I'M CHERYL SMITH, CHAIRMAN OF THE PLANNING AND ZONING COMMISSION.

THIS MEETING OF THE PLANNING AND ZONING COMMISSION MEETING IS HEREBY CALL BACK TO ORDER AT 6:30 PM THE PLANNING AND ZONING COMMISSION MEETS THE SECOND AND FOURTH MONDAY OF EACH MONTH.

ALL MEETINGS ARE VIDEO RECORDED.

NO OFFICIAL ACTION CAN BE TAKEN UNLESS PROPER APPLICATION HAS BEEN SUBMITTED THROUGH THE PLANNING DEPARTMENT.

THE PLANNING AND ZONING COMMISSION FOLLOWS A PRINTED AGENDA THAT IS AVAILABLE ONLINE PUBLIC HEARING CONSENT AGENDA ITEMS ARE ROUTINE ITEMS WHICH CAN BE APPROVED IN ONE MOTION.

HOWEVER, ANY MEMBER OF THE COMMISSION MAY MAKE A MOTION TO INDIVIDUALLY CONSIDER AN ITEM FROM THE PUBLIC HEARING CONSENT AGENDA.

THIS IS A SITE PLAN FOR OC UH, OAKDALE INDUSTRIAL.

SO THE APPLICANT IS PROPOSING TWO INDUSTRIAL BUILDINGS IN THIS AREA, SHOW THIS KIND OF COMMUNICATES WHERE THEY ARE, UM, IN RELATION TO OTHER, UM, DEVELOPMENTS.

SO THIS IS NORTH, AND THEY'RE PROPOSING TWO WAREHOUSES IN SUCH MANNER.

THEY DO HAVE A RV PARK TO THE NORTH AND AN EXISTING MOBILE HOME COMMUNITY TO THE EAST.

SO THE APPLICANT IS COMPLYING WITH THE, UM, DENSITY AND DIMENSIONAL REQUIREMENT AS SHOWN, AND THEY ARE COMPLYING WITH THE REQUIRED LANDSCAPING AND TREE MITIGATION REQUIREMENTS.

THIS SHOWS THE PROPOSED ELEVATIONS FOR THE BUILDING ONE TO THE LEFT.

YOU CAN SEE THAT THE SOUTH ELEVATION KIND OF MATCHES THE OTHER ELEVATION WITH THIS, UH, FRAMING AND WITH THE PATTERNS AND GLAZING WINDOWS.

SO THIS IS A RENDERING KIND OF COMMUNICATING THEIR OVERALL DESIGN, WHICH IS ACTUALLY A LITTLE BIT MORE COMMUNICATIVE THAN THE ELEVATIONS BECAUSE YOU CAN KIND OF SEE THE DIFFERENT PROJECTIONS IN DIFFERENT PLANES, UM, KIND OF PLAYING ITS ROLE TO CREATE THE VARIETY.

SO THE, UM, APPLICANT IS COMPLYING WITH EVERYTHING EXCEPT FOR ONE VARIANCE THAT, THAT THEY'RE REQUESTING.

THEY ARE REQUESTING A SCREENING ALONG THE EAST PROPERTY LINE TO BE WAIVED.

THEY WISH TO, UH, KEEP THE EXISTING WOOD FENCES ALONG THE PROPERTY LINE.

SO I JUST WANTED TO KIND OF SHOW YOU.

HOWEVER, ACCORDING TO THE UDC, THERE'S NOT REALLY A FENCING REQUIREMENT BETWEEN THE TWO SAME ZONING DISTRICTS.

WHAT THEY'RE REQUIRED TO DO IS PUT A SIX FOOT MACE LEAF SCREENING WALL ALONG THE MOBILE HOME PARK BECAUSE THEY HAVE A DIFFERENT ZONING CATEGORIES.

THEY'RE ASKING TO KEEP THE EXISTING WOOD FENCE AS SHOWN HERE.

THIS IS THE WOOD FENCE THAT THEY WANNA KEEP AND NOT CONSTRUCT.

THESE, UM, SIX FORM MASONARY SCREENING STAFF IS NOT SUPPORTING THIS VARIANCE.

SO THE DRC RECOMMENDS AN APPROVAL WITH THE FOLLOWING CONDITION THAT THE APPLICANT SHALL PROVIDE A TYPE ONE FENCE, WHICH IS THE SIX FOOT ALLY SCREENING ALONG THE EASTERN PROPERTY LINE.

THE ADJACENT PROPERTY, PD 1 0 5, UM, OF WHICH WOULD, THE FENCE WOULD SEPARATE, THE SCREEN WALL WOULD SEPARATE.

AND IN MANY TIMES, THE WOODEN FENCE IS BEING USED AS A BACKYARD TO SOME OF THE RESIDENTS IN THIS AREA TO, IT'S ANOTHER EXAMPLE OF THE WOOD FENCE, OF WHICH IT'S IN PRETTY GOOD CONDITION.

THEY HAVE A MANAGEMENT OFFICE.

THEY DO MAINTAIN THE PROPERTY AND THEY APPEAR TO BE MAINTAINING THE FENCE, UM, ON A REGULAR BASIS.

THIS IS THAT CATTAIL LANE.

AND THEN THE LAST PICTURE OF EXISTING, UM, WOULD BE BLACKBERRY LANE.

AND I THINK THE, THE PICTURE THAT JUNE HAD HAD SHOWN BEFORE IS AT THE VERY TOP, UM, NORTHERN END, NORTHWESTERN END OF THE PROPERTY.

BUT THIS IS THAT BLACKBERRY LANE.

UH, SAME FENCE THERE.

UM, PRETTY SIGNIFICANT SLOPE, ABOUT A 50% SLOPE.

THERE ARE ONE-TO-ONE, UH, RATIO, AND YOU CAN SEE A DRAINED SWELL THAT COMES FROM OUR PROPERTY DOWN THAT DRAINS INTO THE ADJACENT PROPERTY.

WE, THE INTENTION IN OUR DESIGN IS THAT WE DON'T DRAIN FURTHER INTO THE PROPERTY.

IT'S CONTAINED MOSTLY WITHIN OUR PROPERTY THERE.

AND I'VE STUDIED THIS AND READ THIS A DOZEN TIMES AND, UM, TALKED TO JUNE ABOUT IT.

SO AS JUNE HAD, UM, STATED, UM, THE UDC REQUIRES A SCREEN WALL BETWEEN LIGHT INDUSTRIAL AND A RESIDENTIAL USE.

WE HAVE LIGHT INDUSTRIAL AND A PD, WHICH IS A LIGHT INDUSTRIAL WITH A MOBILE HOME USE, THERE'S TWO EXCEPTIONS TO A SCREEN WALL.

ONE WOULD BE A TOPOGRAPHICAL VARIATION THAT WOULD PRECLUDE A NORMAL INSTALLATION.

IN OUR OPINION, THE SLOPE THAT EXISTS THERE WOULD PRECLUDE THAT NORMAL INSTALLATION BECAUSE OF THE, THE WASHOUT THAT YOU COULD RECEIVE FROM THAT EXISTING GRATE THERE, PLUS THE FOUNDATIONS THAT WOULD BE REQUIRED TO KEEP THAT SCREEN FENCE OR THAT SCREEN WALL STABLE.

THAT'S ONE EXCEPTION THAT WE SAW.

THE SECOND EXCEPTION WOULD BE IF AN EXISTING FENCE IS IN PLACE ON THE APPLICANT'S PROPERTY, THAT IS DETERMINED AS SUFFICIENT AND STRUCTURALLY SOUND.

SO WITH THOSE TWO THINGS, UM, THAT'S WHERE OUR INTERPRETATION, UM, WOULD ARRIVE THAT A SCREEN, THAT THE EXISTING FENCE WOULD BE APPROPRIATE AND THAT WOULD NOT HAVE TO BE REPLACED WITH A NEW SCREEN WALL.

UM, SO THAT CONCLUDES MY LITTLE, UH, PRESENTATION.
