I HAVE WITH ME ANDREW FRANCO FROM FRIESA NICHOLS, WHICH IS GONNA GO OVER THIS PROCESS.
UM, I PUT A COPY OF THE PRESENTATION IN FRONT OF YOU, AND AFTER HE'S DONE WITH THIS PRESENTATION, WE'LL TAKE ANY QUESTIONS.
UH, AS NOREEN TALKED ABOUT, WE WE'RE WORKING THROUGH THE PROCESS RIGHT NOW OF DOING AN EVALUATION OF THE CITY'S WATER AND WASTEWATER IMPACT FEES AND ALL THE COMPONENTS THAT GO ALONG WITH THAT.
UH, THE GOAL HERE TODAY IS FOR ME TO TALK VERY BRIEFLY, NUMBER ONE.
NUMBER TWO GOAL IS TO MAKE SURE Y'ALL ARE, UH, UNDERSTAND THE PROCESS AND THE WHYS OF WHAT WE'RE DOING.
AND THEN WE'LL LOOK AT WHERE WE'RE HEADED TO OVER THE NEXT FEW MONTHS.
SO TALKING ABOUT FUNDING, CAPITAL IMPROVEMENTS OUTSIDE OF, YOU KNOW, BASICALLY JUST CASH FUNDING A PROJECT.
UH, DIFFERENT OPTIONS THAT ARE AVAILABLE INCLUDE ASSESSING IMPACT FEES, TAKING ON ADDITIONAL DEBT, OR INCREASING YOUR WATER RIGHTS TO HELP COVER THE, THE COST OF PUTTING IN NEW INFRASTRUCTURE ASSOCIATED WITH YOUR WATER AND SEWER SYSTEMS. NOW, WHAT THE IMPACT FEE PROGRAM DOES BASICALLY IS THE, THE TAGLINE WE, WE LIKE TO USE IS GROWTH, PAYING FOR GROWTH.
SO THE, THE IDEA HERE IS THAT NEW DEVELOPMENT PAYS FOR A PORTION OF THE COST OF PUBLIC INFRASTRUCTURE THAT'S REQUIRED TO SERVE IT.
SO BASICALLY THEIR PORTION OF PUTTING IN NEW WATER AND SEWER INFRASTRUCTURE THAT'S ATTRIBUTABLE TO THEIR IMPACT ON THE SYSTEM.
SO WHAT CAN WE PAY FOR UNDER THIS PROGRAM? WE CAN PAY FOR THE CONSTRUCTION, THE SURVEYING, ENGINEERING, LAND ACQUISITION AND DEBT SERVICE THAT IS ASSOCIATED WITH IMPLEMENTING WATER AND SEWER, UH, FACILITIES.
ON THE, ON THE WATER SIDE, WE'RE, WE'RE TALKING ABOUT WATER SUPPLY PROJECTS, UH, DISTRIBUTION LINES, UH, TANKS, ELEVATED TANKS, GROUND STORAGE TANKS, PUMP STATIONS.
ON THE SEWER SIDE, WE'RE, WE'RE GONNA BE MORE, UH, LOOKING AT THE, UH, WASTEWATER COLLECTION LINES AND LIFT STATIONS THAT ARE ALL ASSOCIATED WITH HELPING SERVE NEW GROWTH AND DEVELOPMENT HERE IN GRAND PRAIRIE.
SO THE PROCESS ITSELF IS KIND OF A THREE STEP PROCESS WHERE WE TALK ABOUT WHAT ARE THE, THE LAND USE ASSUMPTIONS ASSOCIATED WITH NEW DEVELOPMENT THAT IS GONNA BE ASSOCIATED WITH WATER AND SEWER.
SO WE'RE LOOKING AT A, A SERVICE AREA FOR SERVING WATER AND SEWER IN GREG PRAIRIE.
WE'RE GONNA BE LOOKING AT EXISTING AND PROJECTED LAND USE, POPULATION GROWTH AND KIND OF NON-RESIDENTIAL GROWTH WITHIN THE, THE NEXT 10 YEARS.
SO WE HAVE A BASELINE YEAR OF 2024.
WE'RE GONNA BE LOOKING AHEAD INTO 2034, SEEING HOW MUCH GROWTH AND CHANGE IS COMING TO GRAND PRAIRIE IN THAT 10 YEAR TIME PERIOD.
AND WHAT THAT DOES IS IT HELPS TO DETERMINE HOW MUCH EXTRA WATER DO WE NEED, HOW MUCH EXTRA WASTEWATER ARE WE GONNA PRODUCE, AND HOW ARE, WHAT ARE ALL THE, THE, THE INFRASTRUCTURE PIECES THAT ARE NEEDED IN ORDER TO MAKE THAT HAPPEN.
AND SO, UH, WE DEVELOP WATER DEMANDS, WE DEVELOP WASTEWATER FLOWS.
UH, WE, WE DO HAVE SOME, SOME POPULATION CHANGE NUMBERS.
WE HAVE SOME CHANGES IN NON-RESIDENTIAL, UM, USES OUR COMMERCIAL, OUR INDUSTRIAL, MAYBE SOME OTHER SPECIAL USE CASES.
UM, SO WE'RE GONNA BE BASICALLY DETAILING WHAT THAT LOOKS LIKE.
AND THAT REALLY DOVETAIL INTO HERE'S WHAT OUR NEEDS ARE, CAPITAL IMPROVEMENT PLAN, THAT'S IMPACT, BE ELIGIBLE, IS OUR PLAN IN WHICH TO SERVE THOSE NEEDS.
SO I TALKED ABOUT THE TYPES OF PROJECTS THAT ARE, ARE, ARE REQUIRED.
AND SO WHAT PROJECTS COMING ARE COMING INTO GRAND PRAIRIE OVER THE NEXT 10 YEARS THAT ARE GONNA BE ELIGIBLE FOR IMPACT FEE, COST RECRUITMENT.
THIRD AND FINAL COMPONENT IS KIND OF THE, THE TECHNICAL, UH, DETAILS WHERE WE LOOK AT DEVELOPING, UH, HOW MUCH CAN WE ASSESS IS AS AN IMPACT FEE FOR WATER AND SEWER IN GRAND PRAIRIE.
SO THE FEE ITSELF IS A ONE-TIME CHARGE THAT'S ASSESSED TO NEW DEVELOPMENT ONLY FOR COSTS THAT ARE RELATED TO THE INFRASTRUCTURE NECESSARY.
SO EXISTING CUSTOMERS IN GRAND PRAIRIE ARE NOT ASSESSED OR, UM, CHARGED THIS FEE.
THIS IS ONLY FOR NEW FOLKS WHO TIE ON TO YOUR, UM, SYSTEM.
SO LIKE A SINGLE FAMILY HOME, FOR INSTANCE, THEY PUT IN A NEW WATER METER, THEY'RE GONNA BE ASSESSED THIS FEE.
SO EXISTING RESIDENTS ARE NOT GONNA BE ASSESSED THIS FEE.
THE PROCESS ITSELF IS VERY HEAVILY, UH, REGULATED AND AUTHORIZED

BY STATE LAW, TEXAS LOCAL GOVERNMENT CODE CHAPTER 3 95.THEY HAVE A, THEY HAVE A VERY SET AND DEFINED PROCESS, WHICH WE MUST FOLLOW THOUGH.
THAT REQUIRES DOING THE, THE, THE LUA AND CIP COMPONENTS.
UH, WE HAVE TO, UH, MEET IN FRONT OF A CAPITAL IMPROVEMENT ADVISORY COMMITTEE, THE CAC COMMITTEE.
UH, WE WILL BE DOING A COUPLE PUBLIC HEARINGS IN FRONT OF COUNCIL, UM, AS WELL AS SOME OTHER, UH, KIND OF CITY, UH, UM, I THINK FINANCE, F AND G AND MAYBE ONE OTHER GROUP THAT WE'RE GONNA BE MEETING WITH.
SO WE'RE GONNA BE HAVING ALL THESE PUBLIC MEETINGS.
WE'RE GONNA BE DISPERSING ALL THIS INFORMATION OUT FOR, UH, FOR PUBLIC VIEW, PUBLIC COMMENT.
UM, AND THEN ULTIMATELY, UH, CITY COUNCIL'S GONNA BE THE, THE GROUP THAT SETS WHAT THE RATES COULD LOOK LIKE.
SO HERE AGAIN, I'M JUST HERE TO, TO GIVE Y'ALL THE EXPECTATION OF WHAT'S TO COME OVER THE NEXT FEW MONTHS.
UH, WE DO HAVE A MEETING NEXT WEEK WITH THE CAC.
WE'RE GONNA BE PRESENTING THE DRAFT LAND USE ASSUMPTION AND CAPITAL IMPROVEMENT PLAN PROJECT.
WE, WE HAVE OUR FIRST PUBLIC HEARING WITH CITY COUNCIL.
WE'RE GONNA BE ON JULY 16TH, WHERE WE'RE GONNA PRESENT AFTER, AFTER GETTING, UM, FEEDBACK AND INPUT FROM THE CAC COMMITTEE.
WE'LL BE, WE'LL BE TAKING ALL THAT INPUT IN AND, UH, WE'LL BE DEVELOPING THE, UM, PUBLIC HEARING MATERIALS FOR JULY 16TH.
OUR NEXT CAC MEETING WILL BE ON JULY 22ND, WHERE WE'RE GONNA ACTUALLY PRESENT THOSE CALCULATIONS, COLLECTION RATES.
AND THEN WE'RE GONNA DO SOME BENCHMARKING WITH SOME OF ELSE'S NEIGHBORS AND OTHER COMPARISON CITIES TO KNOW WHERE GRANT PRAIRIE STANDS.
IN TERMS OF OTHER UTILITIES THAT DO COLLECT THESE FEES, UH, WE HAVE A, WE HAVE A MEETING ON AUGUST 6TH WITH, UH, FINANCE AND GOVERNMENT.
UH, WE'LL BE ADOPTING A RESOLUTION TO SET A PUBLIC, THE PUBLIC HEARING ON SEPTEMBER 17TH, WHERE WE WILL PRESENT.
AND, UH, ULTIMATELY COUNSEL WILL DELIBERATE ON WHAT RATES COULD BE ASSESSED AND CHARGED.
SO THAT'S KIND OF THE PROCESS THAT WE'RE GONNA BE GOING FROM REALLY FROM NOW UNTIL, UH, KIND OF MID-SEPTEMBER.
UM, LIKE I SAID, TRY TO BE VERY BRIEF AND QUICK.
SO I WILL ENTERTAIN ANY QUESTIONS.
WHO'S ON THE CAC? WHAT IS THAT? WHO IS THAT COMPRISED OF? SO THE, THE CA IS, IT IS A, IT'S BASICALLY YOUR, YOUR P AND Z COMMITTEE.
AND WE DO HAVE AN AD HOC MEMBER THAT'S BEEN ADDED TO IT THAT'S GONNA BE REPRESENTING THE, UH, ETJ DOWN IN SOUTH SECTOR.
THAT IS, THAT IS A REQUIREMENT OF THE TEXAS LOCAL GOVERNMENT CODE 3 95, THAT IF WE ARE GOING TO CHARGE IMPACT FEES IN THE SOUTH SECTOR THAT'S NOT IN CITY LIMITS RIGHT NOW, WE NEED TO HAVE A REPRESENTATIVE THAT CAN SPEAK FOR THAT AREA.
UM, MAUREEN REMINDED ME THAT, UH, THERE, THERE ARE MEMBERS FROM REAL ESTATE COMMUNITY THAT ARE REQUIRED TO BE A PART OF THE, UM, THE PROCESS AS WELL.
AND SO WE, WE HAVE ALL THE, WE HAVE ALL THE REQUIREMENTS, UM, ALREADY FOR THIS COMMITTEE COUNCIL.
UH, WE'VE BEEN CHARGING IMPACT FEES FOR AS LONG AS THAT NOT ALL CITIES DO.
A FRIEND OF MINE, CITY MANAGER UP IN A CITY IN THE NORTH AND UM, THEY WERE HAVING A HUGE DEVELOPMENT COME IN THAT WAS ANNOUNCED NOT LONG.
AND UH, THEY WERE HAVING A STRUGGLE FIGURING OUT HOW TO PAY FOR IT AND CITY MANAGER.
SO WE GOTTA DO WHATEVER OTHER CITY IN THE STATE DOES.
WE HAVE TO CHARGE IMPACT FEES COVER THE COST OF PUTTING IT IN THERE.
THEY DID THE MATH AND THEY WERE ABLE TO, THE CITY WAS ABLE TO DO IT AND NOT EVEN CHARGE ANY BANK OUT OF THE ORDINARY FOR IMPACT.
AND CITIES USED IT AS A WAY TO HELP PAY FOR THE GROWTH.
AND SO WE'VE BEEN LOOKING AT THE NUMBERS EVERY YEAR THROUGH THE BUDGET PROCESS.
WE'RE GONNA JUST TAKE A LITTLE BIT DEEPER DIVE RIGHT NOW TO MAKE SURE WE'RE GETTING, WE DO HAVE SOME EXTENDED GROWTH COMING.
A ANCE, THE IMPACT FEES BASED ON WHAT SIZE YOU GET, STANDARD SIZE ONE IMPACT FEE.
IF YOU UPSIZE IT, IT'S ANOTHER ONE.
JUST CALL THAT WATER EVERYTHING.
SO GLAD WE'RE LOOKING AT IT AGAIN.
AND A DIVE POSSIBLY IMPACT FEE WILL COVER NEW DEVELOPMENT AND GROWTH.
HOW ARE WE OFFSETTING THE COST OF DECREAS USAGE BY ESTABLISHED IN COMMERCIAL OR INDUSTRIAL USAGE? OUR FEE STRUCTURE, UM, OUR FEE STRUCTURE AND THE WATER WASTE FROM THE WATER RATE.
