I'M CHERYL SMITH, UH, CHAIRMAN OF THE PLANNING AND ZONING COMMISSION.

THIS MEETING OF THE PLANNING AND ZONING COMMISSION MEETING IS HEREBY CALL BACK TO ORDER AT 6:34 PM THE PLANNING AND ZONING COMMISSION MEETS THE SECOND AND FOURTH MONDAY OF EACH MONTH.

ALL MEETINGS ARE VIDEO RECORDED.

NO OFFICIAL ACTION CAN BE TAKEN UNLESS PROPER APPLICATION HAS BEEN SUBMITTED THROUGH THE PLANNING DEPARTMENT.

THE PLANNING AND ZONING COMMISSION FOLLOWS A PRINTED AGENDA THAT IS AVAILABLE ONLINE PUBLIC HEARING CONSENT AGENDA ITEMS ARE ROUTINE ITEMS WHICH CAN ALL BE APPROVED IN ONE MOTION.

HOWEVER, ANY MEMBER OF THE COMMISSION MAY MAKE A MOTION TO INDIVIDUALLY CONSIDER AN ITEM FROM THE PUBLIC HEARING CONSENT AGENDA.

INDIVIDUALS MAY ADDRESS THE COMMISSION ON ANY ITEMS ON TODAY'S AGENDA.

ADDITIONAL SPEAKING TIME MAY BE ALLOWED AT THE DISCRETION OF THE CHAIRMAN BEFORE SPEAKING.

LET ME BEGIN BY SAYING HOW PRIVILEGED AND HONOR I WAS AND I FELT TO HAVE THE, HAD THE OPPORTUNITY TO HAVE SERVED ON THE PLANNING AND ZONING BOARD ALONGSIDE SUCH AN AMAZING GROUP OF INDIVIDUALS.

FOR SO MANY

YEARS, I REPRESENTED DISTRICT THREE.

I WAS THE PAST SECRETARY AND UP UNTIL 9 33 THIS MORNING, I WAS THE CO-CHAIR UNTIL I RECEIVED AN EMAIL TELLING ME NOT TO ATTEND TONIGHT'S MEETING THAT I HAD BEEN REPLACED.

I BELIEVE DISTRICT THREE IS IN A MUCH BETTER CONDITION TODAY THAN IT WAS WHEN I WAS APPROACHED BY THE COUNCILMAN WHO REPRESENTS DISTRICT THREE FOR THE CITY OF GRAND PRAIRIE.

I WANTED TO TAKE MY FIVE MINUTES AND THE OPPORTUNITY TO THANK EVERYONE WHO HAS MADE MY TIME ON THE COMMISSION.

SUCH A REWARDING EXPERIENCE.

WE DIDN'T ALWAYS AGREE, NOR SHOULD WE HAVE, BUT THAT'S WHAT MADE EVERYTHING SPECIAL.

THE AGENDA ITEMS SHOULD NOT ALWAYS BE TO WHERE WE ALWAYS SAW EVERYTHING EYE TO EYE.

AND THAT WAS THE BEAUTIFUL THING, WAS THAT EVERYONE SHOULD HAVE THEIR OWN SAY.

HOWEVER, I WOULD LIKE TO THANK HER PUBLICLY FOR HER DEDICATION TO THE CITY AND HER COURAGE TO COME BEFORE CITY COUNCIL AND TO SPEAK IN SUPPORT OF MY COMMISSIONERSHIP AT THE PAST COUNCIL MEETING.

AND I URGE YOU ALL TO GO BACK AND LOOK AT THAT COUNCIL MEETING AND SEE EXACTLY WHAT YOUR CITY COUNCIL IS DOING.

AND I HONESTLY DO NOT THINK I WOULD'VE CHANGED ONE THING THAT I HAVE DONE.

THIS PAST YEAR I HAD TO MISS THREE.

AND IT WAS THREE IN A ROW.

MY AUNT PASSED.

I TOOK MY VACATION AND MY COUSIN PASSED ALL CONSECUTIVELY.

SO I APOLOGIZED FOR HAVING TO MISS THOSE THREE MEETINGS.

THE ONE THING I DO ASK OF YOU IS TO PLEASE LOOK AT THESE APARTMENTS THAT COME UP.

SORRY ABOUT THAT.

SO THIS IS FOR A 9 0 5 MACARTHUR BOULEVARD.

THIS IS ACTUALLY A COMPANION ITEM WITH THE, UH, ZONE CHANGE REQUEST THAT WILL FOLLOW THIS PRESENTATION.

BASICALLY THE APPLICANT IS REQUESTING THE FUTURE LAND USE MAP TO BE, UH, MODIFIED TO MATCH THE PROPOSED, UH, RETAIL AND RESTAURANT DEVELOPMENT THAT HE'S REQUESTING A, UM, ZONE CHANGE AND CONCEPT PLAN FOR IN THE NEXT ITEM.

SO I JUST WANNA POINT OUT TO YOU THAT THE CURRENT ONE SHOWS A LITTLE BIT OF MIXTURE OF MIXED USE AND COMMERCIAL.

WHAT THEY'RE ASKING IS THAT THIS PORTION TO BE CHANGED TO COMMERCIAL TO MATCH THE REST OF THE PROPERTY TO ALLOW FOR COHESIVE DEVELOPMENT.

SO THE STAFF IS UNABLE TO SUPPORT THE REQUEST BECAUSE A PORTION OF THE PROPOSAL IS INCONSISTENT WITH THE LUM.

HOWEVER, STAFF WANTS TO KNOW THAT THE EXISTING ZONING, COMMERCIAL ZONING DISTRICT ALREADY ALLOWS THE PROPOSED RETAIL AND RESTAURANT DEVELOPMENT.

THIS IS SIMPLY TO CLEAN UP, UM,

THE COMPREHENSIVE PLAN SO THAT IF THE PD IS APPROVED, THAT IT IS CONSISTENT WITH THE COMPREHENSIVE PLAN UPDATES.

WE ALWAYS TRY TO CHANGE CPAS AS WE GO WHEN THERE'S A ZONE CHANGE REQUEST THAT THAT COMES IN THAT IS INCONSISTENT.

WE BRING BOTH ITEMS TO YOU FOR CONSIDERATION.

SO ITEM FOUR IS A ZONE CHANGE REQUEST ASSOCIATED WITH THIS REQUEST, WHICH IS ZERO N 24 0 6 0 0 1 0.

IT'S 4 9 0 5 MACARTHUR BOULEVARD.

SO ONE THING I WANNA POINT OUT TO YOU, YOU MIGHT RECOGNIZE THIS IS AREA OF THE MACARTHUR DRIVE, WHERE BACK IN FEBRUARY AND MARCH TIME, YOU SAW A QUICK TRIP COMING THROUGH FOR SUP REQUEST.

PNZ AT THAT TIME MADE A RECOMMENDATION, UH, BECAUSE THE APPLICANT EXPRESSED THE DESIRE THAT THE QUICK TRIP WILL BECOME A CATALYST PROJECT TO, UH, BRINGING MORE TRAFFIC AND WE WILL, UM, MAKE THESE DEVELOPMENT IMPROVE AS A RETAIL RESTAURANT DEVELOPMENTS.

UM, SO AT THAT TIME, CITY COUNCIL TABLE THIS REQUEST INDEFINITELY ASKING THE APPLICANT TO WORK WITH STAFF TO SEE IF HE CAN, UH, HE SHARED HIS VISIONS, UH, FOR THIS AREA VERBALLY ONLY.

SO THE CITY COUNCIL RECOMMENDED WOULD YOU BE WILLING TO MAYBE CREATE A PD CONCEPT PLAN JUST SO THAT WE CAN SEE YOUR VISION ALSO IN SOMETHING MORE VISIBLE.

SO THIS IS THE REQUEST THAT IS COMING TO YOU.

SO AGAIN, THIS IS A CON PLAN.

AS THINGS DEVELOP OUT THIS CHANGE SLIGHTLY AND THEY'LL COME BEFORE YOU FOR ANY AMENDMENTS.

UM, THEY ARE PROPOSING A POTENTIAL TO SIT DOWN RESTAURANTS WITH POSSIBLY A LARGE RETAILER STORE AND OTHER, UH, MULTI-TENANT RETAIL, UH, RESTAURANT.

RESTAURANT USES.

JUST WANNA POINT OUT TO YOU THAT THE QUICKTRIP IS SHOWN AS PART OF THIS CONCEPT PLAN.

UM, AND THE THEY'RE SHOWING, HEY, THE SLOT IS PRETTY SMALL, WE WOULD LIKE TO HAVE A QUICK SERVICE RESTAURANT.

AGAIN, THESE TWO USES, UH, REQUIRE SPECIFIC USE PERMIT.

SO THEY'RE NOT INCLUDED THAT INTO THIS PD.

THEY WAS HAVE TO COME FOR THOSE S INDIVIDUALLY.

UM, SO THEY ARE NOT REQUESTING ANY VARIANCE.

SO STAFF RECOMMENDATION IS THAT, UM, THAT THE COMMISSIONERS APPROVE THIS REQUEST, UM, WITH THE FOLLOWING CONDITION, WHICH IS THAT THE APPLICANT SHALL REQUEST A SPECIFIC USE PERMIT FOR ANY USES ALLOWED BY SUP UNDER THE UDC, WHICH INCLUDES ANY GAS STATIONS, CONVENIENCE STORES, RESTAURANTS WITH DRIVE THROUGH.

THIS JUST ALLOWS CITY COUNCIL AND PNZA CHANCE TO REVIEW THOSE REQUESTS WHEN THEY ARE FULLY DEVELOPED.

SECOND IS THAT THE APPLICANT, UM, RECOGNIZE THAT THEY MAY BE REQUIRED TO PROVIDE A TRAFFIC IMPACT ANALYSIS PRIOR TO SITE PLAN APPROVAL.

THIS IS SOMETHING TO ALLOW STAFF TO TRULY LOOK AT THE TRAFFIC CONCERNS WHEN THINGS ARE BEING DEVELOPED.

THIS CONCLUDES STAFF PRESENTATION.
