WELL, THE MEETING OF FEBRUARY 10TH, 2025.

I'M CHERYL SMITH, CHAIR OF THE PLANNING AND ZONING COMMISSION.

THIS STAFF BRIEFING OF THE PLANNING AND ZONING COMMISSION MEETING IS HERE HEREBY CALL ORDER AT 6:00 PM THIS PORTION OF THE MEETING IS WHERE THE STAFF BRIEFS THE COMMISSION AND PREVIEWS THE CASES ON TONIGHT'S AGENDA COMMISSION MEMBERS WILL HAVE THE OPPORTUNITY TO ASK QUESTIONS THAT MAY FACILITATE THE MEETING AND THE PRESENTATION OF CASES.

NO ACTION WILL BE TAKEN DURING THE BRIEFING.

UH, THIS ITEM NUMBER TWO, WHICH IS OUR FIRST PRESENTATION IS A SITE PLAN FOR MDM TOWN HOMES.

AND YOU CAN SEE THE PROPERTY IS OUTLINED IN YELLOW ON THE SCREEN.

THIS SITE PLAN IS FOR A RESIDENTIAL DEVELOPMENT FOR TOWN HOME UNITS.

THEY'RE PROPOSING 36 UNITS ON ABOUT 3.1 ACRES.

IT'S CURRENTLY ZONED PD 37, AND IT'S WITHIN THE 360 CORRIDOR.

AND ON THE SCREEN YOU CAN SEE THE PROPOSED SITE PLAN.

AGAIN, THERE ARE 36 UNITS.

IT FEATURES INTERNAL, PRIVATE STREET, INCLUDE GUEST PARKING.

UH, PRIMARY ACCESS IS OFF OF, UH, THE 360 FRONTAGE ROAD.

UH, THERE IS A SECOND POINT OF ACCESS, WHICH WILL BE GATED, UH, FOR EMERGENCY AND EXIT ONLY.

UH, THEN AN HOA WILL BE REQUIRED TO MAINTAIN THE STREET COMMON AREAS AND SCREENING FENCE.

THIS IS A LITTLE BIT ZOOMED IN SITE PLAN.

UH, SO PD 37 FOR SPECIAL COMPLEX USES DOES NOT SPECIFY THE MAXIMUM TOWN HOME DENSITY OR THE DEVELOPMENT STANDARDS.

UH, SO THIS PROJECT WAS EVALUATED AGAINST THE SINGLE FAMILY TOWNHOUSE STANDARDS, UH, TO SEE HOW IT COMPARED.

UM, SO THE, UH, MAXIMUM DENSITY IS 13.2.

IT IS AT 11.45.

SO IT IS WELL UNDERNEATH THAT.

UH, THE MINIMUM LIVING AREAS FALLS WITH 100% IN THE LOWER RANGE WITH 1,150 TO 1,299 SQUARE FEET.

THE MINIMUM LOT AREA IS ALSO WITHIN THE SMALLER RANGE AT 1,680 TO 3,299.

UH, AND THEN THE MINIMUM LOT WIDTH, LOT WIDTH AND LOT DEPTH ARE ALSO 100% IN THAT LOWER RANGE.

UM, THE OTHER DI CITY AND DIMENSIONAL REQUIREMENTS ARE BEING MET.

UH, THIS IS THEIR PROPOSED LANDSCAPE PLAN.

THEY ARE PROPOSING THREE INCH CALIBER TREES IN FRONT OF EACH TOWN HOME.

UH, THEY ARE PROPOSING SHRUBS, UH, DO NOT INDICATE THE TOTAL GALLONS, UH, SHRUBS ON THEIR PLAN.

UH, SO THEY WILL BE REQUIRED TO PROVIDE 30 TOTAL 30 GALLONS OF SHRUBS FOR EACH LOT.

UH, THESE ARE THEIR PROPOSED BUILDING ELEVATIONS.

AGAIN, IT'S A TWO STORY UNIT, INCLUDES, UH, BRICK AND STUCCO.

IT HAS ARTICULATION AND THEN, UH, GLAZING.

SO IN 2003, CITY COUNCIL APPROVED A SITE PLAN FOR TOWN HOMES AT THIS LOCATION FOR 45 UNITS.

UH, THE CURRENT APPLICANT PURCHASED THE PROPERTY INTENDING TO DEVELOP THE PROPERTY CONSISTENT WITH THAT APPROVED SITE PLAN.

HOWEVER, SITE PLANS EXPIRE AFTER FIVE YEARS IF NO PROGRESS HAS BEEN MADE TOWARDS CONSTRUCTION.

AND SO THAT SITE PLAN FROM 2003 IS NO LONGER VALID.

UH, IN 2021, THE APPLICANT SUBMITTED DEVELOPMENT PLANS TO PROCEED WITH THAT DEVELOPMENT OF THE PROJECT.

AGAIN, SITE PLAN WAS NO LONGER VALID, SO THEY WERE, UH, REQUIRED TO APPLY FOR A NEW SITE PLAN.

THEY MADE THAT APPLICATION IN 2022.

SO SINCE THAT TIME, THE APPLICANT HAS WORKED STAFF WITH STAFF TO MAKE CHANGES TO THE PROPOSAL TO BRING IT MORE IN LINE WITH OUR CURRENT STANDARDS.

UH, THE IMPROVED LAYOUT INCLUDES A PRIVATE INTERNAL STREETS THAT MEET THE STANDARDS OF THE UDC INSTEAD OF A FIRE LANE.

UM, THE TRADITIONAL LAYOUT IS BETTER FOR INTERNAL CIRCULATION THAT MEETS THE NEED OF OUR SOLID WASTE DEPARTMENT.

AND THEN THEY'VE ADDED A SECOND POINT OF ENTRY OFF OF 360, WHICH IS REQUIRED BY THE UDC FOR DEVELOPMENTS OVER 30 UNITS.

SO WITH THAT, THE DEVELOPMENT REVIEW COMMITTEE RECOMMENDS APPROVAL WITH THE FOLLOWING CONDITIONS.

ONE IS PRIOR TO THE ISSUANCE OF BUILDING PERMITS, THE APPLICANT SHALL REPL THE PROPERTY SO THAT THE LOT LINES AND PRIVATE STREETS ARE CONSISTENT WITH THE APPROVED SITE PLAN.

UH, THE REPL SHALL DENOTE THAT THE PRIVATE STREET AND COMMON AREAS SHALL BE OWNED AND MAINTAINED BY THE HOA SCREENING ALONG, UH, 360 SHALL CONSIST OF A MASONRY SCREENING WALL OR A WROUGHT IRON FENCE WITH MASONRY COLUMNS AND A WR IRON GATE.

AND AN UPDATED SCREENING PLAN SHALL BE PROVIDED PRIOR TO THE ISSUANCE OF BUILDING PERMITS.

THE APPLICANT SHALL CREATE AN HOA THAT WILL MAINTAIN THE COMMON AREAS AND FENCE ALONG 360.

AND THEN THE TOTAL OF 30 GALLONS OF SHRUB SHALL BE PROVIDED ON EACH TOWN HOME LOT.

AND THAT REVISED LANDSCAPING PLAN SHALL BE INCLUDED IN THE SUBMITTAL

FOR BUILDING PERMITS.

THIS CONCLUDES STAFF'S PRESENTATION.

WELL, THAT'S A LOT THERE SAVANNAH.

ANYBODY HAVE ANY CONCERNS? THE COMMISSIONER OF MEDINA.

JUST OUTTA CURIOSITY, WHY DID 22 YEAR DELAY THAT THEY ORIGINALLY APPLIED BACK? THAT'S NOT UNUSUAL.

UM, SOMEONE WILL COME THROUGH WITH A SITE PLAN, GET IT APPROVED, AND EITHER NOT CHOOSE TO DEVELOP IT OR SELL IT OFF.

UM, THAT'S, THAT'S SOMETHING WE'VE SEEN.

GOOD QUESTION, COMMISSIONER.

UM, CAN YOU FLIP BACK TO THE, THE, THE QUALITIES WHERE THEY MET, MET OR DIDN'T THERE? OKAY.

SO WHEN YOU'RE GOING THROUGH THE SECOND ITEMS, THE MINIMUM AND THE MINIMUM MINIMUM LOT AND MINIMUM LIVING, IT SOUNDED LIKE YOU WERE SAYING THEY MET IT, BUT IT SAYS NO, NO, THEY ARE WITHIN THE LOWER RANGE.

SO 100% WITHIN THAT LOWER RANGE.

SO THEY DO NEED IT THEN THEY DO NOT.

THE REQUIREMENT FOR SFT IS A 30 70 SPLIT AND THEY'RE AT 100 ZERO SPLIT.

UM, AND THEN SO FOR 30, HOW, LET'S SEE, HOW MANY UNITS ARE THERE AGAIN? THREE, SIX, UH, 36 36 UNITS.

SO FOR 36 UNITS, OUR, OUR, UM, CITY RULES ONLY REQUIRE EIGHT ADDITIONAL PARKING SPOTS.

IS THAT RIGHT? MM-HMM .

THAT'S AMAZING FOR THE GUESTS.

AND THE WIDTH OF THESE LOTS.

NOW, IF YOU WERE TO TRY TO PARK, YOU COULDN'T EVEN PARK A CAR ACROSS THE WIDTH OF THE DRIVEWAY, LIKE ON THE STREET IF YOU HAD AN EXTRA GUEST.

AND NOT ONLY THAT, BUT IF THERE, THERE'S NO GUEST PARKING ANYWHERE IN FRONT OF ANY OF THESE EXCEPT FOR THE DRIVEWAY.

AND IF THEY WANTED TO HAVE A GUEST, THEY HAVE TO PARK ALL THE WAY ON THE OTHER SIDE OF THE COMPLEX POTENTIALLY.

AM I READING IT RIGHT? CORRECT.

SO THERE ARE ARE TWO SPACES WITHIN THE DRIVEWAY, AND THEN THEY HAVE THE GUEST PARKING IN THE CUL-DE-SAC.

AND THEN WHAT IS THE BIN? UM, THAT'S INDICATED ON THE DRIVEWAY.

I I BELIEVE THAT'S WHERE THEY WOULD PUT THEIR BINS OUT IF THEY HAD, YES.

IF THEY HAD , YES.

YEAH.

UM, PUBLIC HEALTH, ENVIRONMENTAL QUALITY REVIEWS.

THE DUMPSTER, NOT THE DUMPSTER, BUT THE TRASH COLLECTION PLAN.

AND SO THAT WAS ADDED AS PART OF A WAY TO ILLUSTRATE HOW IT WOULD BE PICKED UP.

AND THEN, UM, WHERE ARE THE MAILBOXES FOR THIS? SO THAT WOULD BE ON A, UM, AN HOA AREA.

SO IT WOULD BE EITHER REQUIRED BY THE PARKING SPACES OR AT THE, UM, TO THE, THE EAST.

MM-HMM .

UM, BUT THAT WOULD BE ON AN HOA LOT AND COORDINATED WITH THE, THE FINAL PLATTING, UM, AND THE HOA DOCUMENTATION AND THE SETBACK IS THAT THEY DIDN'T ASK FOR ANY KIND OF, UM, HELP WITH THAT.

RIGHT.

YEAH.

THEY'RE MEETING THOSE, THE SETBACK REQUIREMENTS.

DO YOU HAVE THE OLD PLAN? I DO.

CAN I ADJUST THE BARKING? YES.

DOING THAT.

SO ONE OF THE THINGS THAT WE DID LOOK AT AND A LITTLE BIT SEPARATE THAN WHAT'S BEING SHOWN HERE IS GOING WITH THE WIDER STREET SECTION.

I KNOW ON THAT SOUTHERN DRIVE WHEN YOU HAVE THE TOWN WAS FACING EACH OTHER'S, NOT ANYWHERE BROAD STREET PARKING MM-HMM .

BUT LOOKING AT THAT DRIVE ON THE EAST WITH NO FRONTAGE, IT WOULD BE WIDE ENOUGH TO PARK ON BOTH SIDES AND STILL OUT.

OUTDOOR TRAFFIC, UM, ARE MORE NARROW STREET SECTIONS A 27 FOOT, WHICH GETS REALLY TIGHT WHEN WE'RE TALKING ABOUT ON STREET PARKING.

SO THE WIDER STREET SECTION SHOULD HELP ON THAT SIDE.

AND ON THE NORTH SIDE WHERE, UM, THERE'S ONLY UNITS ON THE SOUTH SIDE OF THE ROAD, THE WIDER STREET SECTIONS WILL HELP ON WHAT SIDE? AND THEN NORTH SIDE ON THE EAST AND THE NORTH ON THAT, THAT JUST, THAT DRIVE.

YEAH.

SO I DO ENVISION WOW.

PEOPLE PARKING ON THE STREET ON THE NORTH EAST SIDE.

'CAUSE THAT IS OUR TYPICAL SECTION WHICH ALLOWS PALM STREET PARKING.

OKAY.

I, I, I, UM, IT IS TIGHT, BUT YEAH, I, I, I FEEL LIKE THAT'S GONNA BE A PERSONAL THING OF MINE TO SEE HOW WE CAN MAKE CHANGES TO THAT.

BECAUSE IF YOU GO TO ANY OLD NEIGHBORHOOD IN GRAND PRAIRIE OR ANYWHERE, AND YOU'LL SEE NARROW STREETS AND EVERYBODY PARKING ON THE STREET AND WHETHER THE NEIGHBORHOOD'S KEPT UP OR NICE OR NOT, IT, IT LOOKS DUMPY.

AND SO FOR US TO APPROVE SOMETHING AND TO HAVE GUIDELINES THAT THEY'RE MEETING, WHICH I'M GLAD THEY'RE MEETING 'EM, BUT TO MEET THEM AND THEN KNOW, JUST KNOW THAT THAT'S WHAT IT'S GONNA LOOK LIKE RIGHT AWAY IS REALLY DEPRESSING.

CAN YOU FLIP THE REAL QUICK? AND I'M NOT TRYING TO MAKE THE MEETING LONG, BUT I, I'M JUST, THIS IS INTERESTING TO ME.

SO THIS ONE HAD 46 UNITS IN THE SAME SPACE.

I THINK THAT'S WHAT IT SAID ORIGINALLY.

AND IT HAD ALL THAT ADDITIONAL PARKING ALL ON THAT VERTICAL PART AND, UH, UH, ON THE WEST AND ON THE EAST AND HAD YARDS.

I'M JUST SHOCKED THAT THEY CHANGED FLOOR PLANS.

I ASSUME THAT THESE MUST HAVE BEEN

SMALLER UNITS OR SOMETHING.

AND SO ONE THING THAT WE LOOKED AT AS PART OF THIS IS IF YOU NOTE, UM, THE REAR IS WHERE THEY WOULD HAVE THEIR CAR, UH, THEIR GARAGE.

WE'VE SEEN SOME OTHER SUBDIVISION OR TOWN HOMES LAYOUT SIMILAR, WHERE THIS BACK AREA BECOMES JUST A NIGHTMARE WITH PARKING.

UM, SO IT, IT MAY LOOK LIKE THERE'S MORE PARKING.

UM, BUT THERE IS DRIVEWAYS SUFFICIENT TO PARK TWO CARS.

YEAH.

IN THE NEW PLAN.

YEAH.

UM, THIS IS THIS NEAR THE FORUM AREA FORUM WHERE WE HAVE ALL THOSE APARTMENTS ALREADY? YES.

SO THERE'S, UM, APARTMENTS TO, BECAUSE MY CONCERN IS THERE'S AL ALREADY AN INFLUX OF SO MANY APARTMENTS.

THERE IS.

DO WE HAVE A, A MORATORIUM OR ANYTHING ON APARTMENTS? NO.

WELL, BUT STILL IT'S STILL THERE.

IT'S A LOT OF THE SAME KIND OF, KIND OF, UH, UNITS.

SO I'M JUST CONCERNED ABOUT, KEEP IN MIND THIS IS ALREADY ZONED FOR THIS.

IT IS ZONED FOR THAT.

BUT IT'S, UM, IT'S MORE OF THE SAME.

AND LIKE I SAID, THAT'S THE TRAFFIC I WOULD THINK WOULD BE BECAUSE YOU HAVE A LOT OF A APART, HOW MANY APARTMENTS ARE ALREADY UP AND RUNNING OVER THERE? ARE THEY ARE SOME STILL BEING, UM, WORKED ON IN THAT IMMEDIATE AREA? THERE'S APARTMENTS TO THE NORTH AND TO THE EAST.

I DON'T HAVE THE TOTAL UNIT COUNT.

AND THEN I WAS JUST CONCERNED ABOUT, ABOUT THAT.

AND THEN, UM, THE MASONRY WALL, YOU KNOW, IT'S GONNA BE, IT IS, UH, ON ONE SIDE THERE'S A RESIDENCE, RIGHT? JUST REGULAR, UH, SINGLE FAMILY ON ONE SIDE TO THE SOUTH.

SO ALL THE INTERNAL TRAFFIC THAT MICHELLE WAS SPEAKING TO, ALL OF THAT'S GONNA BE INTERNAL BECAUSE THEY'RE GONNA HAVE PRIVATE STREETS.

IS THAT GONNA BE GATED IT? NO.

UM, JUST THE SPACING OF THE DRIVEWAYS.

UH, THE GATE HAS TO BE A CERTAIN DISTANCE AWAY FROM THAT.

IT, THE, THIS IS AN INFILL SITE AND SO IT WAS TIGHT AND DIFFICULT TO DESIGN.

ACTUALLY ACCORDING TO THE STAFF, UH, REPORT, YOU ALREADY MADE A RECOMMENDATION FOR APPROVAL AT THE LAST PNZ MEETING ON JANUARY 13TH.

UM, WHILE WE WERE COLLECTING SOME UH, PON LIST, IT WAS DISCOVERED THAT, UM, ONE OF THE LITTLE SLIVER OF THE PARCELS WERE NOT INCLUDED IN THE DECANT AS A PARCEL LAYOUT.

SO WE MISSED ONE PROPERTY OWNER FROM THE NOTIFICATION.

WE JUST RESCHEDULED IT TO PNZ.

JUST TO COMPLY WITH THE STATE REGULATION, WE ARE REQUIRED TO NOTIFY ALL PROPERTY OWNERS.

UM, JUST WANTED TO MAKE SURE THIS COMES BACK TO PNZ BEFORE IT IS SENT TO, UM, CITY COUNCIL FOR A FINAL DECISION.

MAINLY THEY ARE ADJUSTING THE SUP SIX 18 BOUNDARY BECAUSE THEY GOT, UM, ANOTHER SUP FOR HEAVY PATROL PARKING APPROVED FROM, UM, CITY COUNCIL.
