WHEREAS THE CITY OF GRAND PRAIRIE HAS ACKNOWLEDGED THE IMPORTANCE OF THE NIGHT SKY FOR BIRDS AND PEOPLE.
AND WHEREAS TEXAS WITNESSES THE MOVEMENT OF NEARLY 1 BILLION MIGRATING BIRDS THROUGH THE STATE EACH SPRING, IN EACH FALL WITH APPROXIMATELY ONE OF EVERY THREE BIRDS OF MI MIGRATING THROUGH THE US AND SPRING AND ONE OF EVERY FOUR BIRDS MIGRATING THROUGH THE US IN THE FALL.
AND WHEREAS IT IS IMPORTANT TO RECOGNIZE THE MASSIVE MIGRATION OF BIRDS THAT OCCURS AT NIGHT.
AND THESE BIRDS MUST CONTEND WITH RAPIDLY INCREASING, BUT STILL UNDER RECOGNIZED THREAT OF LIGHT POLLUTION.
AND WHEREAS LIGHT ATTRACTS AND DISORIENTS THESE MIGRATING BIRDS, CONFUSING THEM AND MAKING THEM VULNERABLE TO C WITH BUILDINGS AND OTHER URBAN THREATS.
AND WHEREAS BIRDS ARE AN IMPORTANT PART OF THE NATURAL ECO ECOSYSTEM THAT WE DEPEND ON, AS WELL AS ESSENTIAL POLLINATORS AND SEED DISPERSERS AND BIRDS IMPACT OUR WELLBEING AND CONTRIBUTE TO THE LOCAL ECONOMY.

SO LEMME TELL YOU WHY I DON'T SUPPORT THE 5% INCREASE.
BECAUSE WHAT'S TO STOP SOMEONE FROM DOING A 5% DECREASE? FLIP, FLIP THE SCRIPT AND IT BECOMES A SLIPPERY SLOPE.
SO WHY COULDN'T THEY TURN AROUND AND THEN SAY, WELL, WE'RE NOT GONNA DECREASE PROPERTY VALUES MORE THAN 5%.
IF WE'RE IN A PERIOD OF LIKE 2008 WHEN VALUES WENT DOWN, UH, THE FREEZE, 40% OF HOMES ACCORDING TO THE TAX ASSESSOR ARE EITHER STAGNATING OR DECLINING IN VALUE.
SO WITH THE FREEZE, THE, THE APPRAISAL DISTRICT WILL NOT LOWER YOUR VALUE UNLESS YOUR CITIZEN, UM, APPEALS THE VALUATION.
SO WHAT YOU'RE GONNA HAVE IS YOU'RE GONNA HAVE PROPERTY OWNERS THAT ARE PAYING TAXES ON OVERINFLATED HOME VALUES WITH THAT FREEZE.
AND THE REASON I DON'T SUPPORT THE TWO YEAR REAPPRAISAL IS BECAUSE EVERY OTHER YEAR YOUR HOMEOWNERS ARE GONNA GET A LARGE JUMP IN AN INCREASING MARKET.
IF THEY HAVE HOMESTEAD, YOU KNOW, OBVIOUSLY IT'LL BE LIMITED TO UH, 10%, BUT IF THEY DON'T HAVE HOMESTEAD, YOU'LL HAVE THAT IN A DECREASING MARKET, IT'S GONNA HURT THE ENTITIES BECAUSE YOU'RE EITHER GONNA LOSE FUNDING OR YOU'RE GONNA HAVE TO RAISE YOUR RATES TO MAKE UP FOR THE DECREASE IN VALUE.
SO THAT'S WHERE I STAND ON THOSE ISSUES.

SO WHAT I DECIDED TO DO, UM, IS DO A DOCUMENTARY, UM, ON LAST THURSDAY, WHICH CHIEF SES, UM, ASSISTANCE BY ALLOWING TWO OF HIS POLICE OFFICER, DETECTIVE BRANDON POOR AND OFFICER LUKE REED, THEY WERE ABLE TO BE A PART OF THE PANELISTS.
WE HAD PANELISTS THAT CAME IN FROM A TF OUTTA OKLAHOMA.

REGARDLESS OF SOCIOECONOMIC STATUS OR BACKGROUND, TRAFFICKERS OFTEN TARGET VULNERABLE POPULATION, MANIPULATING OR COERCING INDIVIDUALS THROUGH THE SEPARATE TACTICS.
COMMON METHODS INCLUDE PROMISES OF A BETTER LIFE, EMPLOYMENT OPPORTUNITIES OR EMOTIONAL SUPPORT, WHICH THEN LEAD VICTIMS AND TO EXPLOITIVE SITUATIONS THAT ARE INCREDIBLE, DIFFICULT TO ESCAPE.
VICTIMS MAY BE FORCED INTO LABOR, DOMESTIC SERVITUDE OR SEXUAL EXPLOITATION.
EXPLOITATIONS WITH TRAFFICKERS, OFTEN USING VIOLENCE THREATS OR PSYCHOLOGICAL MANIPULATION TO MAINTAIN CONTROL.
HUMAN TRAFFICKING IS NOT ONLY A SEVERE VIOLATION OF HUMAN RIGHTS, BUT ALSO A CRIME WITH LONG LASTING IMPACTS ON INDIVIDUALS AND COMMUNITIES.
IT'S A HIDDEN CRIME WITH TRAFFICKERS GOING TO GREAT LENGTHS TO AVOID DETECTION, OFTEN MOVING VICTIMS BETWEEN LOCATIONS AND USING MODERN TECHNOLOGY TO EXPLOIT PEOPLE THROUGH SOCIAL MEDIA AND ONLINE, ONLINE PLATFORMS. RAISING AWARENESS OF THE SIGNS AND UNDERSTAND THE T TACTICS OF TRAFFICKERS USED IN CR CRUCIAL IN THE FIGHT AGAINST HUMAN TRAFFICKING.
