JOHNNY CARSON CARAC, THE MAGNIFICENT, IT APPEARS FROM AUSTIN, THE LIGHTS ARE WORKING AGAIN.

I CALLED THE GUY UP, HE APOLOGIZED, HE SENT A MUCH MORE, UM, DETAILED EXPLANATION, WHICH I HOPE THAT MY OTHER STAFF THAT CAN SHARE THIS WITH YOU.

I DON'T KNOW IF THAT WAS ON CAR, IF THAT WAS STANDARD UTILITIES WHO DID IT, BUT THEY FIXED IT ON ON A SUNDAY.

THIS IS WHY LIKE TONY SHOTWELL AND I WERE TALKING ABOUT, WE HAVE TO HAVE WHO'S THE NEW BUDDY BRIDGES SO SOMEONE CAN CALL US UP THAT WE CAN CALL

THE AREA AGENCY ON AGING HAS THE OMBUDSMAN PROGRAM.

SO WHO IS OUR OMBUDSMAN DIRECTLY TO ENCORE THAT WE CAN CALL UP AND DO MAKE OUR CASE ONE ON ONE WITH THEM? BECAUSE THIS IS A CONTINUAL PROBLEM.

IT JUST CONTINUES YEAR AFTER YEAR.

AND THIS ISN'T JUST FOR AESTHETICS, THIS IS PUBLIC SAFETY BECAUSE THE WAY PEOPLE DRIVE DOWN THAT ROAD, TWO OF MY NEIGHBORS HAVE HAD HIT AND RUN ACCIDENTS ON CARRY WHERE PEOPLE JUST LEFT THE EQUIPMENT COMING AT FIRE STATION NINE.

THE YMCA, IT ENCOMPASSES A LOT.

SO THAT'S WHERE, UM, AND TO SAVE THIS POOR PERSON FOR THE STAFF MEMBER, YOU CAN HAVE WHOEVER THIS PERSON FROM ENCORE IS, I'LL GLADLY TALK TO THEM AND BEND THEIR EAR ALL THE TIME.

SO, BECAUSE THAT'S UNFORTUNATELY WE CONTINUE LIKE IN JUNE IN THE AFTERNOON WHEN WE LOST ELECTRICITY IN JUNE AND NO ONE COULD GET AHOLD OF ANYBODY, WE'RE AT THE MERCY OF THE PEOPLE WORKING ON THE WEEKENDS.

SO WHEN IT'S A WEEKEND OR NIGHTS AND WE LOSE ELECTRICITY, I REALIZE THAT'S A LOT OF MEGAWATTS GONNA BE A NORTH GRAND PRAIRIE THAT UM, THIS IS THE TYPE OF THING THAT MAKES THE GOVERNMENT WORK.

AND THIS IS WHY WE HAVE TO HAVE THAT COMMUNICATIONS WITH ENCORE, WITH LONE STAR GAS AT MOST WHOMEVER, WE HAVE TO BE ABLE TO REACH OUT TO THAT PERSON BECAUSE THESE ARE COMPLICATED ISSUES THAT DISCONTINUE ON AND ON.
