I'M CHERYL SMITH, CHAIRMAN OF THE PLANNING AND ZONING COMMISSION.

THIS MEETING OF THE PLANNING AND ZONING COMMISSION MEETING IS HEREBY CALL BACK TO ORDER AT 6:30 PM THE PLANNING AND ZONING COMMISSION MEETS THE SECOND AND FOURTH MONDAY OF EACH MONTH.

ALL MEETINGS ARE VIDEO RECORDED.

NO OFFICIAL ACTION CAN BE TAKEN UNLESS PROPER APPLICATION HAS BEEN SUBMITTED THROUGH THE PLANNING DEPARTMENT.

THE PLANNING AND ZONING COMMISSION FOLLOWS A PRINTED AGENDA THAT IS AVAILABLE ONLINE PUBLIC HEARING CONSENT AGENDA ITEMS ARE ROUTINE ITEMS WHICH CAN ALL BE APPROVED IN ONE MOTION.

HOWEVER, ANY MEMBER OF THE COMMISSION MAY MAKE A MOTION TO INDIVIDUALLY CONSIDER AN ITEM FROM THE PUBLIC HEARING CONSENT AGENDA.

SO BUILDING A IS 150,000 SQUARE FEET APPROXIMATELY, AND BUILDING BUILDING B IS 113 SQUARE FEET APPROXIMATELY.

SO THIS REQUEST IS MEETING OUR DENSITY AND DIMENSIONAL REQUIREMENTS, AND IT IS MEETING ALL OF OUR PARKING REQUIREMENTS AS WELL.

SO, AGAIN, IT'S MEETING OUR LANDSCAPING AND SCREENING REQUIREMENTS.

AND AGAIN, JUST DUE TO THE SIZE OF THE ACREAGE AND THE SIZE OF THE TWO BUILDINGS COMBINED, THEY ARE TRIGGERING THAT APPENDIX X, UM, ADDITIONAL OPEN SPACE REQUIREMENTS, WHICH INCLUDES AT LEAST A THOUSAND SQUARE FEET OF WALKING, OR A THOUSAND LINEAR FEET OF WALKING TRAILS.

UM, A CERTAIN NUMBER OF SEATING OUTSIDE GARDEN SPACES, THOSE KINDS OF THINGS.

THEY ARE MEETING THOSE REQUIREMENTS AS WELL.

SO THIS SITE DOES HAVE A LOT OF TREES.

SO THEY DID HAVE TO PROVIDE US WITH A TREE SURVEY.

AND TREE MITIGATION WILL HAVE TO BE PROVIDED BEFORE THEY'RE ABLE TO GET ISSUED ANY BUILDING PERMITS, THEY WILL HAVE TO PAY A MITIGATION FEE OF $229,820.

SO THESE ARE THE BUILDING ELEVATIONS FOR BUILDING A, THAT SOUTHERN ELEVATION IS THEIR PRIMARY ELEVATION THAT WILL FACE THE ROAD.

AND THESE ARE THE BUILDING ELEVATIONS FOR BUILDING B.

AND AGAIN, THAT SOUTHERN ELEVATION IS WHAT'S, UM, FACING THE ROAD.

AND THEY'RE PROVIDING US COLOR CONTRAST, A HUNDRED PERCENT MASONRY CONTENT, UM, GLASS CURTAINS ARTICULATION TO MEET THOSE APPENDIX X UH, DESIGN REQUIREMENTS.

THEY ARE REQUIRING ONE VARIANCE.

SO WE DO CAP FENCES AND WALLS AT EIGHT FEET.

UM, ALTHOUGH THERE'S A POSSIBILITY THAT HE DID MENTION THERE WAS NO ALCOHOL RIGHT NOW.

DOESN'T MEAN THAT IT CAN'T BE BROUGHT BACK IN LATER ONCE IT'S APPROVED BY THE BOARD.

UM, AND WE'VE ALREADY HAVE A LOT OF ISSUES RIGHT NOW WITH THE SHOPPING CENTERS THAT WE HAVE NOT VERY FAR WITHIN THE MILE FROM THIS LOCATION WHERE DOLLAR GENERAL'S AT, UM, WE'VE HAD SO MUCH CRIME SINCE 28, SINCE AUGUST 13TH, 2018.

THERE'S BEEN MULTIPLE ROBBERIES.

IN FACT, IN MAY 5TH, 2022, THERE WAS A DEATH AND A ROBBERY, A STORE CLERK WAS KILLED.

AND THAT WAS JUST RECENTLY.

AND THAT'S AT DOLLAR GENERAL.

SO WE'VE GOT A LOT OF VACANT BUILDINGS IN THAT SHOPPING CENTER ALREADY.

AND THEN WE'VE GOT ANOTHER ONE ACROSS THE STREET, CATTY CORNER ON POLO AND MATTHEW ROAD, ALSO VACANT.

THERE'S SOME VACANT SPOTS THERE TOO.

SO I'M NOT REALLY SURE WHY WE NEED TO HAVE A, UM, DISLOCATION, A STOREFRONT.

UM, I'M NOT REALLY SURE WHAT PURPOSE IT BRINGS TO OUR COMMUNITY.

THE DOORS ARE LOCKED AT ALL TIMES, AND UNKNOWN PERSONS MUST PROVIDE ID VISITORS MUST WEAR A VISITOR BADGE WHILE ON CAMPUS.

UM, THEY DON'T BACK DOWN CHECK THEIR STAFF, BUT THEY DO DO OR CHECK THEIR REFERENCES.
