AND WHEREAS THE OBSERVANCE OF THE MARCH, THE MARCH FOR MEALS CAMPAIGN PROVIDES AN OPPORTUNITY SUPPORT TO SUPPORT MEALS ON WHEELS PROGRAM THAT DELIVER VITAL AND CRITICAL SERVICES BY DONATING, VOLUNTEERING, AND RAISING AWARENESS ABOUT SENIOR HUNGER AND ISOLATION.
AND WHEREAS FOR THE PAST 50 YEARS, THE CITIZENS OF TARRANT COUNTY HAVE BENEFITED FROM THE DELIVERY OF NEARLY 18 MILLION MEALS TO OUR HOME BOUND, ELDERLY AND DISABLED NEIGHBORS.
AND WHEREAS MEALS ON WHEELS CASE MANAGERS MAKE OVER 14,000 HOME VISITS ANNUALLY TO ACT AS ADVOCATES FOR CLIENTS RESULTING IN IMPROVEMENT IN THE LIVES OF THE HOME BOUND CITIZENS OF TARRANT COUNTY WITH CONTINUED PERSONAL INDEPENDENCE.
AND WHEREAS THIS ORGANIZATION HAS A VOLUNTEER FORCE OF OVER 5,000 CARRYING INDIVIDUALS WHO DONATE THEIR TIME VEHICLES, GASOLINE AND ENERGY TO DELIVER NEARLY 1 MILLION FRESH, NUTRITIOUS MEALS ANNUALLY TO TARRANT COUNTY RESIDENTS.
AND WHEREAS VOLUNTEER DRIVERS ARE THE BACKBONE OF THE MEALS ON WHEEL HOME DELIVERED MEALS PROGRAM, NOT ONLY DELIVERING NUTRITIOUS MEALS TO HOME BOUND SENIORS AND INDIVIDUALS WITH DISABILITIES, BUT ALSO PROVIDING CARING AND CONCERN AND ATTENTION TO THEIR WELFARE.
AND WHEREAS MEALS ON WHEELS PROVIDES NUTRITIOUS MEALS AND A POWERFUL SOCIALIZATION OPPORTUNITY FOR SENIORS TO HELP COMBAT LONELINESS AND ISOLATION, AND HELPS THEM MAINTAIN THEIR HEALTH AND INDEPENDENCE AND AVOID UNNECESSARY HOSPITALIZATIONS OR PREMATURE INSTITUTIONALIZATION.

LIKE TO RECOGNIZE THE ONLY VETERAN THAT WE HAVE UP HERE TO READ THIS NEXT ONE.COUNCIL MEMBER VETERAN KURT JOHNSON.
WHEREAS MORE THAN 58,000 MEMBERS OF THE OF THE UNITED STATES ARMED FORCES LOST THEIR LIVES IN THE VIETNAM WAR.
AND MORE THAN 300,000 MEMBERS OF THE ARMED FORCES WERE WOUNDED.
AND WHEREAS IN 1982, THE VIETNAM VETERANS MEMORIAL WAS DEDICATED TO THE DISTRICT OF COLUMBIA TO COMMEMORATE THE LIVES AND SERVICE OF THE MEN AND WOMEN WHO DIED OR WERE DECLARED MISSING IN ACTION IN THE VIETNAM WAR.
AND WHEREAS THE VIETNAM WAR WASN'T A, AN EXTREMELY DIVISIVE ISSUE AMONG THE PEOPLE OF THE, OF THE UNITED STATES AND THE CROSSFIRE OF DEBATE ABOUT THE COUNTRY'S INVOLVEMENT IN THE WAR DEPRIVED MANY MEMBERS OF THE ARMED FORCES OF PUBLIC SUPPORT AND APPRECIATION FOR THEIR PATRIOTIC SERVICE.

THAT'S PRIMARILY INTENDED TO HELP US ADDRESS THE ISSUES THAT WE'VE BEEN HAVING WITH FAKE PAPER TAGS AND, AND OTHER FAKE TAGS AND UNREGISTERED VEHICLES ON THE ROADWAY.

20 OF THESE ARE SALVAGE YARDS.
WE'VE HAD SEVERAL ORDINANCE UPDATES OVER THE YEARS.
UM, PRIOR TO 2020, ARBS PAID AN ANNUAL INSPECTION FEE.
UM, IN 2020, WE CHANGED OUR ORDINANCE TO REQUIRE A PERMIT AND A PERMIT FEE TO REPLACE THE INSPECTION FEE.
TODAY WE BRING TO YOU A CHANGE SO THAT WE CAN REVOKE A PERMIT, SUSPEND, REVOKE A PERMIT, UH, FOR VIOLATIONS, UM, FOUR ON FOUR SEPARATE OCCASIONS IN A 12 MONTH PERIOD.
UM, PRIOR TO THIS, IT WAS, UH, SIX VIOLATIONS ON SIX SEPARATE OCCASIONS.
HOWEVER, UM, BECAUSE OF DUE PROCESS, OF COURSE, WE HAVE TO HAVE CONVICTIONS OR DEFERRED DISPOSITION, UH, WHICH MADE IT REALLY DIFFICULT TO ACHIEVE IN A SIX MONTH PERIOD BECAUSE OF, UM, COURT DATES AND DELAYS AND WARRANTS AND OTHER ISSUES.
SO OF COURSE, IF WE'RE GONNA GO BACK INTO AN ORDINANCE, WE'RE GONNA MAKE SOME OTHER CHANGES THAT NEED TO BE MADE.
UH, SOME OF THESE INCLUDE, UH, DEFINITIONS SUCH AS, UH, MOTOR VEHICLES, THAT INCLUDES WATERCRAFT, MOTORCYCLES, OFF-ROAD VEHICLES, UPDATE TO PERSONNEL TITLES.
WE WANTED TO CLARIFY PARKING LOT SCREENING AND GARBAGE COLLECTION REQUIREMENTS.
UM, A LOT OF THESE ARE TIED TO THE UDC, UH, CLARIFICATION THAT THE STORAGE OF USED PARTS, WHICH ARE NOT NEEDED FOR THE REPAIR OF A VEHICLE, WHICH THE BUSINESS IS CURRENTLY CONTRACTED TO REPAIR, IS OPERATING A SALVAGE YARD AND DOCUMENT RETENTION REQUIREMENTS RELATED TO CATALYTIC CONVERTERS.
SO, JUST TO GIVE YOU AN EXAMPLE, UM, OF THE ISSUES WE HAVE WITH A SALVAGE PARTS.
