JUST A FEW SLIDES TO GO OVER. IT'S PRETTY QUICK. UH, WHAT'S BEING PROPOSED? WHY ADOPT THE LATEST CODE? WHO BENEFITS FROM THE ADOPTION, HOW THIS MAY AFFECT THE BOARD WHEN WE PLAN TO IMPLEMENT. AND THEN JUST TO WRAP IT UP WITH SOME QUESTIONS, WE PLAN TO GO FROM THE 2020 NATIONAL ELECTRICAL CODE TO THE 2023. WHY ADOPT THE LATEST CODE? THE NFPA PUBLISHES A NEW ELECTRICAL CODE EVERY THREE YEAR ON A THREE YEAR CYCLE. DURING THE CODE CYCLE, THE NATIONAL FIRE PROTECTION AGENCY AND ELECTRICAL BOARD CONTINUE TO EVALUATE THE CODE AND THE INDUSTRY AND THE CHANGES THAT MAY PROVIDE A REASONABLE LEVEL OF SAFETY. PUBLIC HEALTH IN GENERAL. WELL, WELFARE ARE ATTRIBUTED TO THE BUILT ENVIRONMENT. SOME OF THESE THINGS MAY BE NEW TECHNOLOGIES, UH, NEW TRENDS. I THINK LATELY WE'VE HAD A LOT OF, UH, SOLAR INSTALLATIONS AND THEY'VE REALLY TAKEN OFF ALSO CAR CHARGING. SO THESE THINGS ARE ADDRESSED IN THE NEW CODE. THE TEXAS ELECTRICAL SAFETY AND LICENSING ACT REQUIRES THAT TEXAS DEPARTMENT OF LICENSING AND REGISTRATION TDLR TO ADOPT THE LATEST VERSION OF THE NATURAL ELECTRICAL CODE, THE 2023 VERSION FOR THE STATE OF TEXAS, AND ESTABLISH IT AS THE MINIMUM STANDARD FOR ALL ELECTRICAL WORK IN TEXAS TO BE IMPLEMENTED SEPTEMBER 1ST. AS YOU COULD SAY, THEY'VE ALREADY DONE THAT, OR JUST TRYING TO CATCH UP. UH, WHO BENEFITS FROM THE ADOPTION. IT BENEFITS CITIZENS, CORPORATE CITIZENS, DEVELOPERS, BUILDERS, CONTRACTORS, ET CETERA. THESE INCLUDE, UH, MAINTAINING THE ISO RATING FOR THE CITY, WHICH HELPS YOUR INSURANCE RATING, UH, HELPS WITH THE B-C-E-G-S RATING, WHICH IS THE BUILDING CODE EFFECTIVENESS GRADING SYSTEM, WHICH ALSO HELPS WITH FEMA. UH, MITIGATION GRANTS HELPS THE CITY QUALIFY FOR ADDITIONAL FUNDING AFTER A NATURAL DISASTER. ALSO HELPS WITH THE FLOOD INSURANCE PREMIUM REDUCTION, UH, IF YOU'RE IN THE, UH, I GUESS IN A HAZARDOUS AREA FOR FLOODING. ALSO FOR REGIONAL CONSISTENCY, THE NORTH TEXAS COUNCIL OF GOVERNMENTS ALSO RECOMMENDS ADOPTING THE LATEST EDITION. HOW THIS EFFECT MAY AFFECT THE BOARD, IF, UH, THE BOARD IS TO HEAR IN AND DECIDE APPEALS OF ORDERS, DECISIONS, AND DETERMINATIONS MADE BY THE CODE OFFICIAL TO THE APPLICATION INTERPRETATION OF THE CODE. UH, AND TO, TO LOOK AT THE, LOOK AT THIS PROPERTY FROM THE INSIDE, AS WELL AS THE OUTSIDE. UH, IT WAS, UH, ME AND TWO OTHER CODE OFFICERS AND A SOMEONE FROM PROPSHOP, DAVID LITTLETON AND BUILDING INSPECTOR. AND, UH, WE IDENTIFIED AT LEAST 11 CONDITIONS UNDER OUR 29 28 UNI MUNI CODE 29 28 OF, UH, TO FIT THE DEFINITION OF A DANGEROUS STRUCTURE. SO WE'LL JUST GO LOOK AT SOME PICTURES. THIS IS JUST CONTINUE THE OUTSIDE. IT'S, IT WAS BOARDED UP, BUT THE BOARD BOARDING STARTED FALLING OFF. YOU CAN SEE THE FOUNDATION AND THE WARPING OF THE RIGHT, THE PATIO THERE, THAT'S JUST WIDE OPEN FROM THE, FROM THE OUTSIDE. THAT'S A SIDE VIEW THAT, UH, THAT ON THE OTHER SIDE. BUT YOU CAN SEE IT'S OPEN AND UNSECURED. THEY'RE SUPPOSED TO BE TREATED. THERE WAS JUST A, A LAUNDRY LIST OF THINGS HE IDENTIFIED. THAT'S, THAT THIS IS PROBLEMS WITH THIS PLACE THAT IS THE UNDERSIDE OF THE SECOND STORY FLOOR. IT'S, UH, THEY STARTED GOING UP THE STAIRS, BUT THEY DIDN'T GO OUT AND WALK ON IT. [00:10:01] SO THAT'S AN ATTIC AREA. I'VE GOT TWO NEW KNEES. I DIDN'T GET TO CLIMB THE LADDER TO SEE THIS MYSELF. WELL, IT, IT'S FOR A TECHNICAL TERM THAT'S ALL WRONG ACCORDING TO, TO THE BUILDING INSPECTOR. SO THEY WERE DOING SOME, AND I DON'T KNOW WHO STARTED THIS WALL, THE PRIOR OWNER WITH CURRENT ONES, BUT, UH, THE INTERIOR WALL, EVEN PUTTING UP THOSE STUDS, THEY'RE, THEY'RE, THEY'RE, THEY'RE LEANING, THEY'RE CROOKED. THERE'S SOME OTHER ROTTEN AREAS. THERE'S MORE, UH, ATTEMPTED CONSTRUCTION ON THE INSIDE. THERE'S AN ELECTRICAL BOX OPEN. SO NONE OF THIS WORK ON THE INSIDE WAS DONE WITH ANY KIND OF PERMIT OR ANY KIND OF APPLICATION FOR A PERMIT. IT JUST HAD ONE BEEN DONE. MM-HMM . MM-HMM . THE NORTH ROOF SECTION OF THE STRUCTURE'S, FRAMING AND RAFTER, DISPLACED SIGNIFICANT DECAY AND ROT CEILING JOISTS IN THE KITCHEN AREA OF THE STRUCTURE ARE NOT SUPPORTED TO LOAD BEARING MEMBERS. THE STRUCTURE IS NOT SECURE. THE STRUCTURE IS MISSING ELECTRICAL WIRING AND PLUMBING COMPONENTS. THE STRUCTURE IS A DANGEROUS STRUCTURE AS THAT TERM IS DEFINED IN GRAND PRAIRIE CODE ORDINANCES, SECTION 29 28, 2 3 5 6 8, 9, 12, 13, 15, 16, AND 17. SO WE, WE RECOMMEND THE OWNER SHALL ENSURE THE STRUCTURE IS REPAIRED, REMOVED, OR DEMOLISHED IN ACCORDANCE WITH APPLICABLE LAW WITHIN 30 DAYS OF THE DATE OF THIS ORDER. OWNER SHALL KEEP THE STRUCTURE SECURE FROM ENTRY UNTIL THE STRUCTURE IS IN COMPLIANCE WITH APPLICABLE LAW. THE STRUCTURE IS DANGEROUS STRUCTURE AS THAT TERM IS DEFINED IN GRAND PRAIRIE CODE OF ORDINANCES, SECTION 29 28, 5 8 9 13, 15, 16, AND 17. AND WE RECOMMEND, SO I DON'T HAVE TO STREAM MY NECK. OWNER SHALL ENSURE THE STRUCTURE IS REPAIRED, REMOVED, OR DEMOLISHED IN ACCORDANCE WITH APPLICABLE LAW WITHIN 30 DAYS OF THE DATE OF THIS ORDER. OWNER SHALL KEEP THE STRUCTURE SECURE FROM EVER FROM ENTRY UNTIL THE STRUCTURE'S IN COMPLIANCE WITH APPLICABLE LAW. ANY PERSON HAVING AN INTEREST IN THE STRUCTURE MAY REMOVE OR DEMOLISH THE STRUCTURE AT SUCH PERSON'S OWN RISK WITHIN THE ACQUIRING OF A LIEN AGAINST THE LAND UPON WHICH THE STRUCTURE IS STANDS.
