HE THEN STUDIED AT THE UNIVERSITY OF NORTH TEXAS WHERE HE MAJORED IN VISUAL ARTS AND OBTAINED HIS ART EDUCATION CERTIFICATE.

HIS CAREER FOR SEVERAL YEAR YEARS HAS BEEN ART EDUCATION AT THE HIGH SCHOOL LEVEL.

HE SAID, WORKING WITH TALENTED AND CREATIVE STUDENTS HAS PUSHED ME TO CREATE MY OWN WORK.

THERE'S A GREAT LEVEL OF FEEDBACK YOU GET WHEN YOU WORK ALONGSIDE YOUR STUDENTS MAKING ART.

MR. SOTO HAS LED FOUR GRAND PRAIRIE ISD STUDENTS TO THE FINAL 30 IN THE ANNUAL SCRAP FEST COMPETITION, WHICH IS A PROFESSIONAL COMPETITION IN MICHIGAN, WHICH Y'ALL JUST WENT THERE NOT TOO LONG AGO.

UH, THE HUFFINES GROUP IS WORKING ON 2000 ACRES.

1,250 OF THOSE ACRES ARE IN OUR CITY, UH, OR IN OUR ETJ RATHER.

AND THEN PROVIDENCE IS WORKING ON ANOTHER 5,000 ACRE DEVELOPMENT IN OUR ETJ AS WELL.

PROVIDENT IS PROPOSING TO BE INDUSTRIAL, COMMERCIAL, AND RESIDENTIAL AND HUFFINES LARGELY RESIDENTIAL WITH, UH, SOME RETAIL.

I I DO WANNA RECOGNIZE NATE AND CASEY HERE WITH US TONIGHT FROM THE HUFFINES GROUP.

WE'VE BEEN WORKING ON THIS FOR QUITE A WHILE, AND WHAT MARTY'S GONNA WALK YOU THROUGH IS A PROPOSED EXPANSION OF OUR TURS THREE.

THIS WILL ALLOW THESE DEVELOPERS TO FUND THEIR INFRASTRUCTURE, UH, TO DEVELOP THESE PROJECTS.

AND COUNSEL, YOU'LL RECALL WHEN WE STARTED THIS PROCESS AND THIS DISCUSSION, THE FIRST THING THAT WE DID WAS AN ETJ STUDY TO MAKE SURE THAT IT WAS FEASIBLE AND SUSTAINABLE.

AND THAT SHOWED US THAT IT WOULD BE.

AND THEN REALLY WHAT YOU ALL HAVE BEEN FOCUSING ON IS A HIGHER QUALITY OF LIFE FOR THOSE DEVELOPMENTS AS OPPOSED TO THEM STAYING IN THE COUNTY IF WE'RE ABLE TO ANNEX THEM INTO THE CITY.

SO IN ORDER TO ANNEX THEM INTO THE CITY AND ALLOW A, A TS UH, UH, CONTRIBUTION AS WELL AS A PI OR AN MMD IN THE CASE OF LAKE SONG, UH, THAT WILL ALLOW US TO PROVIDE CITY SERVICES, IT WILL ALLOW YOU ALL TO HAVE MORE OF A, UH, UH, OWNERSHIP AND INPUT ON WHAT THOSE NEIGHBORHOODS ARE GONNA LOOK LIKE.

I CAN TELL YOU BOTH GROUPS HAVE BEEN WONDERFUL TO WORK WITH.

SO REALLY EXCITED ABOUT THIS.

UH, THE HUFFINES GROUP WILL ANNEX THEIR PROPERTY IF APPROVED INITIALLY UPFRONT BECAUSE THEY DO OWN THE PROPERTY.

BACK IN 1999, THIS PARTICULAR TAX INCREMENT, REINVE REINVESTMENT ZONE WAS FIRST CREATED AND IT WAS FOCUSED PRIMARILY ON THE PENINSULA, THE ESTES PENINSULA, BUT IT DID INCLUDE BOTH DALLAS AND TARRANT COUNTY INITIALLY, BECAUSE THE TARRANT COUNTY PORTION WHERE THERE'S LOTS OF HOMES NOW WERE UNDEVELOPED.

UM, IT, UH, THE CITY PARTICIPATION AT THAT TIME WAS 100%, AND IT WAS SCHEDULED TO TERMINATE INITIALLY ON DECEMBER 31ST, 2020.

UH, WE CAME BACK AND TO THE COUNCIL THAT WAS IN PLACE HERE IN 2019 AFTER WE HAD WORKED WITH DAVID PETTIT ECONOMIC DEVELOPMENT AND LEARNED THAT THE STATE LAWS HAD CHANGED A LITTLE BIT, UH, SINCE THAT 1999 VOTE THAT ALLOWED TAX INCREMENT REINVESTMENT ZONES TO MAYBE ADD NON-CONTIGUOUS PROPERTIES OR REVISE WHAT THEY'VE GOT.

WE RECOMMENDED AT THAT POINT, AND, AND THAT COUNCIL APPROVED, UH, EXTENDING THE TERM.

SO WE HAD A LITTLE MORE TIME TO 2041 TO CHANGE THE CITY'S PARTICIPATION PER PERCENTAGE FROM 100% DOWN TO 75% TO ADD, IN ADDITION TO WHAT YOU SEE IN RED, THE ORIGINAL NUMBER ONE WAS THAT ORIGINAL TOUR ZONE, WITH THE EXCEPTION OF THE TARRANT COUNTY PORTION.

SEVEN ADDITIONAL WHAT, UH, DAVID BRANDED APPROPRIATELY AREA DEVELOPMENT ZONES SO THAT YOU, AS YOU BRING THESE ON, YOU CAN HAVE OTHER AREAS OF THE CITY AND YOU CAN SEE WHERE SEVERAL OF THEM ARE LOCATED.

AND, UH, WE HAVE SEEN DEVELOPMENT TAKE PLACE IN A NUMBER OF THOSE ZONES.

THERE'S ONE THAT'S BEEN HELD UP, ONE OR TWO, UM, AND, AND IT'S STRETCHED AS YOU CAN SEE QUITE A BIT FAR DOWN ALL THE WAY TO THE FAR SOUTH.

UH, THERE WITH YOU SEE NUMBER SIX, YOU'RE GONNA SEE THAT.

AND AGAIN, IN A SECOND.

THE GOALS THAT ARE INCLUDED WITHIN THIS ORDINANCE FOR YOUR CONSIDERATION IS TO EXPAND THE BOUNDARIES NOW TO INCLUDE THREE NEW AREA DEVELOPMENT ZONES OR AD ZS, IF YOU'LL ALLOW ME TO USE THAT ACRONYM FROM HERE ON OUT A DZ NINE 10 AND 11.

THEY NEED TIME TO GET INFRASTRUCTURE IN PLACE, AND THEN THOSE BENEFITS COME IN IN TERMS OF NEW VALUES.

IT ENCOURAGES VERY HIGH QUALITY PROJECTS CONSISTENT WITH WHAT YOU'VE TOLD US YOU DESIRE AND WHAT YOU'VE HEARD FROM OUR CITIZENS, ESPECIALLY WHEN IT COMES TO RESIDENTIAL AND A MIX OF USES.

UH, AND, AND THEN AS WELL, PART OF THE REASON WHY, AS I MENTIONED, THERE'S THREE ZONES.

UH, DEEP PED DAVID PET ECONOMIC DEVELOPMENT WISELY LOOKED AT IT AND SAID, LOOK, ONE OF THESE PROJECTS IS DIVIDED IN TWO SEPARATE COUNTIES TO KEEP THINGS NEAT AND CLEAN.

AND THEN A PERSONAL PROPERTY OF 167 MILLION IN THE JOHNSON COUNTY PORTION, BECAUSE AGAIN, IT DOESN'T INCLUDE INDUSTRIAL, IT'S A LITTLE LOWER.

AND THEN ONCE CHILDREN ARE IN SCHOOL AGE, THEY HAVE SUMMER PROGRAMS TO HELP WITH CARE UP TO 12 YEARS OLD.

WHEN YOU STEP INTO THIS BUILDING TO TO CONDUCT BUSINESS THAT BULLETPROOF GLASS WITH THOSE OFFICERS SET BEHIND, WE COULD HAVE CHIEF DAVID KUNKEL.

WE COULD HAVE SOMETHING OUT IN THIS LOBBY.

WHEN PEOPLE COME TO THIS MEETING, THEY'RE GOING TO SEE GRAND PRIX POLICE CHIEF DAVID KUNKEL.
