I'M CHERYL SMITH CHAIR PLANNING AND ZONING COMMISSION.

THE STAFF BRIEFING OF THE PLANNING AND ZONING COMMISSION MEETING IS HERE BY CALL TO ORDER AT 5:30 PM THIS PORTION OF THE MEETING IS WHERE THE STAFF BRIEFS THE COMMISSION AND PREVIEWS THE CASES ON TONIGHT'S AGENDA COMMISSION MEMBERS WILL HAVE THE OPPORTUNITY TO ASK QUESTIONS THAT MAY FACILITATE THE MEETING AND THE PRESENTATION OF THE CASES.

NO ANSWER WILL BE TAKEN DURING THE BRIEFING.

THIS FIRST ITEM TO BE PRESENTED IS A SITE PLAN FOR THE METRO CUSTOM PLASTICS DEVELOPMENT.

UH, YOU CAN SEE THAT LOCATION OUTLINED IN YELLOW ON THE SCREEN.

THIS PROJECT SHOULD BE FAMILIAR TO YOU.

IT CAME THROUGH FOR THE ZONING CHANGE AND CONCEPT PLAN, UH, IN 2024.

AND NOW THEY ARE FOLLOWING UP WITH THE SITE PLAN.

AND THE PURPOSE OF THE SITE PLAN IS TO MAKE SURE IT'S MEETING ALL OF THE ZONING REQUIREMENTS.

UH, SO THIS IS A SITE PLAN FOR THE FABRICATION SLASH ASSEMBLY PLASTIC PRODUCT FACILITY, AND IT'S LOCATED AT EIGHT 70 SOUTH GREAT SOUTHWEST PARKWAY.

IT'S ZONED PD 4 58, AND THAT'S A LITTLE OVER 10 ACRES.

UH, YOU CAN SEE THE PROPOSED SITE PLAN IS ON THE SCREEN.

THIS IS CONSISTENT WITH THE APPROVED CONCEPT PLAN.

UH, IT'S A 99,000 SQUARE FOOT BUILDING.

IT MEETS OUR DENSITY AND DIMENSIONAL REQUIREMENTS AS WELL AS OUR PARKING REQUIREMENTS.

UM, THE LANDSCAPING, UH, PLAN IS ON THE SCREEN.

IT DOES MEET ALL OF OUR LANDSCAPING REQUIREMENTS.

WE'LL NOTE IN THE STAFF REPORT IT.

UH, ONE OF THE CONDITIONS WAS RELATED TO THE TREE MITIGATION PLAN.

UH, THEY HAVE CLARIFIED AND ARE PROVIDING, UH, NEW CALIPER INCHES THAT EXCEEDS THE AMOUNT THAT THEY'RE REMOVING.

SO NO ADDITIONAL MITIGATION IS REQUIRED IN THE FORM OF, UH, TREE FUNDS.

THESE ARE THE PROPOSED BUILDING ELEVATIONS AND THEY'RE NOT REQUESTING ANY VARIANCES.

UH, STAFF RECOMMENDS APPROVAL WITH THE FOLLOWING CONDITIONS.

NUMBER ONE, A DUMPSTER ENCLOSURE SHALL BE PROVIDED IN COMPLIANCE WITH THE UDC AND THEN THE WAREHOUSE DISTRIBUTION USE SHALL NOT EXCEED 50% OF THE OPERATIONAL SQUARE FOOT.

THAT'S JUST A CONDITION THAT WAS IN THE PLAN DEVELOPMENT DISTRICT.

AND THEN THE THIRD, UH, THEY HAVE CLARIFIED AND, UM, THAT CAN BE REMOVED.

THIS CONCLUDES STAFF'S PRESENTATION.

I CAN ANSWER QUESTIONS AT THIS TIME.

ANY ISSUES, ANY QUESTIONS? I JUST HAVE A GO.

WHEN, WHEN YOU SAID, FIRST OFF, IS THE APPLICANT GONNA BE HERE TODAY? YES.

AND WHEN YOU SAY FABRICATION MM-HMM .

DOES THAT MEAN THEY TAKE PLASTIC SIX FEET SOCK AND TURN IT INTO A PLASTIC OR DOES IT ALREADY COME IN MADE AND THEY JUST ASSEMBLE IT? SO I BELIEVE THEY FABRICATE AND ASSEMBLE IT.

UM, THEY HAD SOME GOOD EXAMPLES OF THE TYPES OF THINGS THAT THEY MAKE, SO, UM, I RECOMMEND ASKING THAT QUESTION DURING THE PUBLIC HEARING.

UM, THEY HAD SOME ILLUSTRATIVE EXAMPLES THAT'LL KIND OF EXPLAIN THEIR PROCESS.

I WAS CONCERN THAT THERE WAS JUST THAT ONE RESIDENTIAL AREA SORT OF CLOSE TO THERE.

AND WERE THERE ANY CONVERSATIONS WITH, UM, THOSE FAULTS? UH, THEY DID REACH OUT, I BELIEVE, DURING THE ZONING PORTION, AND THAT WAS DISCUSSED AT THE ZONING CHANGE, BUT TO MY KNOWLEDGE, THEY HAVE NOT, UM, MADE ANY ADDITIONAL CONTACT DURING THE SITE PLAN.

I REVIEW.

I THINK THE ONLY CONCERN I WOULD HAVE WOULD BE, YOU KNOW, THIS IS IN A SORT OF A RESIDENTIAL AREA TO APP PORTION, UH, TRAFFIC, YOU KNOW, WORK HOURS AND YOU KNOW, ALL NOISE AND ALL OF THAT.

AND, AND THAT WAS IT.

BE ENVIRONMENTAL WITH THE PLASTIC, LIKE JOHN SAID.

RIGHT.

THAT ENVIRONMENT THAT WAS EXTENSIVELY LOOKED AT DURING THE ZONING AND DISCUSSED.

UM, THE APPLICANT WILL BE HERE AND CAN TALK ABOUT THEIR PROCESS.

UM, MY UNDERSTANDING IS THAT, UM, IT'S, IT'S QUIET.

THIS IS A SPECIFIC USE PERMIT FOR A, UH, SELF-SERVE LAUNDROMAT.

SO THE APPLICANT IS REQUESTING A SUP FOR A SELTZER LAUNDROMAT LOCATED AT 4 25 SOUTH BELTLINE ROAD.

THIS KIND OF SHOWS THE OUTLINE OF THE OVERALL,

UH, COMMERCIAL RETAIL CENTER THAT'S EXISTING.

THE RED SPOT, UH, SHOWS THE EXEC LOCATION OF WHERE THE LA UH, LAUNDROMAT WILL BE LOCATED WITHIN THAT COMPLEX.

THEY HAVE, UH, MET THE PARKING REQUIREMENT.

HE'S PROPOSING ABOUT 40, UH, 4,500 SQUARE FEET.

SELF-SERVE LAUNDROMAT WITH ABOUT 40 TO 50 WASHERS AND DRYERS.

THEY WILL HAVE SOME VENDING MACHINES FOR THE CONVENIENCES AND THEY WILL ALSO HAVE SOME, UH, CUSTOMER SERVING AREA WITHIN THE FLOOR.

SO THEY WILL BE OPEN FROM MONDAY TO SUNDAY, UH, FROM 7:00 AM TO 10:00 PM THEY WILL HAVE ONE EMPLOYEE MINIMUM DURING THE ENTIRE BUSINESS HOURS WITH TWO TO THREE, UM, STAFF MEMBERS DURING THE PEAK HOURS AND WEEKENDS.

THEY WILL HAVE MULTIPLE SECURITY, UH, CAMERAS AND HAVE A SECURITY SYSTEM AVAILABLE.

SO JUST WANTED TO KIND OF SHOW YOU THIS YELLOW STAR REPRESENTS WHERE THEY'RE PROPOSING THE LAUNDROMAT.

THEY HAVE A ONE ABOUT, UH, POINT, UM, NINE MILES AWAY, WHICH IS CALLED AMIGO, UH, WASH AND DRY.

AND THEY HAVE ONE OTHER ONE ABOUT 0.3 MILES DOWN SOUTH.

BUT, UM, I JUST WANTED TO INCLUDE A PICTURE TO SHOW THAT THIS IS MUCH SMALLER SCALE LAUNDROMAT AT THE SOUTH.

SO ALTHOUGH THEY MIGHT SEEM LIKE THEY HAVE SOME END OF PROXIMITY, UM, THIS IS NOT NECESSARILY A BAD ADDITION TO THE AREA.

THE ONE AFTER THAT IS ABOUT A MILE AWAY FROM THE CURRENT LOCATION.

DRC RECOMMENDS APPROVAL.

THIS CONCLUDES THAT PRESENTATION.

ALRIGHT, THIS LAST ITEM ON THE AGENDA IS A ZONING CHANGE AND CONCEPT PLAN AT CONSTELLATION ROCK ISLAND DATA CENTER.

UH, YOU CAN SEE THE PROPERTY OUTLINED IN YELLOW ON THE SCREEN.

UH, THIS HAS COME BEFORE THE PLANNING AND ZONING COMMISSION AND CITY COUNCIL WITH THE ZONING CHANGE AND SITE PLAN IN 2024.

UM, SO THE CURRENT ZONING IS THE PLAN DEVELOPMENT DISTRICT FOR LIGHT INDUSTRIAL, AND THEY'RE PROPOSING, UH, A PLAN DEVELOPMENT DISTRICT FOR LIGHT INDUSTRIAL AND A DATA CENTER USE.

SO CURRENTLY THE UNIFIED DEVELOPMENT CODE DOES NOT HAVE DATA CENTER AS A LISTED USE.

AND SO THEIR APPROACH IS TO ADD THAT AS AN ALLOWED LAND USE TO THEIR PROPOSED PLAN DEVELOPMENT DISTRICT.

IF YOU RECALL, THIS IS SOMETHING SIMILAR THAT GOODLAND INDUSTRIAL DID.

THEY ADDED THAT DATA CENTER USE TO THEIR PLAN DEVELOPMENT DISTRICT.

SO IT'S ABOUT 16.8 ACRES AND IT'S THE SOUTHWEST CORNER OF ROCK ISLAND AND HARD ROCK ROAD.

SO AGAIN, THIS REQUEST ADDS DATA CENTER AS A LAND USE ALLOWED BY WRIGHT IN THE PLAN DEVELOPMENT DISTRICT.

AND THEY DEFINE IT AS A FACILITY USED TO HOUSE A COLLECTION OF COMPUTER SERVERS AND ASSOCIATED COMPONENTS FOR THE REMOTE STORAGE PROCESSING AND DISTRIBUTION OF LARGE AMOUNTS OF DATA FOR USE BY OFFSITE END USERS.

UM, SO REALLY THIS REQUEST IS TO ADD THAT DATA CENTER AS A LAND USE, BUT THEY ALSO ARE RETAINING THE ABILITY TO DEVELOP THE TYPICAL OFFICE WAREHOUSE, WHICH IS WHAT THE SITE PLAN HAS BEEN APPROVED FOR.

SO IF THIS PLAN DEVELOPMENT DISTRICT IS APPROVED BY CITY COUNCIL, THEY WILL HAVE THE OPTION OF EITHER PURSUING THE DATA CENTER END USER OR A TYPICAL OFFICE WAREHOUSE.

SO YOU CAN SEE THE CONCEPT PLAN SHOWN ON THE SCREEN.

IT'S ABOUT A 4,100 SQUARE FOOT, UH, TWO STORY DATA CENTER.

IT INCLUDES THE PARKING AND THE GENERATORS.

THEY HAVE A PROPOSED GUARD SHACK AND A POSSIBLE FUTURE SUBSTATION.

UM, THIS IS A ZOOMED IN, UM, IMAGE OF THE CONCEPT PLAN.

I DO WANNA POINT OUT A FEW THINGS.

UH, IN YELLOW IS THEIR PROPOSED SCREENING.

THEY'VE GOT A SCREENING WALL, UH, TO SCREEN THE DUCT, UH, TRUCK DOCK DOOR FOR ROCK ISLAND ROAD.

THEY'RE ALSO PROPOSING A, UH, 25 FOOT TALL CONCRETE WALL AROUND THE OUTSIDE GENERATORS.

UM, THEY ARE PROPOSING A METAL, UM, FENCE TO SURROUND THE PROPERTY.

ONE OF STAFF'S RECOMMENDATIONS IS TO PROVIDE A MINIMUM OF EIGHT FOOT MASONRY SCREENING WALL ON THE AREA SHOWN IN RED, AND THAT'S ADJACENT TO RESIDENTIAL.

AND SO STAFF BELIEVES, UM, THAT AN EIGHT FOOT, UM, ABOVE THE REQUIRED SIX FEET, UH, WOULD BE A BETTER SCREENING OPTION.

SO THESE ARE THEIR PROPOSED CONCEPTUAL BUILDING ELEVATIONS AND THEN A RENDERING OF THE BUILDING.

SO AGAIN, IT DEFINES DATA CENTER AND ADDS THAT DOES NOT ALLOW USE.

IT ESTABLISHES PARKING CALCULATION.

TYPICALLY THIS LAND USE REQUIRES FEWER EMPLOYEES.

SO THEY'VE UPDATED THEIR RATIO TO REFLECT.

THAT INCREASES THE ALLOWABLE HEIGHT TO 140, UH, PROPOSES SOME ALTERNATIVE OPEN SPACE REQUIREMENTS AND BASE LANDSCAPING CALCULATIONS.

UH, THE PROPOSING ONE REEVER 750 SQUARE FEET WHEN THE UDC REQUIRES EITHER ONE TREE PER 500 OR 250 SQUARE FEET.

AND THEN THEY'RE PROPOSING ONE SHRUB PER 100 SQUARE FEET.

UM, WHEN

ONE SHRUB PER 50 SQUARE FEET IS REQUIRED.

SO THE DEVELOPMENT REVIEW COMMITTEE RECOMMENDS APPROVAL WITH THE FOLLOWING CONDITIONS.

CRYPTOCURRENCY MINING SHALL BE CONSIDERED A SEPARATE USE FROM DATA CENTER AND SHALL NOT BE ALLOWED WITH THE PROPOSED PLAN DEVELOPMENT DISTRICT.

UH, THE GENERATOR YARD SHALL BE ENCLOSED AND SCREENED BY THE 20 FOOT, UH, CONCRETE WALL AS DEPICTED ON THE CONCEPT PLAN.

UM, THE DEVELOPMENT OF THE OFFICE WAREHOUSE SHALL FOLLOW APPENDIX X OF THE UDC AND THEIR PROPOSED PLAN DEVELOPMENT STANDARDS SHALL ONLY APPLY TO THE DEVELOPMENT OF A DATA CENTER.

A MINIMUM OF AN EIGHT FOOT BASERY SCREENING WALL SHALL BE CONSTRUCTED ALONG THE SOUTHERN PROPERTY LINE ADJACENT TO THE RESIDENTIAL USE.

A MINIMUM 35 FOOT LANDSCAPE BUFFER SHALL BE PROVIDED ALONG THAT BOUNDARY.

AND IN THAT BUFFER SHALL INCLUDE, UH, PLANTINGS, A DOUBLE ROW OF TREES AND SHRUBS THAT'S OFFSET SO AS TO ACHIEVE OPAQUE SCREENING IN ADDITION TO THAT SCREENING WALL.

AND THEN THE BASE LANDSCAPING CALCULATION SHALL FOLLOW APPENDIX X.

SO THIS WILL BE THE SECOND ONE INCORPORATED INTO A PLAN DEVELOPMENT ZONING DISTRICT.

WE'LL SEE WHICH GETS OFF THE GROUND QUICKER.

SO YOU CAN SEE ON THE SCREEN RIGHT HERE, THEY ARE PROPOSING THAT OR SHOWING A 35 FOOT LANDSCAPE BUFFER AND STAFF'S RECOMMENDING THAT AS A CONDITION OF APPROVAL.

SO THAT DOESN'T SHRINK IN THE, UH, SITE PLAN REVIEW PROCESS WHEN THEY GET MORE IN DEPTH, UM, CIVIL PLANS.

UM, SO THAT CONDITION ALONG WITH THE EIGHT FOOT MASONRY SCREENING WALL AND THE OFFSET PLANTINGS ARE DESIGNED OR INTENDED TO HELP ADDITIONAL SCREENING FROM THAT ADJACENT RESIDENTIAL LAND USE.

SO WHEN YOU SAY DOWN THE CENTER OF THE GENERATORS, IS THAT AVAILABLE NOISY GENERATORS? IS THAT THE NOISE FACTOR NEXT TO THE RESIDENTIAL? SO AS PART OF THE REQUEST, THEY DID SUBMIT OR CONDUCT A NOISE STUDY THAT WAS REVIEWED BY OUR PUBLIC HEALTH AND ENVIRONMENTAL QUALITY, UM, DEPARTMENT.

AND IT'S MEETING THE NOISE STANDARDS AND THEY DIDN'T HAVE ANY ADDITIONAL, UH, CONDITIONS OR COMMENTS.

MR. MATT, UM, FUTURE SUBSTATION AREA, CAN YOU EXPLAIN THAT'S, IS THAT FOR AN ELECTRICAL SUBSTATION? YES.

SO THIS IS SOMEHOW, AND THAT WOULD BE AN INPUT THAT'D BE INSTALLED BY ENCORE AT A LATER DATE? IT WOULD BE, I, I BELIEVE BY THE APPLICANTS, BUT REALLY ABOUT MOST LIKELY ENCORE, IT'S PART OF THESE PROJECTS JUST LIKE THE ONE DOWN SOUTH.

THEY WORK WITH ENCORE TO SEE HOW MUCH GENERATION THEY'LL NEED.

AND SOMETIMES ENCORE SAYS, OKAY, WELL WE'RE GONNA ALSO PUT A SUBSTATION HERE, UH, TO SUPPLEMENT WHAT YOU NEED AS WELL AS PROVIDE FOR THE SURROUNDING AREAS.

SO MM-HMM .

I'M ASSUMING THAT JUST KEEP THAT AREA JUST IN CASE BASED ON WHAT THEIR DISCUSSIONS ARE.

UH, AND THE POTENTIAL END USER, I DON'T THINK THEY HAVE AN ACTUAL END USER LOCKED IN.

BUT WE'LL SEE.

SO SUBSTATIONS THAT'S SIMILAR TO THE CASE THAT WE HAD TWO TIMES AGO WHERE IT WENT AS HIGH AS LIKE 65 FEET TALL.

I DON KNOW IF THAT TYPE OF EQUIPMENT WOULD BE.
